SITE PLAN APPLICATION #SP‐19‐32
FINDINGS OF FACT AND DECISION
Snyder Braverman Development Co, LLC, hereinafter referred to as the applicant, is seeking
approval to amend a previously approved plan for a 60‐unit multi‐family residential building
with subsurface parking. The amendment consists of revising the approved landscaping,
artwork and fences, 310 Market Street.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1. The applicant is seeking approval to amend a previously approved plan for a 60‐unit multi‐
family residential building with subsurface parking. The amendment consists of revising the
approved landscaping, artwork and fences, 310 Market Street.
2. The owner of record of the subject property is Snyder Braverman Development Co, LLC.
3. The subject property is located in the FBC T‐4 Zoning District.
4. The application was received on July 23, 2019.
5. The plans consist of a six (6) page set of plans, as follows

Only the standards below are affected by this application. All other standards will continue to be
met.
Section 14.07 Specific Review Standards
A. Landscaping and Screening Requirements. See Article 13, Section 13.06 Landscaping,
Screening, and Street Trees.
Building construction cost is estimated at $11,000,000. Required minimum landscaping is
calculated as follows:

The applicant was previously approved for $75,345 in total landscaping and $42,155 in
building/wall mounted art. Section 8.08G(2) specifies that up to 40% of the required landscape
value may be used for art, decorative hardscapes, or other publicly welcoming amenities when
located within the public realm. The applicant is currently proposing $46,965 in corten steel
planters, representing 40% of the required minimum landscape value. Ornamental planters are
allowed as decorative hardscapes in Table 8‐3, and may be used for up to 40% of the required
landscape value. The applicant has also revised their landscaping plan to include plantings
which are better suited to the proposed planters. The City arborist reviewed the revised
planting plan on August 26, 2019 and had no concerns.
The applicant is proposing to add five honeylocust trees around the gravel wetland in areas
designated as amenetized areas for open space purposes, and to replace the previously
proposed wetland plug plantings with a wetland seed mix across the bottom and side slopes
of the gravel wetland. None of the gravel wetland plantings are part of the required
landscaping budget for the building at 310 Market Street. The Assistant Stormwater
Superintendent reviewed the revised plans and provided comments to the applicant, the
applicant made revisions, and in an email on September 3, 2019, the Assistant Stormwater
Superintendent indicated that the revised stormwater planting plan was acceptable.
The applicant is also proposing to remove a black steel fence from between Market Street
and the Gravel Wetland.
The Administrative Officer finds the landscaping criteria to be met.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP‐19‐32 of Snyder Braverman Development Co, LLC, subject to the following
conditions:
1. All previous approvals and stipulations which are not superseded by this approval will
remain in effect.
2. This project must be completed as shown on the plan and shall be on file in the South
Burlington Department of Planning and Zoning.
3. The applicant must obtain a zoning permit from within six (6) months pursuant to Section
17.04 of the Land Development Regulations or this approval is null and void.

4. All exterior lighting must be installed or shielded in such a manner as to conceal light
sources and reflector surfaces from view beyond the perimeter of the area to be
illuminated.
5. The previously posted bond in the amount of $42,155 for commissioned artwork shall be
applied to the steel planters and shall be released upon issuance of a certificate of occupancy
for the building.
6. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior
to use of the transformer unit.
7. Any change to the site plan will require approval by the South Burlington Development
Review Board or the Administrative Officer.

decision.
