HomeMy WebLinkAboutMinutes - Chamberlin Neighborhood Airport Planning Committee - 07/13/2015 CHAMBERLIN NEIGHBORHOOD-AIRPORT PLANNING COMMITTEE MEETING MINUTES July 13, 2015 The Chamberlin Neighborhood-Airport Planning Committee held a regular meeting on Monday, July 13, 2015 at 6:30 p.m. at Burlington International Airport Conference Room 3, 1200 Airport Drive, South Burlington. MEMBERS PRESENT: Kim Robison, Linda Brakel, Carmine Sargent, John Simson, Pat Nowak, Patrick Clemins, Marc Companion, Walden Rooney, George Maille. MEMBERS NOT PRESENT: David Hartnett, Karsten Schlenter, Lisa LaRock, Greg Severance ALSO PRESENT: Paul Conner, Director of Planning & Zoning; Christine Forde, CCRPC Senior Transportation Planner; Lee Krohn, CCRPC Senior Planner; and others. 1. Call to Order; Changes to the Agenda; Approve Minutes Motion by Rooney to approve the minutes of 6/25/15 as amended; seconded by ____ and approved unanimously. Motion by Rooney to approve the minutes of 7/7/15 as proposed; seconded by _____ and approved unanimously. 2. Public Comment Period on Items NOT on the Agenda None. 3. Review/Analysis of themes from the Community Forum Themes 3 & 4 as discussed at June 25 meeting: Noise, and Land Use. As on July 7, the intent of this meeting was to discuss two of the four themes that emerged from the public meeting to ensure that all relevant topics are included. The committee was also asked to identify outstanding questions or research items that would be helpful to developing future scenarios. The Chair invited Airport representatives Gene Richards and Nic Longo an opportunity to describe and explain the two studies currently being conducted/updated by the Airport. Both are mandated for review and update by the FAA every five years. One is the noise exposure map study, and the other is the noise land use/reuse plan for the acquired lands. Note: more summary information to come on these… The committee then began by considering the bullet points identified by the consultant from the public meeting and discussed other issues that should be added to the list. Additional issues identified included the following: Noise Items identified at the May 27 public meeting included the following: Sound attenuation – placed in meaningful locations, designed to benefit remaining homes Use FAA funds for residential sound mitigation improvements (windows, doors, A/C) Noise mitigating land uses – other buildings, vegetation/large trees Additional Items identified by the Neighborhood-Airport Planning Committee Possibility of continuous noise monitoring Clearer options to register concerns or complaints Further clarity on permissible land uses under FAA rules Do non residential uses on noise land require sound mitigation to be considered compatible? Tracking the extent of noise -- what is the noise equivalent of a traffic scoping study? Appropriate tools or options here for noise mitigation…range of choices? Format for discussing noise mitigation on site at the Airport? West Hollywood example? Land Use Items identified at the May 27 public meeting included the following: Civic space Gathering spaces for pre-school, teens, and seniors (esp if Chamberlin School closes) Open space – both passive and active Affordable housing – but also support housing values Plane observation area Bus shelters Streetlights Improve signs and wayfinding Trees and gardens Views and vistas Know your neighbors, multigenerational neighborhood Additional Items identified by the Neighborhood-Airport Planning Committee Make more distinct the boundary between the neighborhood and the Airport – could include creative approaches such as public art (aeronautical themed?), graffiti wall, enhanced landscaping… Incorporate the Airport in other directions: aeronautical museum, sculpture garden… Other non-airport questions the City might address, including changing setback requirements to allow for front porches on homes, whether land use or development density rules should change, could a revolving loan fund be established to help encourage home improvement projects? How would a new Airport Drive extension affect land use? Land swap with Airport for streets? City’s position on use of FAA funds regarding homes? Does ownership affect what can be done/is permissible on noise land? 4. Next Steps Upcoming meeting schedule to be determined. Should a neighborhood survey be conducted? 5.
