SITE PLAN APPLICATION #SP-03-34
FINDINGS of FACT AND DECISION
The Chittenden Solid Waste District, hereafter referred to as the applicant, is requesting
Site Plan approval to add two (2) sea containers for empty drum storage, equipment
storage, and fluorescent light bulb storage and replace three (3) 1,500 gallon tanks with
one (1) 500 gallon double wall waste oil tank and one (1) 10,000 gallon double wall
waste oil tank, 1011 Airport Parkway. The South Burlington Development Review
Board (DRB) held a public hearing on September 16, 2003.
Based on testimony provided at the above mentioned public hearing and the plans and
supporting materials contained in the document file for this application, the DRB finds,
concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is requesting Site Plan approval to add two (2) sea containers for empty
drum storage and replace three (3) 1,500 gallon tanks with one (1) 500 gallon double wall
waste oil tank and one (1) 10,000 gallon double wall waste oil tank.
2. The owner of record is the City of South Burlington.
3. The subject property is located in the Municipal (MU) District.
4. The plans consist of two (2) sheets entitled "Final Plans — Environmental Depot —
Chittenden Solid Waste District — South Burlington, Vermont, prepared by Griffin
International on June 6, 2002, last revised on July 2, 2003.
5. The Development Review Board approved site plan applications SP-01-65 on October
2, 2001 and SP-02-34 on August 20, 2002. However, the approved site plans did not
show the above -mentioned sea containers and the new oil tanks. Thus, application SP-
03-34 is an amendment to the previously approved site plans.
SITE PLAN REVIEW
General Review Standards (Section 14.06)
Relationship to the South Burlington Comprehensive Plan: This application adheres to
the goals of the South Burlington Comprehensive Plan. The addition of the proposed
waste -handling facilities will increase the waste -handling capacity of CSWD and would
therefore support the Recommended Action of "continuing to support and participate in
the CSWD to develop responsible, economical, and environmentally safe solutions to
solid waste disposal in Chittenden County.
Relationship of Proposed Stmeture to the Site: The proposed structures are in desirable
locations that accomplish a desirable transition from structure to structure, structure to
site, provides for adequate planting, safe pedestrian movement, and adequate parking
areas.
Relationship of Structures and Site to Adjoining Area: The proposed structures relate
harmoniously to themselves, the terrain, and to existing buildings and roads in the
vicinity that have a visual relationship to the proposed structures.
Specific Review Standards (Section 14.07)
Access to Abutting Properties: The proposed additional structures do not create a need to
reserve land for access to abutting properties or increased circulation within the property.
Utility Services: The proposed additional structures will not result in any additional
utility lines or service connections.
Disposal of Wastes: According to Section 14.07 of the South Burlington Land
Development Regulations all facilities to handle solid wastes shall be accessible, secure,
and properly screened with opaque fencing.
The Board feels the proposed structures are accessible and secure.
Landscaping and Screening: The proposed structures will not require any additional
landscaping on this property.
DECISION

approve Site Plan Application #SP-03-34, subject to the following conditions:

1. All previous approvals and stipulations shall remain in full effect, except as amended
herein.
2. This project shall be completed as shown on the plans submitted by the applicant, as
amended by this decision, and on file in the South Burlington Department of Planning &
Zoning.
3. The waste -handling facilities shall be screened to the satisfaction of the Development
Review Board.
4. The applicant shall comply with the request of the City Engineer, as outlined in his
comments dated September 4, 2003, as follows:
a. the gravel for road work shall be recycled crushed concrete from near
the site.
b. the dump sink shall be equipped with a screen.
c. the tanks shall contain drains for dewatering.
d. the top of the storage tanks shall include a large (4") plug for
cleaning.
5. The applicant shall obtain a zoning permit within six (6) months of this decision.
6. The applicant shall obtain a certificate of occupancy prior to use or occupancy of the
structure.
7. Any changes to the final plat plan shall require approval of the South Burlington
Development Review Board.
