HomeMy WebLinkAboutSD-97-0000 - Decision - 0060 Farrell StreetFINDINGS OF FACT & DECISION STATE OF VERMONT S o6 0 COUNTY OF CHITTENDEN I CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of Eldo's Cafe, Wright and Morrissey and National Gardening to amend a planned unit development consisting of a 41,000 square foot general office building and an 11,400 square foot general office building, 60 Farrell Street. The amendment consists of converting 500 square feet of general office space to bakery and delicatessen use. On the 15th day of July, 1997, the South Burlington Planning Commission approved the request of Eldo's Cafe, Wright & Morrissey and National Gardening Association for revised final plat approval under Section 204 of the South Burlington Subdivision Regulations based on the following findings: 1. This project consists of amending a planned unit development previously approved on 3 / 26 / 96 consisting of a 41,000 square foot general office building and a 11,400 square foot general office building. The amendment consists of converting 500 square feet of general office space in the 41,000 square foot building to bakery and delicatessen restaurant use. The applicant must obtain approval from the ZBA for a conditional use permit for the proposed use. The sketch plan was reviewed on 5/13/97. 2. Access / circulation: No change 3. Coverage/setbacks: Building coverage is 8.1 % (maximum allowed is 30%) . Overall coverage is 37.4 % (maximum allowed is 70%) . Front yard coverage is 27.8% (maximum allowed is 30%) . Setback requirements are met. 4. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. 5. Parking: No additional parking required. The project requires a total of 210 parking spaces and 198 spaces including six (6) handicapped spaces will be available. This is a 12 space or 5.7% shortfall. The Planning Commission approved this shortfall as part of the 3 / 26 / 96 approval. 6. Traffic: The proposed change in use will increase the estimated vehicle trip ends (vte's) from 115 to 119 vte's. The applicant was made aware that the road impact fee is zero (0) . 7. Sewer: No additional sewer allocation needed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the revised final plat application of Eldo's Cafe, Wright and Morrissey and National Gardening Association to amend a planned unit development consisting of a 41,000 square foot general office building and an 11,400 square foot general office building, 60 Farrell Street. The amendment consists of converting 500 square feet of general office space to bakery and delicatessen use, as depicted on a two (2) page set of plans, page one (1) entitled "National Gardening Proposed New Offices Site Plan," prepared by Civil Engineering Associates, Inc. , dated December, 1994, last revised 3 / 21 / 96, with the following stipulations: 1. All previous approvals and stipulations which are not being superseded by this approval shall remain in effect. 2. For the purpose of calculating required road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the proposed change in use will generate 4 additional vehicle trip ends during the P.M. peak hour. 3.
