On March 1, 1982 under interim zoning, the City Council granted
approval to Richard Caron to establish a automobile sales and
service business at 615 Airport Parkway.
On March 9, 1982 Planning Commission recommended to the City
Council that this property be included in the industrial zone.
On May 11, 1982 site plan approval was granted by the Planning
Commission - no stipulation dealing with automotive repair was
included. On November 14, 1983 conditional use was granted for
a 48'x6O' addition by the Zoning Board of Adjustment.
Until recently it was assumed that the Caron property was
changed to an industrial district, upon checking we found
that the zoning amendment was never formally completed by Dave
Spitz, and that this property ig still within the residential
district. Upon discussing this with Attorney Richard Spokes
he feels that an error was made, and that it is not possible
to cause removal of the addition granted to Mr. Caron.
The proposed zoning amendments are being scheduled by Jane
Bechtel, the Caron property will be included in those changes.

been operated by Gary L. Gray under the name U. S. Auto
Brokers. Gary has been selling an average of three to four
cars per month. He has had on display an average of four
to six vehicles most of the time.
We as owners of this property woifld like to be known as
Carons Auto Sales. We would like to have on display six to
eight vehicles. We expect to be selling four to six autos
per month.
C, The building will remain the same as in the past except
for the repairs and maintance we have done since buying
the building April 1 1981. The two existing offices will
be used for the sale of the autos. The work and storage
area in the rear of the bulding will be used for the recond

4) Zoning BoundarX, Airport Drive
See City Council minutes for their discussion. Planning Connission shall
clarify on which side of this lot the R4/AirI boundary line should fall. I
feel this site would fit well under the AirI designation as long as the required
buffer between an industrial use and a residential zone can be substantially
maintained during site plan review.
5) Sandri, Car Wash, Williston Road
This application is also being considered under traffic review criteria;
complete sitc plan details (i.e. landscaping) are not being pre-sented at this
time. The application must also gotoCity Council for conditional use review
under interim zoning.
The applicant has submitted estimates of business volLUT�es with and without
the car wash. The one point that is not made clear from the report is that
car wash business is very peaked rather than constant. My observations of the
existing car wash near the airport indicate that on a warm sunny winter day the
facility can handle better than 1 car per minute (100 in and out trips or more
per hour) , far higher than the applicant's per day calculations. However, the
applicant's facility will only be 1 bay rather than a tunnel and will not be
able to process cars as quickly.
It definitely appears that on scrre days there will be a traffic increase
with the car wash; the exact magnitude is unclear.
No change in Williston Poad curb cuts are proposed. Car wash access will
be from Mary Street, and there is stacking distance for approximately 7 cars.

The area is zoned R-4 District under the present and proposed zoning ordinance.
The structure involved and it's use are non -conforming. The former use being a con-
struction company and warehouse.
Mr. Gary Gray leases space and operates a auto broker business. On occasion Mr.
Gray has displayed automobiles, however, the use as a automotive dealership is
prohibited.
The proposal by Caron's would establish an automobile sales and service business.
They presently operate body repair shops in Burlington and Williston.
They would recondition vehicles and display six to eight (see site plan). The
site is bounded by a apartment complex and the Airport Industrial District.

Site is h mile south of the UVM dairy barn on the east side of Spear
Street. Applicant has an existing house and construction business on 9+
acres- of land and plans to sell a portion of the frontage for one approxi-
mately �-2 acre lot. Zoning is R4. A septic system is required. Application
must go to the zoning board for a couple of dimensional variances.
3) Cardinal Woods II
The applicant's traffic report (enclosed) addresses the number of trips
to and from the proposed development but does not evaluate the impact on near-
by intersections. Concerns have been raised about three intersections: (1)
Timix-r T.-ine/Kennedy Drive, (2) Hayes Avenue/Hinesburg Road, and (3) Kennedy
Drive/11ineshurg 14vid.
If the applicant's assLmptions are correct, this development will have
little added impact on the Timber Lane/Kennedy Drive intersection. No improve-
ments are recommended at this time.
However, impacts at the Hayes Avenue/Hinesburg Road intersection are less
clear. Not only will the majority of this development's traffic enter and exit
at this point but also a large volume from other existing developments. With-
out a specific analysis of the intersection, it appears likely that additional
turning lanes on all three approach legs would be beneficial and should be
required. The State will also have to be consulted about improvements at this
location.
Concerning the Kennedy Drive/Hinesburg Road intersection, I recorm)end
the i-_iw policy that was used for the Ryan developiwnt. It was estimated that
at thif-, int(,r,,oction will cost approximately $50,000. The cost

The City Council has granted approval, after Planning Commission input,
for this auto sales use in a commercial/industrial zone. This application
is for site plan approval.

Hopefully, some of these questions can be resolved before Tuescay's meeting.
5) Kravco

meting on this application. The highlights are as follows:
(1) The Kravco development is anticipated to generate no more traf f ic than
the previous Grandway use (see traf f ic report that was previously given to you)
(2) The State is confident that there are no major roadblocks that will
prevent construction of the Southern Connector. Current timetable is start of
construction within two years and a construction period of 1� years. The State
will also make improvements along Shelburne Road to tie into the Connector.
(3) Ir the interim period, Sears and the City of Burlington have agreed
on -onx- temporary measures that should improve reliability of the existing
signals.
More information on any of these item will be available at Tuesday's meeting.
However, I do not feel that there are any improvements that should be charged to
thif; develo[>-_r since the area already seem adequately planned for. The most
important concern is that on -site circulation be adequately designed to prevent any
tie-ups on Shelburne Road. This is being done, but several circulation details
must still be resolved prior to Tuesday's meting.
The applicants have also submitted a parking report (enclosed). I feel
they have adequately met their burden of proof concerning the number of parking
spaces, and I recommend that their parking proposal be approved.
Several details must still be resolved on drainage, fire hyrdants, and
lighting prior to Tuesday's meeting.

on that intersection before the additional lanes were a firm requirement.
He wanted to leave that one open.
Mr. Lamphere noted that when Country Park was built, the applicants had
asked that they be allowed to delay building the sidewalk across that frontage
until they obtained approval to develop this land.
Mr. Ewing objected to the retention pond, feeling they were unsightly and
caused problems with cleaning them.
The motion passed unanimous ly.

Mr. Spitz said the City Council had reviewed this application under an
interim zoning situation and now they are requesting site -plan approval.
The Council stipulated that no more than 8 vehicles be displayed.
Mr. Caron stated that the Council had wanted the display area to be 65'
from the residential zoning boundary, so the grassed area in front of the
building will become the display area. An area 27' x 63' will be paved and

the existing shrubs moved to the side. A stockade fence will be erected.
Cars for sale will be new and used and the service area will be behind the
shop, in the rear.
Mr. Levesque felt the original proposal had been to upgrade vehicles here,
not have them in front to sell, so he opposed the application. He did not
think there had been a display area in the last approval. He felt the display
area should be screened from Airport Parkway.
Mr. Spitz felt the concern had been that there be no additional paving
between this area and the apartments. He thought that cars could be displayed
on the Nide of the lot without adding additional paving. Mr. Jacob felt that
would look better. There is a wooded area between this and the apartments.
The bu3iness needs 3 customer parking spaces.
Mr. Poger felt cars on display did not need to be close to the road, since
most people coming here would have been sent over specifically. He felt the
display area should be heavily landscaped and be near the customer parking.
Ue sut,;eested that 3 of the "customer" parking spaces be used for display cars.
Mr. Ewing sugEested cutting off 16' of the display area shown on the plan, so
it would only be in front of the building. Mr. Caron said he only wanted 1
row of cars across the front of the building, not 2.
Mr. Poger said 16, of paving in front should be eliminated and no more
than 5 cars parked there, with the other 3 to go on the side of the building.
