Meeting Minutes

The Underwood Property Task Force had a meeting on Thursday 15, January, 2015, at 3 pm at City
Hall, 575 Dorset Street.
Members present: Russ Agne, Michael Simoneau, Glenn Sproul, Sophie Quest, Cathy Frank, Dan
Albrecht, Kindle Loomis
Members absent: Joshua Phillips, Karen Whitby
Others present: Cathyann LaRose, City Planner; Betsy Terry, Interim Director of Recreation and
Parks; Drew Bruce, SE Group; Mark Kane, SE Group, Sarah Dopp, Michael Mittag.
Call Meeting to Order
The meeting was called to order at 3:05 pm.
Agenda Review: Additions, deletions or changes in order of agenda items.
There were none.
Comments and questions from the public not related to the agenda.
None.
Accept minutes from November 25, 2014, December 11, 2014, and December 16, 2014.
Ms. Quest moved to accept the minutes of November 25, 2014, December 11, 2014, and December
16, 2014. Ms. Frank seconded the motion. Motion passed unanimously.
Review and discuss initial design concepts
Mr. Kane began a presentation which provided an overview of three basic design concepts.
Elements of each are organized in a manner which would provide for most common use and
sensible access. All plans consider ADA accessibility to various elements, including parking. Copies of
plans and further details will be made accessible to the group and public and will later be linked to
these minutes.
1. Framework leaning towards natural resources
Mr. Kane introduced this plan as having the strongest emphasis on natural resources, while
still providing for space dedicated to agriculture and recreation and their related elements.
This plan includes elements what would add not just towards preservation, but also
restoration of natural elements, including the water courses and the wooded area. There
would be very little impact to the wooded area on the eastern portion of the property. Trails

cross throughout the property, and small support buildings would be appropriate for
community use.
2. Framework leaning towards agriculture
Mr. Kane introduced this plan as being slightly more intensive in use than the Natural
Resource based framework. This proposal introduces parking along Nowland Farm Road,
stormwater ponds, and a buffer to the adjacent single family homes. More acreage is
allocated towards agricultural uses, potentially orchards and likely community gardens,
while still containing elements of natural resources protection or highlighting, and
recreational elements including potentially a pump track, play areas, meadow land for
unprogrammed play, and paths.
3. Framework leaning towards recreation
Mr. Kane introduced this plan as being the most intensive of options, slightly heavier on
recreational use, with some elements of agricultural use. Some land designated as meadow
or passive and unprogrammed recreation could be reserve areas—later changed to
agricultural use. This plan provides for more land in active recreation use. Parking areas
would be larger.
