Re: Findings of Fact, application of Jim and Donna Carlson for
conversion of an 8,190 square foot building from light
manufacturing to a mixture of industrial/commercial uses for two
(2) tenants which would consists of auto sales and repair,
warehouse/distribution, and light manufacturing, 88 Ethan Allen
Drive.
On the 20th of December, 1994, the South Burlington Planning
Commission approved the request of Jim and Donna Carlson for site
plan review under Section 26.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of converting an 8190 square foot
building from light manufacturing to a mixture of
industrial/commercial uses for two (2) tenants which would consist
of auto sales and repair, warehouse/distribution, and light
manufacturing. This building was originally approved on 12/16/86.
The Zoning Board of Adjustment on November 21, 1994 granted the
applicant a conditional use permit for the auto sales and repair
and for multiple uses.
2. This property located at 88 Ethan Allen Drive lies within the
IC District. It is bounded on the west and east by vacant lots, on
the north by an agricultural field and on the south by Ethan Allen
Drive.
3. Access/circulation: Access is provided by two (2) curb cuts,
the westerly curb cut is 24 feet wide and is the main access to the
site and the easterly curb cut is 21 feet wide and provides access
to the loading dock. No changes proposed.
Circulation is adequate.
4. Coverage/setbacks: Building coverage is 17.4% (maximum allowed
is 30%). Overall coverage is 43.1% (maximum allowed is 70%).
Front yard coverage is 28.5% (maximum allowed is 30%).
Setback requirements are met.
5. Parking: The maximum number of spaces needed would be 16
spaces and 16 spaces including one (1) handicapped space is being
provided. The plan submitted does not meet the current parking and
aisle width requirements and that of the 12/16/86 approval. Plan
should be revised to provide an 18 foot long parking space and 22
foot wide access aisle. There should be no vehicle display on any
grassed area or along the access drives.

Section 26.253(b) of the zoning regulations requires that the
applicant provide bicycle storage facilities but none is being
proposed.
6. Landscaping: There is no minimum landscaping requirement,
baseC on building costs, for this project. The front of the
building is well landscaped and no additional landscaping is
recommended.
7. Sewer: No additional allocation required.
8. Dumpster: Applicant is proposing to screen the dumpster from
the west. Staff recommended that the dumpster also be screened
from the south so as not to be visible from the street.
9. Lighting: Exterior lighting details were requested of the
applicant but not submitted. Lighting locations are shown on the
plan. Any existing floodlight should be replaced with a
downcasting shielded fixture approved by the City Planner.
10. Other:
--- the propane tank currently existing at the rear of the
building will be removed.
--- a fenced -in area at the rear of the building will be used to
store vehicles under repair.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Jim and Donna
Carlson for conversion of an 8,190 square foot building from light
manufacturing to a mixture of residential/commercial uses for two
(2) tenants which would consist of auto sales and repair,
warehouse/distribution, and light manufacturing, 88 Ethan Allen
Drive as depicted on a plan entitled "Swedish Pit, Lot 12 Ethan
Allen Dr., So. Burlington, VT" prepared by Doug Nedde, dated
10/25/94, with the following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The plan shall be revised prior to issuance of a zoning permit
to show the changes listed below and shall require approval of the
City Planner. Three (3) copies of the approved revised site plan
shall be submitted to the City Planner prior to permit issuance.
a) The plan shall be revised to provide a 18 foot long
parking spaces and 22 foot wide access aisle between the
building and the west property boundary.

b) The plan shall be revised to provide a bike rack as
required under Section 26.253(b) of the zoning regulations.
c) The plan shall be revised to show the dumpster screened
from the south so as not to be visible from the street.
3. There shall be no vehicle display on any grassed area or along
any access drive.
4. Any new exterior lighting or change in existing lighting shall
consists of downcasting shielded fixtures so as not to cast light
beyond the property line. Any change in lighting shall be approved
by the City Planner prior to installation. Any existing
floodlights shall be replaced with a downcasting and shielded
fixture approved by the City Planner.
5. The applicant shall obtain a zoning permit within six (6)
months or this approval is null and void.
6. The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to use
of the building.
7. Any change to the site plan shall require approval by the South
Burlington Planning Commission.
