MEETING MINUTES
26 MAY 2016
The South Burlington Chamberlin Neighborhood Airport Planning Commi ee held a mee ng on Thursday, 26 May
2016, at 6:30 p.m., in the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT: C. Sargent, Chair; J. Simson, W Rooney, T. Harrington, L. Brakel, K. Schlenter, K. Robison
ALSO PRESENT: P. Conner, Director of Planning & Zoning; L. Krohn, C. Forde, CCRPC; B. Chamberlin, Consultant
1. Agenda Review:
No changes were made to the Agenda.
2. Comments & Ques ons from the Public, not related to the Agenda:
Ms. Sargent said that Bernie Paque e had sent her a message asking to include a recommenda on that wildflowers be
planted wherever there is open space, as this will cut down on mowing.
Members briefly discussed the possibility of removing some members from the commi ee who had not a ended
mee ngs. Mr. Conner said as these people were appointed by the City Council, it is the Council which would have to
remove them.
3. Minutes of 16 May 2016:
Mr. Simson moved to approve the Minutes of 16 May 2016 as wri en. Ms. Robison seconded. Mo on passed
unanimously.
4. Report of the Noise Sub-Commi ee:
Members reviewed the dra report of the Noise Sub-Commi ee.
Ms. Sargent suggested removing item #1e un l CNAPC can discuss this issue. Members agreed.
Ms. Robison noted there are 8 basic recommenda ons. Those which are me sensi ve are highlighted, including
par cipa on in the FAA Noise Compa bility Program and educa on on the Sound Insula on Program). Other
recommenda ons include: studying the health effects of noise, conduc ng noise monitoring and assessment, developing
noise mi ga on strategies, conduc ng land use planning and zoning, forming an Airport Noise Advisory Commission
(which would be a permanent commission and would include residents of Williston, Winooski, Burlington, VTANG, ARNG,
and BTV as well as South Burlington, and would exclude elected officials and members of the DRB, Planning Commission,
etc.).
Members ques oned why members of the Planning Commission would be excluded. Ms. Harrington said she was
personally opposed to excluding anyone. Mr. Simson favored looking for people who would bring technical exper se and
other skills and experience rather than excluding people.
Members also agreed to exclude #1b and the last sentence and words “including home buyouts: from #7, to be consistent
with the decision to remove this subject from the recent le er provided to the City Council, and Mr. Conner
recommended excluding the last 4 words of #4d with that same approach.
Members were OK with sharing this report at the next community mee ng.
5. Consultant Team Presenta on – DRAFT Implementa on Plan:
Mr. Chamberlin drew a en on to the list of priori es and noted some lower priori es are not on the list. Priori es are
based on “readiness,” interest, professional opinion (of staff and consultants), project leadership and costs es mates.
a. Short Term Projects (0-3 years):
Short term projects include:
1. Portable radar speed signs
2. Crosswalks: durable material (whimsical?) at White Street/Airport Parkway and Patchen
Rd./JC Park
3. Welcome signs (5 loca ons, $1700-2500 each, installed)
4. On-road bike lanes (White St., Patchen Rd., Airport Dr., Airport Pkwy)
5. Amended zoning to allow front porches up to 12 feet in depth
Ms. Robison asked how this comes together with city plans for “districts” in the city. She noted a number of
neighborhoods have their own iden ty and signs. Mr. Chamberlin said he felt this neighborhood is worthy of its own
iden ty.
Mr. Conner advised that the city has bought a long road striper and can now do that work for just the cost of paint. He
suggested striping bike lanes go higher on the priority list. Members agreed to make it #2 on the list.
b. Medium Term Projects:
Medium Term Projects include:
1. Williston Road Crossing (it will take me to get a grant for this, but it is very important for
safety – Mr. Chamberlin showed the loca on on the map
2. Overland Paths (require a lot of work to get easements, but very important to connect
neighborhoods)
3. Fences and hedges in public right-of-way (require leasing agreements with the city, will need
a clear policy)
4. Airport Parkway Sidewalk (Mr. Chamberlin showed the loca on; this has been scoped and is
in design) Mr. Conner noted there is no money for the work now. Including it in the
recommenda ons may give it “oomph.”
5. Pocket Parks (poten al loca ons were indicated, requires planning/design, $15,000-25,000
each; some are close to acquisi on land, so that may help. Mr. Conner suggested some of
the work could be done with “volunteer days.”
6. White Street Sidewalk (costly, at least $500,000)
7. Pedestrian scale ligh ng
Mr. Chamberlin said they haven’t dropped the idea of bus shelters. They are trying to contact CCTA which has a
procedure for doing these (includes ridership, site issues, etc.).
c. Long Term Projects:
1. Airport Drive Reconstruc on (it appears the Airport will include this in its 5-year re-use plan)
2. Mul -use trail through acquisi on land (Mr. Chamberlin showed the route on the map. Mr.
Conner noted the city wants that connec on and is not interested in an “airport only” access.
The city has been told the FAA won’t pay for anything that is not “airport only.”
d. Lower Priority Improvements:
1. Sugges on streets/shared streets
2. Protected bike lanes (White and Patchen)
3. Airport Parkway sidewalk from White St. to Kirby Road
4. Painted streets
5. Mini-roundabouts
6. Traffic calming through medians, pinch points, etc.
7. Curb modifica ons
8. Patrick and Elizabeth Streets op ons
9. Fitness trail
10. Miniature museum
Discuss on-going commi ee structure:
Depending on what people want to accomplish, this can be neighborhood based, city based, or a special commi ee.
Mr. Simson noted the City Charter allows for Neighborhood Forums which could be a vehicle for projects to bring to the
city. Ms. Sargent said she thought of it as a formal city commi ee, but not as large as the current commi ee. Mr. Conner
suggested having some people take on the role of an “implementa on group.” This might interest people who want to
get things done. He suggested the community mee ng might be a good me to invite people to do this. Mr. Krohn
added that some people like “tangible projects” as opposed to si ng at mee ngs.
Ms. Harrington said she felt they are at a point for small group discussions. Mr. Chamberlin said there should be a leader
for each of those.
Ms. Sargent said she felt they now have City Council support and things can happen, but someone needs to be sure it
does.
Project, Process, Schedule and Outreach:
The next community mee ng will be on 7 June at Chamberlin School. Mr Chamberlin said they will do another poster
session, one of which will be for people to sign up. He felt that was the most cri cal piece ow.
The next CNAPC mee ng is on 16 June, 6:30 p.m., at City Hall.
Mr. Conner then explained briefly how the commi ee’s report to the City Council will happen. Mr. Chamberlin said they
should have a formal vote on the dra report for the final mee ng.
Mr. Conner also reminded members that the issue of home acquisi on should be addressed at that mee ng as an
“appendix” to the commi ee report.
As there was no further business to come before the Commi ee, Mr. Simson moved to adjourn. Ms. Harrington
seconded. Mo on passed unanimously. The mee ng was adjourned at 8:35 p.m.
