HomeMy WebLinkAboutMinutes - Chamberlin Neighborhood Airport Planning Committee - 06/16/2016CHAMBERLIN NEIGHBORHOOD AIRPORT PLANNING COMMITTEE 16 JUNE 2016 The Chamberlin Neighborhood Airport Planning Commiee held a meeng on Thursday, 16 June 2016, at 6:30 p.m., in the community room of the South Burlington Police Staon. Members Present: C. Sargent, Chair; G. Maille, L. Brakel, L. LaRock, K. Robison, T. Harrington, G. Severance, J. Simson Also Present: P. Conner, Director of Planning & Zoning; L. Krohn and C. Forde, Regional Planning Commission, B. Chamberlin, consultant; members of the public 1. Agenda Review: Ms. Sargent asked that a discussion of Chamberlin School be added to the agenda. 2. Comment Period for items not on the Agenda: Mr. Krohn noted that Mr. Schlenter could not be present as his wife is recovering from surgery. Ms. Sargent also noted that Bernie Paquee has suggested a “neighborhood fair” this summer. Mr. Simson thought it was a great idea, but outside of CNAPC’s scope. 3. Minutes of 7 June 2016: Ms. Harrington moved to approve the minutes of 7 June 2016 as wrien. Mr. Simson seconded. Moon passed unanimously. Mr. Maille felt that the recent community meeng went very well, and that aendance was higher than he had ancipated. Ms. Brakel was disappointed not to have the chart with all the informaon on it, as it had a great impact. 4. Report and Recommendaons of the Noise Sub-Commiee: Mr. Conner distributed the report which was updated to include changes made by the Commiee at the last meeng. Mr. Maille said there is no new informaon other than what was presented at the community meeng. Ms. Robison quesoned whether Chamberlin School has been given enough weight in the report. Ms. Harrington said that any me you menon the Chamberlin neighborhood, it includes the school. Ms. LaRock noted that the school is now used year-round as there is a summer program. Ms. Sargent said they need to menon the School because “no one else will.” Mr. Maille suggested adding the words “and school” to #5 and at the end of the first sentence of #7. He also suggested changing the word “momentary” to “emergency” in #7. Ms. Harrington then moved to approve the report of the Noise Sub-Commiee with the 3 changes. Mr. Simson seconded. Moon passed unanimously. 5. Review dra of final report and recommendaons to City Council: Mr. Chamberlin said he has good photo documentaon of the public meengs. He also noted there were a few new ideas presented by the public at the most recent public meeng. These include: a. A “walking party” b. A 4th crosswalk at White Street/Patchen Road (Mr. Chamberlin said he will talk to Jusn Rabidoux about this) c. Modificaon of the Williston Rd. complete street secon (“the center le turn lane is too wide”) adding a foot to each of the bike lanes. Mr. Chamberlin said there is disagreement as to whether this is a good idea. Mr. Maille suggested strategically placed islands to discourage using the turn lane as a passing lane. d. Street naming – there are too many “Airport” named streets. Mr. Chamberlin said this could be adjusted to make more sense when the potenal roadway connecon/reconstrucon is done. Mr. Chamberlin then reviewed the lists of short, medium and long-term projects, nong that a number of them are community iniated. Ms. Sargent said she would like to see some recognion of the Valley Ridge neighborhood. Mr. Simson moved to adopt the report as presented with some minor edits. Mr. Severance seconded. Moon passed unanimously. (Ms. Harrington le the meeng at this point) Mr. Chamberlin reviewed the list of people who had volunteered for the community iniave items. He noted the idea of “A Chamberhood Celebraon” from Bernie Paquee. Ms. Sargent said this could end at a gathering with food/music, etc. Mr. Conner said some neighborhoods have been doing this for years. They close down a street for the day. Members liked that concept. Mr. Chamberlin then reviewed the list of Instuonal Arrangements. Members quesoned the statement that there is “lile appete for forming a local associaon or commiee on neighborhood issues.” Mr. Conner said Ms. Hines had noted there weren’t a lot of people signing up for parcipaon in various acvies. Mr. Simson said if you give people a specific job you can get more people interested. Members then discussed possible types of commiees: standing, specific events, etc. Mr. Krohn said there should be some manner of ongoing communicaon between the Airport and the neighborhood. Ms. Sargent felt that the city’s representave to the Airport Commission should be a resident of the neighborhood, not a City Council member. Members agreed to remove the second item from the list. Mr. Chamberlin said he will redra the report and send it out to commiee members. 6. Review of Future Process: Mr. Conner asked whether the commiee wants to weigh in on the issue of future home acquision and, if so, how. He also asked whether there should be a neighborhood meeng to discuss this. Ms. Sargent said there needs to be a more transparent process. Mr. Maille said the FAA recommends that houses that have been acquired be posted. The airport chose not to disclose that informaon. Ms. Sargent said there are also quesons about the proposed home insulaon process. She understood there are “some strings aached” and she felt it should be an open process. Mr. Maille said another thing is to look at the LDRs with regard to in-law apartments in the 65 dbl area. The law says you can do this, but the FAA wants to discourage it in areas “unfit for residenal use.” Mr. Conner said there is a queson as to whether the neighborhood wants to go on record with regard to future land acquision. Mr. Maille said that legally you can’t stop the airport from acquiring property. Ms. Robison asked if this commiee can take a posion on this. Mr. Conner felt they weren’t ready to do that at this meeng. Because of dwindling commiee numbers, it might be beer to have others consider it. Mr. Krohn felt the city should have a conceptual approach to the acquision issue, yet recognizing it cannot interfere with private property negoaons. Ms. Robison said she felt the commiee should recommend that this is of high importance. Mr. Conner agreed. Ms. Sargent said she would like a statement from the Commiee regarding Chamberlin School. Residents feel the school is “the anchor” of the community and represents what the neighborhood is about. She would like to see all efforts made to have the school connue to exist as a school and for other events. She felt the noise issues could be addressed. 7. Other Business: Mr. Krohn thanked Commiee members on behalf of the Regional Planning Commission and noted how members came together and focused on what is good for the community. As there was no further business to come before the Commiee, Ms. LaRock moved to adjourn. Mr. Maille seconded. There was agreement that all enjoyed working together, and that the CNAPC process and report/outcomes were successful. City staff will help to coordinate next steps and a presentaon to City Council.
