HomeMy WebLinkAboutSP-94-0000 - Decision - 0035 Green Mountain DriveFINDINGS OF FACT & DECISION STATE OF VERMONT t{ COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Jon Soter for construction of a 1344 square foot carport addition to a 14,400 square foot office/warehouse, 35 Green Mountain Drive. On the 13th of December, 1994, the South Burlington Planning Commission approved the request of Jon Soter for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 1,344 square foot carport to a 14,400 square foot building consisting of 2,080 square feet of warehouse space and 12,320 square feet of office space. This building was approved by the Planning Commission on 11/4/80. 2. This property located at 35 Green Mountain Drive lies within the C2 District. It is bounded on the north by an automotive accessory business, on the south by GMP offices, on the east by the UVM Horticultural Farm and on the west by Green Mountain Drive. 3. Access/circulation: Access is provided by a 30 foot curb cut on Green Mountain Drive. No changes proposed. Circulation is adequate. 4. Coverage/setbacks: Building coverage is 22% (maximum allowed is 30%) . Overall coverage is 53% (maximum allowed is 70%) . Front yard coverage is 22 0 (maximum allowed is 30%) . The existing building and the proposed addition meet the setback requirements. 5. Landscaping: The minimum landscaping requirement based on building costs, is $750 which is being met. Plantings will be either White or Red Pine. 6. Parking: This site requires 57 parking spaces and 59 spaces including three (3) handicapped spaces are being provided. A bike rack is being provided as required under Section 26.253(b) of the zoning regulations. 7. Sewer: Since the last approval of this site in 1980, 20 employees have been added. The sewer allocation for the 20 additional employees is 300 gpd. The applicant will be required to pay the per gallon fee prior to issuance of a zoning permit. 8. Lighting: Existing exterior lighting consists of the following: --- four (4) "wall pack" building mounted fixtures. --- two (2) wall mounted flood lights. Proposed lighting consists of the following: 1 --- three (3) 150 watt high pressure sodium shielded lights on 20 foot poles. 9. Dumpsters: The dumpster storage area is located at the rear of the building and will not be visible from the street. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Jon Soter for construction of a 1344 square foot carport addition to a 14,400 square foot office/warehouse, 35 Green Mountain Drive as depicted on a plan entitled "Building Maintenance Shed, 35 Green Mountain Drive, South Burlington, VT" prepared by Green Mountain Power Corporation, dated 10 / 20 / 94 , last revised 12 / 13 / 94 , with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The applicant shall post a $750 landscape bond prior to issuance of a zoning permit. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. 3. Any new exterior lighting or change in existing lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any change in lighting shall be approved by the City Planner prior to installation. 4. An additional sewer allocation of 300 gpd is approved. The applicant shall pay the per gallon fee prior to issuance of a zoning permit for the carport addition. 5. The applicant shall obtain a zoning permit for the carport addition within six (6 ) months or this approval is null and void. 6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to use of the carport addition. 7.
