HomeMy WebLinkAboutSP-00-21 - Decision - 0005 Green Mountain DriveSP-00-21 FINDING OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Mark Hill to amend a previously approved site plan for an 11,250 square foot addition to an existing 3600 square foot building, and construction of a new building for 26,775 total square feet for automotive/marine parts, repair, sales and service. The amendment consists of adding two (2) parking spaces, a dumpster, and revising the landscaping, 5 Green Mountain Drive. On the 10 day of May, 2000, the Director of Planning and Zoning approved the request of Mark Hill for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. The project consists of amending a site plan approved by the South Burlington Planning Commission on September 24, 1985 for an 11,250 square foot addition to an existing 3,600 square foot building. The amendment consists of adding two (2) parking spaces, adding one (1) dumpster, and revising the landscaping. 2. The owner of record is M.D.T.L.L.E. 3. The property is zoned C-2 and is at the southwest corner of Green Mountain Drive next to Racine AMC/Jeep. 4. Access and Circulation: Access to the property is provided by two (2) 24 foot wide driveways. Circulation is provided on three (3) sides of the western building and on one (1) side of the eastern building. 5. Parking: The ordinance requires 54 parking spaces at the highest use of the building; 56 are shown. A minimum of three (3) handicapped spaces are required and need to be shown on the plan. 6. Landscaping The minimum landscaping requirement for this property is $10,200. A landscaping credit of $7,834 is being given for landscaping presently on the site. $2,555 in new landscaping is proposed. The landscaping requirement is therefore being met. 7. Dumpsters: There are several unscreened dumpsters on the property which are not depicted on the plans. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Director of Planning and Zoning approves the site plan application of Mark Hill to amend a previously approved site plan for an 11,250 square foot addition to an existing 3,600 square foot building, and construction of a new building for 26,775 total square feet for automotive/marine parts, repair, sales and service. The amendment consists of adding two (2) parking spaces, adding one (1) dumpster, and revising the landscaping as depicted on a plan entitled, "5 Green Mountain Drive" with a stamped received date of 4/25/00, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plans shall be revised to show the following prior to permit issuance. Three (3) copies of the revised plan shall be submitted to the Director for approval. a) Correct building and lot coverage b) Two (2) additional handicapped parking spaces as well as an accurate description of existing parking spaces. c) All dumpsters must be accurately depicted on the plans. All dumpsters must be screened. 3. A $2,555 landscaping bond to cover the cost of the proposed new landscaping shall be posted prior to issuance of a permit. 4. The applicant shall obtain a zoning permit prior to construction of the site and landscaping modifications. 5. The applicant must obtain a Certificate of Occupancy prior to use or occupancy of the site modifications. 6.
