Re: Findings of Fact, application of National Gardening
Association to amend a previously approved planned unit development
consisting of a 36,000 square foot general office/medical office
building and a 12,432 square foot general office building on a 4.91
acre parcel of land, 60 Farrell Street. The amendment consists of:
1) constructing a 41,000 square foot general office building in
place of the 36,000 square foot general/medical office building,
and 2) reducing the size of the 12,432 square foot building to
11,400 square feet of general office use.
On the 26th day of March, 1996, the South Burlington Planning
Commission approved the request of National Gardening Association
for revised final plat approval under Section 204 of the South
Burlington Subdivision Regualtions based on the following findings:
1. This project consists of amending a previously approved planned
unit development consisting of: 1) construction of a 36,000 square
foot general office/medical office building, 2) construction of a
12,432 square foot general office building, and 3) amending a
previously approved site plan to increase coverage by reducing the
lot size and adding an access to Joy Drive. The amendment consists
of: 1) increasing the size of the 36,000 square foot building to
41,000 square feet, 2) eliminating the medical office use so the
entire building will be general office, and 3) reducing the size of
the 12,432 square foot general office building to 11,400 square
feet. The final plat was approved on 5/9/95.
2. This property located at 60 Farrell Street lies within the C2
and C.O. Districts. It is bounded on the north by the Olympiad
fitness center, on the west by Farrell Street, on the south by I-89
and on the east by WCAX-TV studios.
3. Access/circulation: No change
4. Coverage/setbacks: Building coverage is 8.1% (maximum allowed
is 30%). Overall coverage is 37.4% (maximum allowed is 70%).
Front yard coverage is 27.8% (maximum allowed is 30%).
Setback requirements are met.
5. Landscaping: The minimum landscaping requirement, based on
building costs, is $31,185, which is being met.
6. Parking: The project requires a total of 210 parking spaces
and 198 spaces including six (6) handicapped spaces will be

available. This is a 12 space or 5.7% shortfall. The Planning
Commission approved a 14 space or 6.7% shortfall as part of the
original approval. Bike racks are being provided as required.
7. Traffic: The proposed amendment will reduce estimated trip
ends from 140 to 115 vte's. The proposed "neck down" improvements
in Eastwood neighborhood should be in place prior to the issuance
of a Certificate of Occupancy.
8. Sewer: The sewer allocation request of 4600 gpd is not
changing. The applicant will be required to pay the per gallon fee
prior to permit issuance. The applicant will also be required to
pay $11.62 per linear foot of sewer line along the property's
frontage.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the revised final plat application of National
Gardening Association to amend a previously approved planned unit
development consisting of a 36,000 square foot general
office/medical office building and a 12,432 square foot general
office building on a 4.91 acre parcel of land, 60 Farrell Street.
The amendment consists of: 1) constructing a 41,000 square foot
general office building in place of the 36,000 square foot
general/medical office building, and 2) reducing the size of the
12,432 square foot building to 11,400 square feet of general office
use, as depicted on a two (2) page set of plans, page one (1)
entitled "National Gardening Proposed New Offices Site Plan,"
prepared by Civil Engineering Associates, Inc., dated December,
1994, last revised 3/21/96, with the following stipulations:
1. All previous approvals and stipulations which are not being
superseded by this approval shall remain in effect.
2. The Planning Commission approves 198 parking spaces, eight (8)
of which are shown as future spaces and therefore will not be
constructed at this time. These 198 spaces represent a waiver of
12 spaces or 5.7% of the total required. It is the Commission's
opinion that 198 spaces will adequately serve the project since a
significant portion of the gross square footage of building "B"
will be devoted to stairway and elevator space and therefore will
not be devoted to use which typically generate parking demand. The
eight (8) future spaces shall be constructed if determined to be
necessary by the applicant.
3. For the purpose of calculating required road impact fees under
the South Burlington Impact Fee Ordinance, the Planning Commission
estimates that the proposed office complex will generate 115
vehicle trip ends during the P.M. peak hour.

4. The final plat plans shall be recorded in the land records
within 90 days or this approval is null and void. The plans shall
be signed by the Planning Commission Chairman or Clerk prior to
recording.
5. The "neck down" improvements proposed for the East Woods
neighborhood shall be in place prior to issuance of a Certificate
of Occupancy/Compliance for either building.
