Re: Findings of Fact, application of Randy Beard for conversion
of a 2,100 square foot barn into office use on a site which cur-
rently contains a contracting business and residence, 75 Ethan
Allen Drive.
On the 6th of February 1990, the South Burlington Planning Com-
mission approved the request of Randy Berard for site plan review
tinder Section 19.10 of the South Burlington Zoning Regulations
based on the following findings:
1. Randy Berard proposes
to convert
a 2,100 square foot barn
into office use. There is
presently
a contracting
business and
residence on the site. The
parcel is
zoned I-C and
is bounded on
the east by a vacant industrial
lot, on the west by
a contracting
business, on the north by
Ethan Allen
Drive and on
the south by
Commerce Avenue.
2. Access/circulation: Access to the office space and
contracting business would remain via a 20' wide drive off Ethan
Allen Drive which extends on through to a connection to
Commerce Avenue. Circulation is adequate. A separate access
drive for the residence off Ethan Allen Drive would remain. An
existing driveway to the barn would be removed and seeded. This
curb cut should be closed.
3. Setbacks/coverage: All setback requirements are met with the
e.,�cceptinn of the front yard setback of the house. Thi-,:� applica-
tion does not affect the house.
Ill. Parking: The commercial uses require 13 parking spaces.
There is also a large gravel lot near the storage building for
company vehicles.
5. Sewer:- An additional sewer allocation of 150 gpd should be
required assuming 10 new office employees. The applicant should
pay the $2.50 per gallon fee at. permit application.
6. Landscaping: The project requires $1,050 in new landscaping.
DECISION & CONDITIONS
Based upon the above findings of fact, the South Burlington
Planning Commission hereby approves the site plan subject to the
following stipulations:
1. The applicant shall post a $1050, 3-year landscaping bond
prior to permit. The plan shall be revised to show more ever-
green trees substituted for the proposed bushes.
2. A sewer allocation of 150 gpd, is granted for the office use.
The applicant shall. pay the $2.50 per gallon fee prior to permit.
3. The plan shall be revised to show existing and proposed
lighting on -site. The plan shall be approved by the City Plan-
ner.
4. The plan shall be revised to indicate that the radii of the
entrance drives shall be 10 feet. The drives shall be construct-
ed before the completion of the final paving course on Ethan
Allen Drive.
5. The curb cut for the driveway to be removed shall be closed
by the applicant..
6. There shall be no on -site -trailers used for storage except
those used as part of the contracting business.
7. The zoning permit shall be obtained within 6 months, or this
approval is null land void.
