Re: Findings of Fact, application of GRD, Inc., to construct a
parking lot for 176 cars for use as airport transient/long term
parking, Ethan Allen Drive.
On the 25 day of November, 1997, the South Burlington Planning
Commission approved the request of GRD, Inc. for site plan review
under Section 26.10 of the South Burlington Zoning Regulations
based on the following findings:
1. This project consists of constructing a parking lot for use as
airport transient/long term parking. The ZBA is reviewing this
project for a conditional use permit. This parking area is
proposed to be developed on lots #19,20 and 21 of the Belter
subdivision.
2. This property located at 6 Ethan Allen Drive, 1880 and 1884
Airport Parkway lies within the IC and C.O. Districts and
Floodplain Overlay District. It is bounded on the north by an
undeveloped lot and an industrial building, on the west by Airport
Parkway, on the south by Ethan Allen Drive, and on the east by
several industrial buildings.
3. Access/circulation: Access will be provided by a 32 foot curb
cut on Ethan Allen Drive. The access aisle within the parking lot
should be widened to 24 feet.
Circulation on the site is adequate.
4. Coverage/setbacks: Building coverage is 0%. Overall coverage
on lot #19 is 18.6%,on lot #20 is 19.9% and on lot #21 is 14.3%
(maximum allowed is 70%). Front yard coverage along Ethan Allen
Drive is 4.8% and along Airport Parkway is 0% (maximum allowed is
30%).
No buildings proposed so setback requirements will be met.
5. Parking: The proposed parking are will accommodate approximately
176 vehicles. This open field will be used "as -is" with no gravel
or pavement.
6. Landscaping: There is no minimum landscaping requirement, based
on building costs, for this project. Staff recommended landscaping
to screen this large parking area from view primarily from Airport
Parkway. The applicant is proposing red Maple trees along the
westerly edge of the parking lot to screen it from Airport Parkway.

A cedar hedge is proposed along Ethan Allen Drive. Staff
recommended that the site plan be revised to relocate the proposed
landscaping to the 235-240 foot elevation.
7. Wetlands: The plan shows the wetland boundary beginning at
elevation 218.
8. C.O. District: The plan shows the limits of the C.O. District
along either side of the drainageway. No parking is proposed in
the C.O. District.
9. Floodplain: The plan shows the limits of the 100 year
floodplain. No parking is proposed in the floodplain.
10. Lighting: No exterior lighting proposed.
11. Traffic: The applicant estimates that the average daily
traffic for this development is 95 vehicle trip ends (vte's). The
applicant was made aware that the road impact fee is $0.
12. Other:
--- the east -west line through the middle of lot #21 should be
removed.
--- the lot coverage information should be revised to note that
the correct lot size of lot #21 is 165,510 square feet.
— if any lot is sold or its use changed the applicant will be
required to return to the Planning Commission for a site plan
amendment.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of
of GRD, Inc. to construct a parking lot for 176 cars for use as
airport transient/long term parking, Ethan Allen Drive, as depicted
on a plan entitled, "GRD Corporation P O Box 2008 South Burlington,
05407-2008," prepared by J.G. Architects, Inc., stamped "received"
on November 20, 1997, with the following stipulations:
1) All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2) For the purpose of calculating road impact fees under the South
Burlington Impact Fee Ordinance, the Planning Commission estimates
that the parking lot will generate zero (0) additional vehicle trip
ends during the P.M. peak hour.

3) The plan shall be revised to show the changes below and shall
require approval of the City Planner. Three (3) copies of the
approved revised plan shall be submitted to the City Planner prior
to permit issuance.
a) The site plan shall be revised to show a 24 foot wide
access aisle within the parking lot.
b) The site plan shall be revised to eliminate the east -west
line which runs through the middle of lot
#21.
c) The site plan coverage information shall be revised to note
that the current lot size of lot #21 is
165,510 square feet.
d) The site plan shall be revised to relocate proposed
landscaping to the 235-240 foot elevation.
4) Prior to issuance of a zoning permit, the applicant shall post
a landscape bond in an amount to be determined by the City Planner.
The bond shall remain in effect for three (3) years to assure that
the landscaping takes root and has a good chance of surviving.
5) If any one of the three (3) lots involved in this application
is sold or its use changed, the applicant shall be required to
return to the Planning Commission for a site plan amendment.
6) The applicant shall obtain a zoning permit within six (6)
months pursuant to Section 27.302 of the zoning regulations or this
approval is null and void.
7) The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to the
use of the parking lot.
8) Any change to the site plan shall require approval by the South
Burlington Planning Commission.
