The Chamberlin Neighborhood Airport Planning Commi ee held a mee ng on Thursday, 16 June 2016, at 6:30
p.m., in the community room of the South Burlington Police Sta on.
Members Present: C. Sargent, Chair; G. Maille, L. Brakel, L. LaRock, K. Robison, T. Harrington, G. Severance, J.
Simson
Also Present: P. Conner, Director of Planning & Zoning; L. Krohn and C. Forde, Regional Planning Commission, B.
Chamberlin, consultant; members of the public
1. Agenda Review:
Ms. Sargent asked that a discussion of Chamberlin School be added to the agenda.
2. Comment Period for items not on the Agenda:
Mr. Krohn noted that Mr. Schlenter could not be present as his wife is recovering from surgery.
Ms. Sargent also noted that Bernie Paque e has suggested a “neighborhood fair” this summer. Mr. Simson
thought it was a great idea, but outside of CNAPC’s scope.
3. Minutes of 7 June 2016:
Ms. Harrington moved to approve the minutes of 7 June 2016 as wri en. Mr. Simson seconded. Mo on
passed unanimously.
Mr. Maille felt that the recent community mee ng went very well, and that a endance was higher than he had
an cipated. Ms. Brakel was disappointed not to have the chart with all the informa on on it, as it had a great
impact.
4. Report and Recommenda ons of the Noise Sub-Commi ee:
Mr. Conner distributed the report which was updated to include changes made by the Commi ee at the last
mee ng. Mr. Maille said there is no new informa on other than what was presented at the community
mee ng.
Ms. Robison ques oned whether Chamberlin School has been given enough weight in the report. Ms.
Harrington said that any me you men on the Chamberlin neighborhood, it includes the school. Ms. LaRock
noted that the school is now used year-round as there is a summer program. Ms. Sargent said they need to
men on the School because “no one else will.”
Mr. Maille suggested adding the words “and school” to #5 and at the end of the first sentence of #7. He also
suggested changing the word “momentary” to “emergency” in #7.
Ms. Harrington then moved to approve the report of the Noise Sub-Commi ee with the 3 changes. Mr. Simson
seconded. Mo on passed unanimously.
5. Review dra of final report and recommenda ons to City Council:
Mr. Chamberlin said he has good photo documenta on of the public mee ngs. He also noted there were a few
new ideas presented by the public at the most recent public mee ng. These include:
a. A “walking party”
b. A 4th crosswalk at White Street/Patchen Road (Mr. Chamberlin said he will talk to Jus n
Rabidoux about this)
c. Modifica on of the Williston Rd. complete street sec on (“the center le turn lane is too
wide”) adding a foot to each of the bike lanes. Mr. Chamberlin said there is disagreement as
to whether this is a good idea. Mr. Maille suggested strategically placed islands to
discourage using the turn lane as a passing lane.
d. Street naming – there are too many “Airport” named streets. Mr. Chamberlin said this could
be adjusted to make more sense when the poten al roadway connec on/reconstruc on is
done.
Mr. Chamberlin then reviewed the lists of short, medium and long-term projects, no ng that a number of them
are community ini ated.
Ms. Sargent said she would like to see some recogni on of the Valley Ridge neighborhood.
Mr. Simson moved to adopt the report as presented with some minor edits. Mr. Severance seconded. Mo on
passed unanimously.

Mr. Chamberlin reviewed the list of people who had volunteered for the community ini a ve items. He noted
the idea of “A Chamberhood Celebra on” from Bernie Paque e. Ms. Sargent said this could end at a gathering
with food/music, etc. Mr. Conner said some neighborhoods have been doing this for years. They close down a
street for the day. Members liked that concept.
Mr. Chamberlin then reviewed the list of Ins tu onal Arrangements. Members ques oned the statement that
there is “li le appe te for forming a local associa on or commi ee on neighborhood issues.” Mr. Conner said
Ms. Hines had noted there weren’t a lot of people signing up for par cipa on in various ac vi es. Mr. Simson
said if you give people a specific job you can get more people interested.
Members then discussed possible types of commi ees: standing, specific events, etc. Mr. Krohn said there
should be some manner of ongoing communica on between the Airport and the neighborhood. Ms. Sargent
felt that the city’s representa ve to the Airport Commission should be a resident of the neighborhood, not a
City Council member.
Members agreed to remove the second item from the list. Mr. Chamberlin said he will redra the report and
send it out to commi ee members.
6. Review of Future Process:
Mr. Conner asked whether the commi ee wants to weigh in on the issue of future home acquisi on and, if so,
how. He also asked whether there should be a neighborhood mee ng to discuss this.
Ms. Sargent said there needs to be a more transparent process. Mr. Maille said the FAA recommends that
houses that have been acquired be posted. The airport chose not to disclose that informa on.
Ms. Sargent said there are also ques ons about the proposed home insula on process. She understood there
are “some strings a ached” and she felt it should be an open process.
Mr. Maille said another thing is to look at the LDRs with regard to in-law apartments in the 65 dbl area. The law
says you can do this, but the FAA wants to discourage it in areas “unfit for residen al use.”
Mr. Conner said there is a ques on as to whether the neighborhood wants to go on record with regard to
future land acquisi on. Mr. Maille said that legally you can’t stop the airport from acquiring property.
Ms. Robison asked if this commi ee can take a posi on on this. Mr. Conner felt they weren’t ready to do that
at this mee ng. Because of dwindling commi ee numbers, it might be be er to have others consider it. Mr.
Krohn felt the city should have a conceptual approach to the acquisi on issue, yet recognizing it cannot
interfere with private property nego a ons. Ms. Robison said she felt the commi ee should recommend that
this is of high importance. Mr. Conner agreed.
Ms. Sargent said she would like a statement from the Commi ee regarding Chamberlin School. Residents feel
the school is “the anchor” of the community and represents what the neighborhood is about. She would like
to see all efforts made to have the school con nue to exist as a school and for other events. She felt the noise
issues could be addressed.
7. Other Business:
Mr. Krohn thanked Commi ee members on behalf of the Regional Planning Commission and noted how
members came together and focused on what is good for the community.
As there was no further business to come before the Commi ee, Ms. LaRock moved to adjourn. Mr. Maille
seconded. There was agreement that all enjoyed working together, and that the CNAPC process and
report/outcomes were successful. City staff will help to coordinate next steps and a presenta on to City
Council. Mo on passed unanimously, and the mee ng was adjourned at 8:30 P.M.
