HomeMy WebLinkAboutSP-96-0000 - Decision - 0088 Ethan Allen Drive (2)FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of James Carlson to make site modifications to a previously approved site plan for an 8190 square foot building for a mixture of industrial / commercial uses for two (2) tenants which would consist of auto sales and repair, warehouse/distribution and light manufacturing, 88 Ethan Allen Drive. On the 9th day of January, 1996, the South Burlington Planning Commission approved the request of James Carlson for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of making site modifications to a previously approved site plan for an 8190 square foot building to auto sales and repair. This site plan was last reviewed on 12 / 20 / 94 . 2. This property located at 88 Ethan Allen Drive lies within the IC District. It is bounded on the west and east by vacant lots, on the north by an agricultural field and on the south by Ethan Allen Drive. 3. Access/circulation: Access is provided by two (2) curb cuts, the westerly curb cut is 24 feet wide and is the main access to the site and the easterly curb cut is 21 feet wide and provides access to the loading dock. No changes proposed. Circulation is adequate. 4. Coverage/setbacks: Building coverage is 17.4% (maximum allowed is 300) . Overall coverage is unknown (maximum allowed is 70 0) . The site plan should be revised to show the limits of the auto parking/storage area behind the building. The overall coverage information should be revised to include this additional storage area and this should be noted on the plan. Front yard coverage is 28.5 0 (maximum allowed is 30 0) . Setback requirements are met. 5. Parking: A total of 16 spaces are required and 16 spaces including one (1) handicapped spaces are being provided. A bike rack is being provided as required under Section 26.253(b) of the zoning regulations. 6. Landscaping: There is no minimum landscaping requirement, based on building costs, for this project. The front of the building is well landscaped and no additional landscaping is recommended. 7. Sewer: No additional allocation required. 8. Dumpster: The dumpster is enclosed by a fence. 9. Lighting: The existing floodlights have not been replaced with a downcasting and shielded fixture as required under condition #4 of the 12/20/95 approval. 1 Applicant should replace these lights with a fixture approved by the City Planner. 10. Traffic: No increase in traffic is anticipated. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of James Carlson to make site modifications to a previously approved site plan for an 8190 square foot building for a mixture of industrial/commercial uses for two (2) tenants which would consist of auto sales and repair, warehouse/distribution and light manufacturing, 88 Ethan Allen Drive, as depicted on a plan entitled "Swedish Pit, Lot 12, Ethan Allen Dr., So. Burlington, VT" prepared by Doug Nedde, dated 10/29/94, stamped "received" January 5, 1996, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by the approval shall remain in effect. 2. The applicant shall replace the floodlights with downcasting and shielded fixtures as required in the 12/20/94 approval. The type of fixture shall require approval by the City Planner. 3. The plan shall be revised to show the changes listed below and shall require approval of the City Planner. Three (3) copies of the approved revised plan shall be submitted to the City Planner within 30 days of approval. a) The site plan shall be revised to show the limits of the auto parking/storage area behind the building. The overall coverage information shall be revised to include this additional storage area and so noted on the plan. 4.
