Site Plan Review Application Dear Ray: Thanks for meeting me last Friday. Per our discussion, the following inventory is amended to reflect the change of tenants for the 1,973 square feet of floor space being occupied by the Vermont Car Co., Inc. As you know, J & E Associates, Inc. (dba Twisted Wrench), an automotive repair firm, previously occupied this space in the rear of the building. They have recently vacated the facility and set up shop down the street. The Vermont Car Company, Inc. is waiting to occupy this vacated space subject to an amended site plan approval, to be followed by a zoning permit application and the certificate of occupancy. The Vermont Car Company, Inc. is a licensed used car dealer in Vermont. As discussed, Foreign Car Repair of South Burlington (owned by Steve Prue) services and maintains all the used cars sold by the Vermont Car Company. Therefore, it made sense to them that the vacancy by Twisted Wrench provided an opportunity for The Vermont Car Co. to utilize the services of Foreign Car Repair, eliminating unnecessary traveling back and forth. The Vermont Car Co. proposes to sell used cars in the five (5) parking spaces dedicated for the display of those vehicles. As always, we appreciate your assistance. Please do not hesitate to call me anytime should you have any questions or require additional information. Attached is the building inventory for your records. The existing lighting is downcast as required. The reason for requesting this site plan review is to amend the existing parking spaces in front of the shop area for Foreign Car Repair. Mr. Steve Prue, owner of the business, is requesting that the existing two (2) parallel parking spaces be restripped in order to achieve five (5) perpendicular parking spaces. As discussed at the meeting, Steve is requesting this change in order to sell cars repaired at his shop. Enclosed are three (3) copies of the revised full size prints of the site plan. The original site plan dated November 15, 2001 is on file in your office. Also enclosed is one (1) reduced (11" x 17") copy for your use. Attached with this letter is a check (# 6120) for $85.00. Public Tearing: Final Plat Application #S®-01-39 of Gardner & Son Development Corp. to amend a previously approved °I °I unit planned residential development. The amendment consists of revising the ;landscaping plan, East Birch Lane: Ms. Gardner said some plants were hard to get and they were able to save some spruce and cedars. The major change is that the plan called for a dumpster in front of unit 91. They have changed to private pickup so there will be no dumpster. They also did some landscaping around some units. It was noted that the city arborist suggested moving the lilacs and spirea back from the sidewalk. Mr. Cameron moved that the Board approve :Final Plat Application #SD-01-39 of Gardner & Son Development Corp. subject to the stipulations in the draft motion dated 7 August 2001. Ms. Quimby seconded. Motion passed unanimously. 10. Site plan application ##SP-01-43 of W. Thomas Anderson to 1) add three temporary accessory structures, and 2) elimination of 36 parking spaces, 76 Ethan Allen Drive; Mr. Anderson said he built the property in 1985 and also owned a lot to the west. He said they have been in violation by having the trailers for the tenants use (auto shops). DEVELOPMENT REVIEW BOARD 7 AUGUST 2001 PAGE 6 Mr. Belair said there is enough space for 22 parking spaces. Staff wants the plan revised to show the spaces. The area is all paved. In addition, one trailer doesn't meet the setback requirement. Mr. Anderson said that is because of access to a loading dock. Mr. Kupferman said the trailers seem permanent to me. Members wanted the parking striped. Mr. Cameron moved that the Board approve site plan application #SP-01-43 of W. Thomas Anderson subject to the stipulations in the draft motion of 7 August 2001. Ms. Quimby seconded. Motion passed unanimously. 11. Site plan application #SP-01-44 of J.W.J. Realty to amend a site plan for a parking lot for automobile display. The amendment consists of coverage and circulation modifications: Mr. Belair said there are 2 issues: a 15 ft. green strip along the front in which the applicant shows 3 displays areas. The applicant said they will make sure that area is not encroached on. Mr. Belair also noted the original plan called for some shrubs and the new plan doesn't show any. Staff wants some landscaping in front. The applicant said they can put in some low shrubs. Mr. Farley moved the Board approve Site Plan Application #SP-01-44 of J.W.J. Realty subject to the stipulations in the draft motion of 7 August 2001. Ms. Quimby seconded. Motion passed unanimously. 12. Sketch plan application #SD-01-41 of Kenneth Smith for a boundary line adjustment between 45 and 49 Commerce Ave: Mr. Hensen and Mr. Smith noted that the aim is to purchase additional land for expansion. They will put in a paved parking lot with a landscaped berm between the parking lot and the wetland, Mr. Belair noted they can't have parking within 50 ft. of the wetland and will have to move it. Site plans will have to be amended when they come in for approval. Mr. Hensen said the drainage pond is working fine. Members had no problem combining preliminary and final plat. General Discussion: Members discussed some suggestions for expediting meetings. As there was no further business to come before the Board, the meeting was adjourned at 11:15 p.m. e y/0 Cler CITY OF SOUTH BURLINGTON 575 DORSET STREET SOUTH BURLINGTON, VERMONT 05403 (802) 846-4106 FAX (802) 846-4101 August Io, 2001 Mr. W. The majority of the building is quite a clean operation with no noise problems. The operation now is in Burlington and is being displaced by the Southern Connector. The one driveway will serve both Diesel Doctor and the lot approved for multiple use. Most drainage is toward the rear. Landscaping exceeds requirements. The City Manager approves sharing of septic systems. About 30 cars per day will enter and exit the facility. There will be 9 employees. They have widened the drive to grow to 30 feet at the parking lot and have allowed for a future fire hydrant. Mr. Belter siad the main connection to the septic system should be located for future connection to the sewer. Mr. Dooley moved that the Planning Commission approve the Site Plan application of Anderson, Brown & Brown for construction of an 11,500 sq ft building for the Diesel Doctor on Berard lot #3, Ethan Allen Dr., as depicted on a plan entitled "Anderson, Brown and Brown, the Diesel Doctor, lot #3 Ethan Allen Drive, South Burlington Vermont" prepared 12Y Adams construction Company, Inc., dated 7 30 85 revised 9 20 85 with the following stipulations: 1. A $6450 landscaping bond shall be posted prior to permit. 2. A site drainage plan shall be submitted to the City Engineer for approval prior to permit. 3. The building permit shall be obtained within 6 months. Mr. McClary seconded, and the motion passed unanimously. Sketch Plan application of John Hodgson for a 2-lot subdivision at 11 Maple Avenue, Queen City Park Mr. Hodgson said there is sufficient sq footage and frontage to subdivide. The land falls away to a stream. He said he might possibly build a house on the land someday. He has improved the current structure. There were no major objections and Mr. Jacob agreed to view the property and give his opinions. Site Plan application of Robert & Lynn Charlier for construction of a 1040 sq ft building for Park & Fly business located on White St. Extension Ms. Charlier noted the Commission approved a location at Gregory Industrial Park but there was a concern about traffic so they got another site. They have met with the Airport people and no objections were made. Mr. Duncan said the land is 2.4 acres, accessed from White St. Extension. It backs along the Airport fence. The project will not have any car service area, just arrival/departure facilities. They can park 207 cars on site. The area will be mostly crushed stone. The site collects torm water from the airport and there is an area that ponds water. This is alleviated by a 12" main. The pond will be enlarged and maintained. Mr. Szymanski suggests upgrading White St. Extension to a public street. The Charliers have bought the land across the street and they suggest making it a prive street. Mrs. Maher said the Commission will insist on sidewalks. Mr. Dooley sion truction of a 1040 sq ft building for the Park & F1 ness located on White St. Extension as depicted on a pl t ed "Park & Fly" prepared by Duncan Wisniewski itecture dated 8/28/85 with the following stipulations: ,j7. No. M-1 Plumbing Plan and Details dated 10-7-85 prepared by Carlson Mechanical, Inc. and which have been stamped APPROVED by the Division of Protection. No alteration of these plans shall be allowed except where written application has been made to the Agency of Environmental Conservation and approval obtained. (2) A copy of the approved plans and the Land Use Permit shall remain on the project during all phases of construction and, upon request, shall be made available for inspection by State or Local personnel. (2a) Construction is limited to the 10,500 sq. ft. building and the maximum quantity of sewage approved to be discha.rged to the pump station is 300 gallons per day. WATER SUPPLY (3) The project is approved for connection to a municipal type water system approved by the Department of Health provided that all construction is in accordance with the approved plans and the Environmental Protection Rules, Effective September 10, 1982. SEWAGE DISPOSAL. (4) The installation of the sewage disposal system, including pump station force main, shall be inspected by a professional engineer registered in the State of Vermont who shall report in writing prior to use, that the work has been done in accordance with the approved plans and the permit. (5) The sewage disposal system shall be constructed as shown on the APPROVED plan and shall be operated at all times in a manner that will not permit discharge of effluent onto the surface of the ground or into the waters of the State. No construction (buildings, roads, water lines, etc.) that might interfere with the installation or operation of the sewage disposal field or its replacement area is permitted. All isolation distances as set forth in Enviromental Protection Rules, Chapter 8, Section 8-08, and Chapter 7, Appendix 7-D, shall be adhered to. PB-4-1112 Land Use Permit Page 2 (6) It is strongly recommended to place the 2500 gallon septic tank upstream (on the intake side) of the pump station. There is a concern that grinding solids prior to allowing them to settle will increase the suspended solids being the shed through the septic tank. This may increase premature clogging of the soil creating a health hazard by surfacing septic tank effluent. PLUMBING (7) The Division of Protection is to be notified prior to the closing or covering -of any waste plumbing so that we may inspect the workmanship. (8) The Master Plumber responsible for the interior plumbing shall provide the owner of the project a written certifica- tion stating that the work has been done in accordance with the approved plans and the Environmental Protection Rules, Effective September 10, 1982. (9) The applicant is reminded that all plumbing material and workmanship must meet the standards of the Environmental Protection Rules, Chapter 9, Plumbing; the National Plumbing Code; and the requirements of the Vermont Fire Prevention Section of the Department of Labor and Industry. GODDETTE SR.,FIRE CHIEF RE: SEPTEMBER 24,198S AGENDA ITEMS DATE: SEPTEMBER 20,198S 1. 4-Lot Sub -Division; Hinesburg Road Foxcraft Plans were reviewed by the fire department and at this time I do not see a problem for the fire service. 2. Park & Fly ; White Street Extention Plans reviewed and at this time I do not see a problem with giving fire protection. 3. Lot #3 Ethan Allen Drive; Anderson,Brown & Brown A meeting was held with Mr. Walter Adamson Thursday September 19,198S to go over problems for the fire service. Mr. Adams understood them and agreed to make the corrections and have a new plan by this meetir,.. If the expansion is also approved, one fire hydrant is needed_ as discussed with w. Adams. 4. __Bartlett Property; Mr. Larkins; Plans reviewed and with the changes Mr. Larkins requesting is less problems the the condo's he wanted to. construct. S. Bartlett Proper-ty; Cluster#3 Sub -Division -At this time —I do not see any problems with the sub -division for cluster #3. 6. Indian Creek Condos; Cluster#1 Plans reviewed by this department and more information is needed. There are problems with the design of the locations of the buildings which would give us problems with giving fire protection. Memorandum September 24, 1985 agenda items 9/20/85 Page 4 Other: An evaluation of the drainage plan is expected from WH & N at the meeting. See Szymanski's comments 8) ANDERSON, BROWN AND BROWN, BERARD LOT #3, ETHAN ALLEN DRIVE The applicant proposes to construct an 11,500 square foot building for the "Diesel Doctor" business. This is a conditional use and received ZBA approval. Access: Access is provided by a 24 foot wide shared driveway with lot #2 to the west. The owner is the same for both lots. Lot #2 received ZBA approval for multiple uses and is the following item on the agenda. Circulation: The driveway and parking area is on the northern and western side of the building. Parking: This use requires 21 spaces. Twenty two are shown. Landscaping: A bond of $6450 must be posted prior to permit. The plan is sufficient in cost with 4 Norway maples, 3 Austrian pine, and cedar, crab, and white pine and others around the building. Other: Lot coverage is below the maximum permitted. The septic system is planned for both lots. (See Szymanski's comments) 9) ANDERSON, BROWN AND BROWN, BERARD LOT #2, ETHAN ALLEN DRIVE The applicant proposes to construct a 5000 square foot building for multiple occupancy, leased by the owner. A future 6000 square foot addition is shown and can be approved in this site plan application if the Planning Commission desires. Access: A shared M foot driveway is shown with lot #3 to the east. Parking: 18 parking spaces are shown which should be sufficient. Parking will probably be shared between lots. Landscaping: A $3100 landscaping bond is required prior to permit. The plan meets this requirement and is similar to the plantings on lot #3. M E M O R A N D U M To: South Burlington Planning Commission From: William J. Szymanski, City Manager Re: September 24, 1985 agenda items Date: September 20, 1985 5) INDIAN CREEK I have no problems with this revision. I think it is a better layout. 6) MARK HILL INVESTMENTS, INC., GREEN MOUNTAIN DRIVE 1. Water service (12') serving Meinoke expansion shall include two 45 bends instead of the four 90 bends. 2. New curb cut shall be constructed by removing the barrier curb and replacing it by pouring a depressed concrete curb. 3. I see no reason to relocate the catch basin at the new entrance drive. 7) NORDIC FORD, SHELBURNE ROAD 1. Plan dated 9/20/85 shows no control of increased storm water runoff except for the most easterly parcel. It is my understanding that this will be revised in consultation with Heindel and Noyes. 2. Six street access drives, especially three off Shelburne Road is excessive. I would like to see at least one of those three eliminated. 3. New curb openings shall be constructed with a concrete depressed curb. Existing curb openings, not to be used, shall be removed and a barrier curb installed. 8 and 9) ANDERSON, BROWN & BROWN, ETHAN ALLAN DRIVE 1. Site drainage plan shall be submitted for review. 11) PARK & FLY, WHITE STREET EXTENSION 1. White Street Extension is a public street. It is gravel and served one resident. To accommodate the proposed use the street should be upgraded to City standards including an adequate turn- around for City plow trucks.
