Re: Findings of Fact, application of Wendy Chambers Brown to amend a previously
approved site plan for an auto rental service facility. The amendment consists of
using a portion of the property for long term parking, 700 Airport Parkway.
On the 11 th day of March, 1997, the South Burlington Planning Commission approved
the request of Wendy Chambers Brown for site plan review under Section 26.10 of
the South Burlington Zoning Regulations based on the following findings:
1. This project consists of amending a previously approved site plan for an auto
rental service facility. The amendment consists of using a portion of the property
for long term parking (approximately 120 - 150 cars). This property was last
amended on 2/8/94.
2. This property located at 700 Airport Parkway lies within the Airport District.
It is bounded on the north by the airport, and on the south, east and west by
Airport Parkway.
3. Access/ circulation: No changes
4. Coverage/ setbacks: Building coverage is 3.4% (maximum allowed is 30%).
Overall coverage is 69.3% (maximum allowed is 70%). Front yard coverage is 30%
(maximum allowed is 30%). No changes proposed.
5. The existing building does not meet the rear setback requirement. No expansion
proposed.
6. Landscaping: No additional landscaping required.
7. Parking. A total of 13 spaces are required for customers and employees and 16
spaces will be available. Approximately 46 spaces would be used for rental car
storage and the remaining 120-150 spaces would be available for long term parking.
8. Lighting: No additional exterior lighting is proposed. A requirement of the
2 / 8 / 94 approval that the northernmost existing floodlight be replaced with a shielded
downcasting fixture was never complied with. The applicant indicated that they will
replace this light by March 28, 1997.
9. Traffic: The applicant estimates that this new use will generate two (2)
additional vehicle trip ends during the P.M. peak hour. There is no category in ITE
for long term parking. The applicant was made aware that the road impact fee is
approximately $175.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning Commission
approves the site plan application of Wendy Chambers Brown to amend a previously
approved site plan for an auto rental service facility. The amendment consists of
using a portion of the property for long term parking, 700 Airport Parkway, as
depicted on a plan entitled, "Budget Rent-A-Car 700 Airport Parkway South
Burlingotn, Vermont Proposed Parking Lot Additions," prepared by Lamoureux &
Stone, dated 11/1/93, last revised 7/12/94, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.
2. The northernmost existing floodlight shall be replaced with a shielded
downcasting fixture by March 28, 1997.
3. Any new exterior lighting shall consist of downcasting shielded fixtures so as not
to cast light beyond the property line. Any change in lighting shall be approved by
the City Planner prior to installation.
4. For the purpose of calculating road impact fees under the South Burlington
Impact Fee Ordinance, the Planning Commission estimates that the long term parking
use will generate two (2) additional vehicle trip ends during the P.M. peak hour.
5. The applicant shall obtain a zoning permit within six (6) months pursuant to
Section 27.302 of the zoning regulations or this approval is null and void.
7. The applicant shall obtain a Certificate of Occupancy/ Compliance from the
Administrative Officer prior to establishing the new use.
8. Any changes to the site plan shall require approval by the South Burlington
Planning Commission.
