CHAMBERLIN NEIGHBORHOOD-AIRPORT PLANNING COMMITTEE
MEETING MINUTES
July 7, 2015
The Chamberlin Neighborhood-Airport Planning Committee held a regular meeting on Tuesday July 7,
2015 at 6:30 p.m. at Burlington International Airport Conference Room 3, 1200 Airport Drive, South
Burlington.
MEMBERS PRESENT: Kim Robison, Linda Brakel, Tracey Harrington, Carmine Sargent, John Simpson, Pat
Nowak, Patrick Clemins, Marc Companion, Walden Rooney, George Maille, Lisa LaRock, Greg Severance
MEMBERS NOT PRESENT: David Hartnett, Karsten Schlenter
ALSO PRESENT: Paul Conner, Director of Planning & Zoning; Christine Forde, CCRPC Senior
Transportation Planner; Steve Marriott, Resident
1. Call to Order; Changes to the Agenda; Approve Minutes
Marc Companion provided proposed amendments to the minutes via email prior to the meeting,
however not all committee members received the amendments. Approval of the minutes was tabled
until the next meeting on July 13.
2. Public Comment Period on Items NOT on the Agenda
Steve Marriott spoke for a neighbor who requested that the committee consider at a future meeting
connecting Patrick and Elizabeth streets and including a one-way exit from either Patrick or Elizabeth
onto Airport Drive.
3. Review/Analysis of themes from the Community Forum
Themes 1 & 2 as discussed at June 25 meeting: Affordability/Community & Mobility
Paul explained that the intent of this meeting is to discuss two of the four themes that emerged from
the public meeting to ensure that all relevant topics are included. The committee is also being asked to
identify outstanding questions or research items that would be helpful to developing future scenarios.
Paul stated that we are still in the information collection phase. In August the consultants will begin to
develop alternative scenarios to be presented at the next community meeting.
The committee began by considering the bullet points identified by the consultant from the public
meeting and discussed other issues that should be added to the list. Additional issues identified included
the following:
Mobility/Connection
Items identified at the May 27 public meeting included the following:
· Additional traffic calming
· Plan for City Streets on Noise Land—which ones terminate? Which ones connect to other
residential streets? Which ones, if any, connect to future airport drive? Is a swap possible of
streets within the noise land for other land?
· Construct bike/pedestrian facilities within the Airport Drive cross-section
· Improved and safer connections from the neighborhood to the south side of Williston Road
· Build Airport Drive extension (wide support)
· Potential changes to White Street—complete sidewalks on both sides; on-street bike lanes
· “Overland” public path connections between residential streets (requiring landowner
easements)
· Walkable connections to open spaces, both within and outside of the Chamberlin Neighborhood
a. Create a better, safer crossing across Patchen Road to Jaycee Park
b. Better connections to Williston Road and across Williston Road
c. Future Connections to regional path/trail facilities (e.g. VT 15 multiuse path)
· Bus shelters
· What is the best use/function of White Street if a new Airport Drive is constructed?
Additional Items identified by the Neighborhood-Airport Planning Committee
· Patrick Street-Elizabeth Street connection - evaluate the circulation impacts of this connection
and consider emergency vehicle access needs
· Additional crosswalks – consider crossings on Williston Road and other locations in the
neighborhood
· Consider the Airport Parkway extension project separate from 14N because 14N has a very high
price tag and may not be constructed (Christine pointed out that CCRPC did a study of an Airport
Drive Extension in 2005 which can be found on CCRPC’s website. https://ccrpcvt-
public.sharepoint.com/Studies%20and%20Reports/Airport%20Drive%20&%20Airport%20Parkw
ay%20Improvements%20Scoping%20Study.pdf. This study needs to be updated)
· ADA upgrades to sidewalks and consider thicker sidewalks for increased durability
· Improved pedestrian and bicycle connections to VT15 along Airport Parkway and Lime Kiln Road
and to Winooski along Patchen Road
· Evaluated issues on Airport Road including possible prohibition of Greyhound buses, parking
especially close to intersections and possible one-way pattern
· Consider possible new locations for bus shelters
· Alternatives should be grouped as short term, medium term and long term items
· Should this project focus on short term items?
· Need for a circulation plan to consider the streets where houses have been removed – should
the streets be removed?
· The neighborhood has been impacted by the removal of homes and some upgrades should be
done to mitigate the impacts and improve the sense of community
Affordability/Community
Items identified at the May 27 public meeting included the following:
· Affordable housing and supporting housing values
· Trees and gardens
· Street lights and lighting
· Civic space
· Gathering spaces for pre-school, teens and seniors (particularly if Chamberlin School closes)
· Plane observation area (to watch planes taking off and landing)
· Improve signage and wayfinding
· Front porches
· Open space – both passive and active (including an outdoor hockey rink)
· Vistas (to Mt. Mansfield, etc.)
Additional Items identified by the Neighborhood-Airport Planning Committee
· Start all conversations with “how do we build community”
· Consider supporting community enhancing land uses in the neighborhood
· Consider ways to include art projects and events
· Block parties
· Consider other housing options such as accessory apartments (change regulations to make
easier?), senior apartments (potentially in Chamberlin school area, potentially with noise
mitigation) and other apartments. The committee discussed pros and cons of additional rental
property
· Maintaining owner occupancy – considering potential issues with rental units such as parking
and maintenance
· Could tax breaks be given to property in the Noise Land area?
· Build a better relationship with the airport and develop communication infrastructure
Items to discuss at the next meeting
· Paul to provide and update on the Grove Street project
· The committee will discuss the possibility of recommending continuous noise monitoring in the
neighborhood
4. Next Steps
The next Neighborhood-Airport Planning Committee meeting is Monday July 13 at 6:30 in the same
location (Burlington International Airport Conference Room 3, 1200 Airport Drive, South Burlington)
The next Community Meeting, which has not yet been scheduled, will discuss and provide comments on
the scenarios developed by the Neighborhood-Airport Planning Committee.
5. Adjourn
The meeting adjourned at 8:20 p.m.
