HomeMy WebLinkAboutMinutes - Chamberlin Neighborhood Airport Planning Committee - 05/16/2016CHAMBERLIN NEIGHBORHOOD AIRPORT PLANNING COMMITTEE 16 MAY 2016 The Chamberlin Neighborhood Airport Planning Commiee held a meeng on Monday, 16 May 2016, at 5:30 p.m., in the Training Room of the South Burlington Fire Staon, Dorset Street. MEMBERS PRESENT: C. Sargent, Chair; G. Maille, J. Simson, L. LaRock, G. Severence, K. Robison, P. Nowak ALSO PREENT: P. Conner, Director of Planning & Zoning; L. Krohn, CCRPC Consultant 1. Agenda Review: No changes were made to the Agenda. 2. Comments & Quesons from the Public not related to the Agenda: No issues were raised. 3. Review of Input to City Council on Dra Airport Re-Use Plan: Mr. Conner advised that the first paragraph had been removed (relang to removal of homes) to allow that issue to be addressed separately. Mr. Conner also noted that 2 things he had heard at the last meeng but did not include in the memo were: a. Views that are important to keep at the end of roadways b. Wording on providing benches that can be considered an “airport acvity” as they can be used by the traveling public Ms. Sargent noted that in item #2 under Airport Drive/Airport Parkway Connector, the street referred to as Richard Terrace should read Hanover Street. Mr. Severence added that he liked what it says in that secon. Ms. Sargent noted this is the first me the city has aempted to make a statement about the neighborhood in relaon to the Airport. She found this to be a good document. Mr. Maille said one thing he thought to consider is if there is any new development considered as residenal improvement/residenal structures, except for any already approved, these should be discouraged. He felt any infill projects being considered, even in-law apartments (though these are a protected use by the state and can’t be denied) make no sense in a house that has already been deemed unfit for residenal use. Mr. Conner said he wasn’t sure if there is a prohibion against a person who owns a piece of land in a 65 db area building a house there. Mr. Maille said the Airport is supposed to work with the municipality to discourage building in that zone. He didn’t feel the city could stop it legally without changing the zoning. Mr. Conner felt that would be a good discussion for the Commiee’s final report but not for a response to the Airport Re-Use Plan. Mr. Maille agreed with the assessment. Ms. Robison felt this was an excellent job and that it is good for the neighborhood to be giving input. She parcularly liked statements 2 and 3 under Use of Acquired Land. Members agreed to add both the preserving of views and the installaon of benches to the document and to have this document considered by the City Council as a leer to the Airport. As there was no further business to come before the Commiee, the meeng was adjourned by common consent at 6:05 p.m. __________________________________
