I unfortunately am not able to make it to either the deliberations or the meeting tonight, I have a family commitment I
have to attend to.
Here are my comments if you wish to use them tonight;
In regards to this technical lighting review. I am in agreement with the consultants findings. I was on the DRB in Williston
(way way way back before my time on SB DRB) when FedEx Ground came in for their current facility and I recall their
lighting design being very low light levels with controls that were at the time very advanced with timers and sensors so
when there was little activity the lighting was very low and during more active times the light levels came up or motion
sensors along the sidewalks turned on sidewalk lights for a period of time.
Just a thought about how to try and recognize that this facility is the first building (in yes an approved industrial park) on
the highway side of the park and is very large with a large parking lot. I am OK with the landscape plan and the issue of
site lines, but I think taking the lighting plan to the next level with the recommendations of the lighting consultants
technical review recommendations is the minimum we can do to soften this facility from the highway.
In regards to the other items in the staff comments,
1. Site lines - I am OK with the site line analysis as submitted, there is no way to fully "hide" this facility and it is an
approved use and essentially as of right, but given it's size I think working with the other areas like lighting and
landscaping we can work to minimize the impacts from I-89
2. Landscape / signage - yes, any reference to signage should be removed and I am OK with the submitted entrance
landscape plan.
3. Lighting - see above
4. Noise levels - I agree with staff about getting a technical review of the noise level impacts, especially given that ACT
250's noise limits are lower than SB's ordinance. Passing ACT 250 noise level doesn't mean it would meet SB LDRs.
5. FAA Clarification - yes provide clarification.

I should not that while I don't believe I am conflicted out, I should disclose I was the Architect for the Homeland Facility
directly to the North of this property, it was 10 years ago and I have no financial interest or contact with my former
client.
Comments - I like the infill development of the expansion of a successful South Burlington business entity. I agree with
Staff comments about the setback waiver request and do not have an issue with it, that said, the facility is meant to be a
satellite building to the main building which while industrial and commercial in design and appearance is a nicely designed
building and I would like to see this structure complement the main facility.
Also agree with Staff in regards to the retaining wall, it is on the corner so coming down Meadowland Drive it isn't going
to be minor in appearance especially at 7'-8' high with parking right above it, there will probably need to be fencing and
landscaping to buffer the parking lot from the street view?
In regards to Landscaping, I think some additional landscaping needs to be worked into the site to create more of a visual
separation / buffer between the parking lot and views coming down Meadowland Drive.
