Access/circulation: Access is provided by a 30 foot curb cut on Ethan Allen Drive. No changes proposed. Coverage/setbacks: Building coverage is 11.5% (maximum allowed is 70%). All land would be held in common ownership and all units would front on city streets. The Wagner, Heindel & Noyes study indicates that 3044 gals. of storm water should be stored on the property by a method to be approved by the City Engineer. Members discussed the driveways to the units and felt that a T-shape set-up would allow for better access and parking. The access road is to be 18 ft. wide to the corner unit. Improvements proposed which will produce a net benefit in traffic flow include: 1) eliminating one (1) curb cut along Williston Road, 2) reducing the size of an existing curb cut, and 3) dedicating a strip of land in order to widen Williston Road. Mrs. Lafleur expressed concern with the proposed road as it PLANNING COMMISSION 22 OCTOBER 1985 PAGE 5 could result in increased traffic on Williston Rd. and also does not leave adequate room without disruptigg the Tate plan. Mrs. Maher asked why the airport is 5 E.AItn9 a paved city street when it is not needed for just a few cars. She said that even though the Airport has said they will have a fence at the end of the road, fences can be removed, and the Commission is concerned that the road will become another major access to the Airport. Mr. Dooley said the plan showed the road directly opposite Shunpike Road, but it was his under standing that the road is not directly across. Mrs. Lafleur stressed that the City Manager had never approved a major road for this site, just an access for Brockway. In addition, Tate never said a road would be put in, and it is not part of their approval. Mr. Dooley expressed concern that a person with site plan approval is suddenly putting a road through the middle of the plan. The concensus of the Commission was that they wanted Tate to come back to the Commission to discuss what is happening. Mrs. Lafleur noted that an Environmental hearing has been scheduled and wanted to know the Commission's wishes as to what to convey to that Board. Mrs. Hurd said she would like to see an engineering study. Mr. Dooley felt that nothing should be done until the question of the violation of Tate's subdivision is settled. He felt the Environmental Board should be asked to continue the hearing until that time. Mrs. Maher said they better have recommendations in case the hearing goes forward. She felt a 20-foot gravel road would leave the city with the assurance that the airport is not planning for this to become a major access. She added she is very suspicious when a full standard road is proposed. Mr. Burgess said if it is the intention to discourage use of this road, the Commission should do everything in its power to do so. Mr. Dooley agreed. He said there is nothing to say what the airport will be like 10 years from now, and this road could become a major artery. If that's not good planning, it should be prevented. Mrs. Lafleur will check with the City Attorney as to the City's rights as far as Mr. Tate is concerned. 5) Consider revised site plan application of RIVCO for 15 additional parking spaces on Lot #_ , Gregory Drive. Mr. Dugan said the 15 spaces will be: 4 on the southwest corner of the building and 11 down below. They would still be OK on coverage. The changes are as follows: 1. The open storage area will be approximately 1800 square feet. The Commission stipulated that an area be designated that is no more than 600 square feet and it be adequately screened. Part of the area will be paved and was originally shown as gravelled. These changes should not be a problem. 2. The landscaping is placed along the property line rather than along the storage area. The drainageway (brook) separates the storage area from the proposed landscaping. The applicant may at sometime request a larger storage area and prefers not to have to plant trees and shrubs only to remove them later. 3. The fence is shown on the plan but the applicant prefers to install it as his finances and desires permit. If you remember, it is likely to be rail fence. 4. SEWAGE DISPOSAL A (4) The project is approved for the mound wastewater disposal system provided the mound is constructed in strict accordance with the following conditions: A. The mound system is to be constructed and located as shown on the drawings prepared by Fitzpatrick -Llewellyn, Inc. and which have been stamped by this office. B. A qualified consultant, who has been determined acceptable by the Division of Protection shall inspect the mound during the critical stages of construction. This shall include the staking of the mound, ensuring the site has been properly plowed prior to the placement of the fill and the installation of the distribution piping. C. Prior to the construction of the mound, the Division of Protection is to be notified of the inspecting consultant. D. The construction of the mound is to strictly adhere to the guidelines set forth in Section 7-14(E)(6) of the above referenced rules. A copy of Section 7-14(E)(6) is enclosed. E. Prior to the placement of the proposed fill material the inspecting consultant shall submit to the Protection Division for approval the results of at least one sieve analysis conducted on the fill material. Upon completion of construction, but prior to occupancy of any structure being served by the mound, the inspecting consultant is to submit to the Division of Protection a written certification stating the construction has been completed in accordance with the stamped plans and this authorization letter. G. The consultant's certification mentioned in condition F is to include the consultant's inspection of the plowed native soil, the numerical results of the pressure testing of the distribution pipes and testing procedure, final grading of the mound including side slopes and pump station installation. (5) This permit shall in no way relieve you of the obligations of Title 10, Chapter 48, Subchapter 4, for the protection of groundwater. PLUMBING (6) The Division of Protection is to be notified prior to the closing or covering of any waste plumbing so that we may inspect the workmanship. (7) The Master Plumber responsible for the interior plumbing shall provide the owner of the project a written certifica- tion stating that the work has been done in accordance with the approved plans and the Environmental Protection Rules, Effective September 10, 1982.
