Associate Planner Cathyann LaRose and Administrative Officer Ray Belair, referred to herein as Staff, have reviewed the plans submitted on January 22, 2010 and have the following comments. SITE PLAN REVIEW STANDARDS Section 14.06 of the South Burlington Land Development Regulations establishes the following general review standards for all site plan applications: (a) The site shall be planned to accomplish a desirable transition from structure to site, from structure to structure, and to provide for adequate planting, safe pedestrian movement, and adequate parking areas. There are no changes with respect to the transitions from structure to site and from structure to structure as a result of this proposal. (b) Parking shall be located to the rear or sides of buildings to the greatest extent practicable. There are no changes to the parking as part of this application. (c) Without restricting the permissible limits of the applicable zoning district, the height and scale of each building shall be compatible with its site and existing or adjoining buildings. The tallest building on site is proposed to be 29 feet high which is well below the permissible building height. (d) Newly installed utility services and service modifications necessitated by exterior alterations or building expansions shall, to the extent feasible, be underground. Pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (e) The DRB shall encourage the use of a combination of common materials and architectural characteristics, landscaping, buffers, screens and visual interruptions to create attractive transitions between buildings of different architectural styles. 2 a The applicant is proposing to install twenty (20) new arborvitae trees along the Airport Parkway property boundary as well as 15 more along the south side, and 14 flowering crabapples. This is sufficient to meet this requirement. (t) Proposed structures shall be related harmoniously to themselves, the terrain, and to existing buildings and roads in the vicinity that have a visual relationship to the proposed structures. Staff feels the proposed project will have little impact to the surrounding terrain and existing buildings. Site plan applications shall meet the following specific standards as set forth in Section 14.07 of the South Burlington Land Development Regulations: (a) The reservation of land may be required on any lot for provision of access to abutting properties whenever such access is deemed necessary to reduce curb cuts onto an arterial of collector street, to provide additional access for emergency or other purposes, or to improve general access and circulation in the area. Staff does not feel it is necessary to require any additional access to abutting properties. (b) Electric, telephone and other wire -served utility lines and service connections shall be underground. Any utility installations remaining above ground shall be located so as to have a harmonious relation to neighboring properties and to the site. Staff has already stated that pursuant to Section 15.13(E) of the Land Development Regulations, any new utility lines, services, and service modifications shall be underground. (c) All dumpsters and other facilities to handle solid waste, including compliance with any recycling or other requirements, shall be accessible, secure and properly screened with opaque fencing to ensure that trash and debris do not escape the enclosure(s). There is no need to revise the site plan with respect to this criterion. (d) Landscaping and Screening Requirements The applicant is proposing $30,750 worth of new landscaping in the form of arborvitae hedges and flowering crabapples. This far exceeds the minimum requirement of $23,026 based on estimated building costs. Lighting The applicant is proposing to repair existing pole -mounted lights with new lamps and ballasts as required. All existing building -mounted lights will be removed and replaced with cut-off 3 photometrics and will meet International Dark Sky Association standards. Fixtures will have photo -cell control. 1. All lighting must be in compliance with Appendix D of the South Burlington Land Development Regulations. All lighting shall be down -cast and shielded. Access/Circulation Access and circulation on the property will remain unchanged through the proposed project. RECOMMENDATION Staff recommends that the Development Review Board approve Site Plan application #SP-10- 07. Respectfully submitted, Rose, Associate Planner Copy to: John D. Site Plan Application #SP-10-06 of CCTA to construct a 117 sq. ft. bus shelter, 155 Dorset Street: Mr. Peterson said this is in the U-mall area near the Mall building. The shelter will be similar to the one recently installed in Winooski. Ms. Quimby said they need one like this at Graceys because it is very dangerous pulling out because the shelter there is not "see -through." The approval motion was amended to indicate that Mr. Peterson represented the applicant. Ms. Quimby moved to approve Site Plan Application 4SP-10-06 of CCTA subject to the stipulations in the draft motion as amended above. Mr. Farley seconded. Motion passed unanimously. S. Site Plan Application #SP-10-07 of City of South Burlington to upgrade and expand the Airport Parkway Wastewater Treatment Facility, 1015 Airport Parkway: Mr. Reilly said the project includes construction on existing buildings, some new buildings and upgrading of equipment and general renovation of the facility. Landscaping will enhance screening along Airport Parkway. Site lighting will be shielded and will meet the standards. Mr. Belair said staff has no issues. The spelling of Mr. Reilly's name was corrected in the approval motion. Ms. Quimby moved to approve Site Plan Application #SP-10-07 of City of South Burlington subject to the stipulations in the draft motion. Mr. Farley seconded. Motion passed unanimously. The existing pole mounted lights at the site will be repaired with new lamps and ballasts as required. The existing (4) 10 foot tall pole mounted lights located on top of the sludge storage tanks will be relocated to the new aeration tanks. The fixtures are controlled by photo -cells. 2. All existing building mounted lighting fixtures will be removed. New building mounted lighting will be installed where indicated on the plan drawings. All wall mounted lighting fixtures will be provided with photo -cell control, and a manual switch inside the building to force the fixture off (photo -cell bypass). The switch will allow the staff to turn off the light in cases where it is felt to be unnecessary to have it operating every night. All wall mounted fixtures (except as noted below), have been specified with high cut-off photometrics and compliant with International Dark Sky Association standards. Lamps shall be 70W or 100W metal halide as appropriate for the location. 3. The septage hauler dump station will be provided with a building mounted floodlight with (2) 100W lamps. The light fixture will be controlled by a motion sensor. 4. The Southeast side of the Headworks building will be provided with a building mounted floodlight with (2) 10OW lamps. The light fixture will be controlled with a local switch and its purpose is only for safety illumination around the grit tank, and will only be used when necessary.
