Subject PrvP-q g Bruce and Sandra Whitehill, hereafter referred to as the applicant, are requesting sketch plan approval for a minor subdivision at 206 Airport Parkway. Specifically, the applicant proposes subdividing the existing parcel into two (2) lots, both containing approximately 0.5 acres. The subject property currently contains 1 acre and is located in the Residential 4 (R4) District. Zoning District & Dimensional Requirements Table 1 summarizes the area, density, and dimensional requirements for the R4 District, specifically regarding single-family dwellings, because the proposed changes involve two (2) lots: one (1) which contains a single family structure (Lot #1) and one (1) which may contain a single-family dwelling or two-family dwelling in the future (Lot #2). The applicant has not yet provided proposed calculations for building and overall coverage for Lot #2. Table 1. Dimensional Requirements R4 Zoning District Required Existing Proposed Min. (w/deck) Min. Rear 30 ft. ±90 ft. unchanged Setback zoning compliance Lot Layout: The minimum lot size required for a single-family dwelling in the Residential 4 (R4) District is 9,500 square feet. The requirement is 12,000 square feet for a two-family dwelling. The proposed subdivision will convert the existing 1 acre parcel into two lots of equivalent size: each approximately 0.5 acres. Both of these lots will meet the minimum lot size for single-family or two- family dwellings in the R4 District. The maximum residential density for the R4 District is 4 units/acre. This density requirement will be met, as Lot #1 will contain the existing single family residence and Lot #2 may contain a single-family or two-family dwelling in the future. Coverage and Setbacks: Currently, the single-family dwelling on this property meets all setback and coverage requirements. If subdivided as proposed, the lot with the existing dwelling, Lot #1, would have a 10.6% building coverage, which would meet all requirements. The overall coverage is unknown, as dimensions of the driveway and other impervious surfaces are not provided. 'Lot #1 would meet the front and rear yard setback requirements. However, as proposed, there will be an infringement on the side yard setback requirement of 10 feet. The deck on the south side (deck 2) is approximately 5 feet from the proposed abutting property line. The coverage and setback calculations for Lot #2 were not available with the submittal of this sketch plan. (1) The overall coverage calculations for Lot #1 should be provided. CITY OF SOUTH BURLINGTON 3 DEPARTMENT OF DEVELOPMENT REVIEW BOARD PLANNING & ZONING \sub\whitehill\sketchpIan.doc (2) The southerly property line of Lot #1 should be adjusted so that deck #2 meets the 10-foot side yard setback requirement. Access: As proposed, this subdivision will have one lot with frontage on a public road (Lot #1) and one lot with no road frontage (Lot #2). Therefore, a right-of-way will be required to provide access to Lot #2. The concept of the right-of-way is depicted on the plan, but specific details are not provided. (3) The right-of-way providing access to Lot #2 should be clearly depicted on the plan, showing the exact location and dimensions. Water: A water line easement will be necessary through Lot #1 to accommodate Lot #2. (4) The South Burlington Water Department should review the plans. Sewer: A sewer line easement will be necessary trough Lot #1 to accommodate Lot #2. (5) The South Burlington City Engineer should review the plans. Fire: As a right-of-way will be designated for access to Lot #2, the dimensions and location of this access will need to be sufficient for emergency response vehicles. (6) The South Burlington Fire Chief should review the plans. Other: If there are any natural features existing on the property, they should be shown on the plans. Also, if there are any septic systems or wells, they should be shown on the plans. (7) The plan should show any existing natural features, including but not limited to wetlands, floodplains, wooded areas, and ledge outcrops. (8) The plan should depict any existing, if any, septic systems, culverts, drains, and wells. The applicant will need to comply with Section 15.17 and 15.18 of the South Burlington Land Development Regulations, prior to preliminary or final plat approval.
