On the 20th of July, 1993 the South Burlington Planning Commission approved the request of 10 Farrell Street Corporation for site plan review under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of construction a 700 square foot outside storage area for a commercial/industrial building. This site was last reviewed by the Planning Commission on 4/24/93 for multiple use of the building. the ZBA approved a conditional use, permit on 6/28/93 for the outside storage use. 2. This property located at 10 Farrell Street lies within the C2 District. It is bounded on the north by undeveloped land approved for an office building separated from this property by Potash Brook, on the east by East Woods, on the south by Swift Street and on the west by Farrell Street. 3. Access/circulation: Access is being proposed via two (2) curb cuts on Farrell Street, a 45 foot wide curb cut to the north and a 52 foot wide curb cut to the south. The curb cuts are existing and no changes proposed. 4. Circulation is adequate. There will be one-way traffic along the south and east sides of the building and two-way traffic along the north side. A "DO NOT ENTER" sign will be placed at the north- east corner of the building to discourage vehicles from going in the wrong direction. 5. Coverage/setbacks: Building/coverage is 26% (maximum allowed is 30%). Overall coverage is 60.4% (maximum allowed is 70%). Front yard coverage is 57.9% (maximum allowed is 30%). This is an existing situation which will not be made worse. Setback requirements are met. 6. Parking: The Planning Commission on 4/27/93 approved a total of 82 parking spaces and 80 parking spaces are being provided. Two (2) spaces were lost to accommodate space for the outdoor storage. The existing and proposed uses require a total of 38 spaces. This leaves 42 spaces to be used by the vacant of 3,350 square feet. 1 The note on the plan indicating 26 spaces along the northerly side should be revised to indicate 24 spaces. 7. Traffic: As part of the 4/27/93 approval 600 daily trip ends and 90 P.M. peak hour trip ends were approved. The existing and proposed uses are expected to generate 435 daily trip and 71 P.M. peak hour trip ends. This leaves 165 daily trips and 19 P.M. peak hour trip ends for the vacant 3,350 square feet. 8. Sewer: A sewer allocation of 1,000 gpd was approved on 4/27/93. Due to higher requirements by the State the project will be requiring 165 gpd more than was anticipated. This would bring the total sewer allocation to 1165. 9. Landscaping: The applicant has a completely revised landscaping plan prepared by a professional landscaper. The value of the new landscaping meets the $3,000 minimum required at the last approval. Plantings will include Black Locust, Juniper and Spirea. 10. Outdoor Storage: The outside storage will consist of pallets, a 30 foot box trailer and a large dumpster. The dumpster will be screened by a fence. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of 10 Farrell Street Corporation for construction of a 700 square foot outside storage area in conjunction with a 26,125 square foot mixed commercial/industrial building as depicted on a plan entitled, "10 Farrell Street, South Burlington, Proposed Revised Parking Plan", prepared by DHD with a stamped "received" date of 7/13/93, with the following stipulations: 1.
