Re: Findings of Fact, application of Pizza Putt, Inc. for
construction of two (2) additions totalling 6,400 square feet, a
covered walkway and vestibule to an existing 20,861 square foot
building used for restaurant/indoor recreation facility, 1205
Airport Parkway.
On the 23rd of November, 1993 the South Burlington Planning
Commission approved the request of Pizza Putt, Inc. for site plan
review under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of the construction of a 2800 square
foot addition, a 4250 square foot addition, a covered walkway, a
vestibule and adding 75 seats to an existing 20,861 square foot
restaurant/indoor recreational facility. This existing facility
was originally approved on 7/9/91. The Zoning Board of Adjustment
granted the applicant a conditional use permit on October 11, 1993
for the proposed expansion.
2. This property located at 1205 Airport Parkway lies within the
Mixed Industrial Commercial District. It is bounded on the north
by a multi -use industrial building, on the east by a welding shop,
on the south by Airport Parkway and on the west by Berard Drive.
3. Access/circulation: Access is provided by two (2) existing
curb cuts. The Airport Parkway curb cut is 24 feet wide and is for
ingress only. The Berard Drive curb cut is 36 feet wide and is
egress only. No access changes proposed.
4. This plan would result in blocking off an access used by a
business at the rear of 4 Berard Drive. This access was never
formally approved although it was shown on the previously approved
Pizza Putt site plan.
Circulation is adequate.
5. Coverage/setbacks: Building coverage is 30% (maximum allowed
is 30%). Overall coverage is 60.5% (maximum allowed is 70%).
Front yard coverage is 21.3% (maximum allowed is 30%).
Setback requirements are being met.
6. Parking: This project requires a total of 50 parking spaces
and 74 spaces are shown on the plan including three (3) handicapped
spaces. All parking spaces should be striped. Bicycle parking
facilities are being provided.
7. Staff recommended that the parking area along the westerly
boundary (abutting 4 Berard Drive) be moved back five (5) feet to
provide a snow storage area. The plan should be revised
accordingly.
8. Landscaping: The minimum landscaping requirement, based on
building costs, is $6,000 which is not being met. Proposed
landscaping has an estimated value of $940 resulting in a $5060
shortfall. Applicant is seeking a credit for this shortfall.
9. Lighting: Existing lighting consists of two (2) pole mounted
400 watt metal halide flood lights. Staff recommended that these
lights be replaced with downcasting shielded fixtures. Applicant
proposes to add three (3) building mounted 18 watt compact
florescent flood lights on the east end of the building. These
same lights will be used under the covered walkway. Also proposed
is an additional pole light. All new lighting must be downcasting
and shielded. Specifications on the new lighting should be
submitted and approved by the City Planner prior to installation.
10. Sewer: This project requires an additional allocation of 2525
gpd. The applicant will be required to pay the per gallon fee
prior to permit.
11. Dumpster: The dumpsters are shown on the plan and are
screened.
12. Other: The Fire Chief has reevaluated the site and determined
that an additional fire hydrant is not necessary.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Pizza Putt, Inc.
for construction of two additions totalling 6,400 square feet, a
covered walkway, and vestibule to an existing 20,861 square foot
building used for restaurant/indoor recreational facility as
depicted on a plan entitled "Addition to Pizza Putt, Airport
Industrial Park, So. Burlington, Vermont", prepared by Gunner
McCain and dated 6/14/91, last revised 11/11/93, with the following
stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The landscaping plan shall be revised prior to permit to show
three additional deciduous trees of a species and size and location
approved by the Planner. The applicant shall post a $3,000
landscaping bond prior to issuance of a zoning/building permit for
the new landscaping to be planted. The bond shall remain in effect
for three years to assure that the planted landscaping takes root
and has a good chance of surviving.

3. An additional sewer allocation of 2,525 g.p.d. is granted. The
applicant shall pay the required sewer allocation fee prior to
issuance of a zoning/building permit.
4. As represented on the plan, the existing pole lights will be
replaced with downcasting and shielded fixtures. All new exterior
lighting shall be downcasting and shielded and shall not cast light
beyond the property line. Prior to issuance of a zoning/building
permit, the applicant shall submit details of all proposed lighting
to the City Planner for approval. Any change in existing lighting
or new lighting shall be approved by the City Planner prior to
installation.
5. The plan shall be revised prior to issuance of a
zoning/building permit to show the changes listed below and shall
require approval by the City Planner. Three (3) copies of the
approved revised plan shall be submitted to the City Planner prior
to permit issuance.
a) the plan shall show a 5 foot minimum green strip between
the northwestern property line and parking spaces.
b) the plan shall accurately depict the proposed 3,597 square
foot addition on the front of the property.
6. The parking lot shall be graded so that it drains toward the
north and Berard Drive.
7. The parking spaces shall be striped in accordance with the plan
as soon as seasonally possible.
8. The applicant shall obtain a zoning/building permit within six
(6) months or this approval is null and void.
9. The applicant shall obtain a Certificate of Occupancy from the
Administrative Officer prior to occupancy of the additions.
10. Any changes to the site plan shall require approval by the
South Burlington Planning Commission.
