Minutes for the TDR Subcommittee
Tuesday, February 18, 2014, at 6:00pm
Present: John Jewett, Eric Farrell, Mike Simoneau, Larry Michaels, Heidi Auclair, Berry Goldberg, Tracey
Harrington, and Paul Conner on behalf of the City.
Larry Michaels comments that, since there is no density cap, we cannot incentivize the usage. Also, this
presents parking issues. City Center is already high density. Discussion followed.
Paul Conner also raised the question regarding what happens if people don’t take advantage of the
incentive. Example – if the T5 limits to 3 stories with an incentive for more. If no one uses the incentive,
are we ok with only 3 stories?
Mike Simoneau moved and Eric Farrell seconded that the TDR subcommittee recommend to the
Planning Commission not expanding the TDR receiving areas to City Center provided that the Form
Based Code does not contain density limits to the City Center area. Discussion followed. Motion
passed.
Eric Farrell asked if transfers can be allowed as residential to commercial. Paul Conner responded they
can be if it’s written that way.
Eric Farrell moved and Larry Michaels seconded that the TDR subcommittee recommend to the Planning
Commission expanding TDR receiving areas beyond the Southeast Quadrant as deemed appropriate.
Motion passed.
Paul Conner gave the findings of his work to discover how many TDRs are in existence.
2079 total available in NRP/NRT (1.2 TDR/acre)
23 houses exist
570 used up density in developments (South Village, etc)
110 City owned (Underwood, Scott property, etc)
This leaves roughly 1376 TDR available for transfer. John Jewett questioned whether 1.5/acre are
available for clustering. There was a question where this was due to an affordable bonus. Paul Conner
said he will look into this.
John also had questions about some of the other numbers. John and Paul will get together to compare
their numbers.
Discussion occurred regarding the purpose of the TDR program, the group did not disagree with
comments that it was to reduce density in the SEQ and expansion of the receiving areas was to
potentially increase the value of the existing available TDRs. These points were raised by Larry Michaels.

Discussion of the SEQ and the current program followed. It should be noted that nothing in these
minutes or motions should make a reader believe that the committee felt the TDR program as it exists
within the SEQ should be altered.
Tracey Harrington will schedule a next meeting and John Jewett has asked to make a presentation about
the history of the TDR program. The question was raised about including other groups. Tracey felt it
may be worthwhile to warn a Planning Commission meeting and ask the Commission to join for that
presentation. Paul will reach out to Jessica. There was no objection to John giving a presentation.
With no other business, the meeting was adjourned.
