HomeMy WebLinkAboutSP-99-03 - Decision - 0700 Airport Parkway#SP-99-03 FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Findings of Fact, application of Budget Car & Truck Rental to amend a previously approved plan for a 4100 square foot auto rental service facility and long term parking. The amendment consists of converting 1930 square feet of auto rental use to auto service and repair use, 700 Airport Parkway. On the 23rd day of March, 1999, the South Burlington Planning Commission approved the request of Budget Car & Truck Rental for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of amending a previously approved plan for a 4100 square foot auto rental service facility and long term parking. The amendment consists of converting 1930 square feet of auto rental use to auto service and repair use. This property was last reviewed by the Commission on 3/11/97. 2. This property located at 700 Airport Parkway lies within the IC District. It is bounded on the north by the airport, and on the south, east and west by Airport Parkway. 3. The owner of record of this particular property is Wendy Chambers Brown. 4. Access/circulation: No changes 5. Coverage/setbacks: Building coverage is 3.4% (maximum allowed is 30%). Overall coverage is 69.3% (maximum allowed is 70%). Front yard coverage is 30% (maximum allowed is 30%). No changes proposed. 6. The existing building does not meet the rear setback requirement. No expansion proposed. 7. Landscaping: No additional landscaping required. 8. Parkin : A total of 13 spaces are required for customers and employees and 16 spaces will be available. Approximately 46 spaces would be used for rental car storage and the remaining 120-150 spaces would be available for long term parking. The plan should be revised to add a bike rack. 9. Traffic: ITE estimates that the existing uses generate 13.48 vehicle trip ends (vte's) during the P.M. peak hour and with the change in use to generate 13.82 vte's for a 0.34 vte increase. The applicant was made aware that the road impact fee is zero (0). 10. Lighting: No additional exterior lighting proposed. The building mounted flood lights at either end of the building and the pole mounted floodlights should be replaced with downcasting shielded fixtures approved by the Director of Planning & Zoning. 11. Dumpster: A screened dumpster storage area is provided. 12. Other: a portion of the property, at the northwest corner, beyond the paved area is being issued for vehicle and boat storage. This is not allowed since this area would have to be counted towards overall coverage which is almost at the limit. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Budget Car & Truck Rental to amend a previously approved plan for a 4100 square foot auto rental service facility and long term parking. The amendment consists of converting 1930 square feet of auto rental use to auto service and repair use, 700 Airport Parkway, as depicted on a plan entitled, "Budget Rent-A-Car 700 Airport Parkway South Burlington, Vermont," prepared by Lamoureux & Stone, dated 11/1/93, last revised on 7/12/94, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the changes listed below and shall require approval of the Director of Planning & Zoning (hereinafter Director). Three (3) copies ofthe approved revised plan shall be submitted to the Director prior to permit issuance. a) The site plan shall be revised to show a bike rack. 3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the change in use will generate 0.34 additional vehicle trip ends during the P.M. peak hour. 4. All exterior lighting shall consists of downcasting shielded fixtures. Any change to approved lights shall require approval of the Director prior to installation. The building mounted flood lights at either end of the building and the pole mounted flood lights shall be replaced with downcasting shielded fixtures approved by the Director. 5. The applicant shall cease immediately use of the northwest corner of the property, beyond the paved area, for vehicle and boat storage. 2 6. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 7. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the newly converted space. 8.
