Meeting began at: 5:30pm.
a. Welcome and directions on emergency evacuation procedures - Dana
b. Changes or additions to the agenda
○ Agenda changed because draft wasn’t up to date when it was filed.

○ Nic requested we discuss City Ratings via People For Bikes (new section

e. Report & Discussion: Updates from the City - Ashley
○ Committee members approve? this - application : Shawn, Donna, Cathy -
application due by 5/10/19
○ Bike Rodeo is scheduled for May 18, 10 am-1 pm @ Veterans Memorial Park.
Ben McShane is heading this up if anyone is interested in volunteering.
f. Updates: Ongoing Committee Work
○ Fog line striping update - Shawn
i. Justin has our priorities for striping and will be working down the list.
ii. For roads that are being paved, the striping won’t be done until the
paving is done.
iii. Committee discussed the need for doing more striping work than we
currently do - many roads are in poor shape for striping that probably
won’t get done this year.
1. Shawn will check with surrounding cities to see how they do
their striping. We may not be keeping pace with surrounding
communities and might need to expand our budget/bandwidth
for this activity.
iv. Shawn is planning to break up the Williston Rd entry in our striping
inventory report into 2 sections because the striping from Kennedy Rd
to Williston town line needs to be done.
○ Other Discussion - Road maintenance
i. Donna asked about how we get maintenance done on roads where we
see issues. Ashley showed us the City Website page where issues can
be submitted and she knows there are people in the city that are using
this information.
○ Review: Homework Review - Dana
○ Update: P4P Project Updates - Ashley
i. Jug Handle Sidewalk - Ashley showed the current plan for a short
section of sidewalk connecting two existing crosswalks along the Jug
Handle near UVM.
1. Will probably redo the striping of the crosswalks.
2. The roadside striping will remain for bikes, but the sidewalk will
get pedestrian traffic off this dangerous section of road.
3. Nic suggested a bump-out on the right turn off the Jug Handle
to East Terrace. The turn lane is so wide that cars can
currently take the turn very fast and the bump-out will help
slow traffic at this crossing. Ashley will discuss this idea with
Justin.
4. Ashley is hoping this project can be done later this year (Fall,
‘19), but she still needs to nail down a firm plan with UVM.
ii. Ashley is working with the City to get P4P signage for projects that are
under construction with P4P money.
iii. Upper Allen Road - Ashley said that the property owner on the
northwest corner is vehemently against this project, but the city has a
design that stays within the city right-of-way, so we think we’re in
good shape.
1. Nic asked for the bike lane on Spear to be added all the way
across the Allen intersection to make it explicit that bikers in
the bike lane may be staying on the road through the
intersection. Ashley will relay this request to Justin.
2. Nic also asked for bike boxes on Spear to make it explicit that
bikes will move to the front of the traffic line. Ashley will relay
this request to Justin.
3. The City has the ROW down the rest of Allen with the exception
of one small box that was set aside for a property across the
street (for a spring head), but that isn’t in use so Justin thinks
they can get an easement to get through this.
4. Ashley’s thinking that this project is most likely for next
year...though there is still a chance that things could fall into
place and happen in the fall.
iv. Airport Parkway Sidewalk & On-road Bike Lanes - Ashley is doing
preliminary work on this, but we don’t yet have concept designs to
review.
v. South Dorset Street Rec Path - City is applying for VTrans Bike/Ped
grant (again) for this project. Application is due June 28th.
○ Update: Policy and Safety Recommendations Update - Bob
i. No update
○ Update: Monthly DPW meeting - Bob & Shawn
i. No meeting in the past month.
ii. Shawn did discuss the striping activity with Justin (see above).
○ Update: CCRPC Update - submitted by Amanda
a. Scoping Projects:
● City has received another draft of the scoping for sites Spear Street,
Hinesburg Road, Lower Allen Road, and the Fayette Drive and it is
currently going through internal review. I will be reviewing it too and
seeing if there is anything new that should come back to us.
b. Mapping Project:
● Re upkeep of data: Met with Joanna Grossman (City staff that
manages digital data) and we agreed that it would make sense to have
the bike/pedestrian infrastructure data updated once a year in the
winter once the construction season is over. We did not discuss exact
process but perhaps it is a Committee effort in November to contact
public works and planning on what projects were constructed and
feeding it to Joanna for changes.
● Re the CCRPC GIS map: I need to connect with Pam re finalizing data
(to be completed by end of June) and discuss edits to the attributes
(data behind the lines/points on the map)
● Bill I will loop you in if the Committee needs to help on this piece
● Rec Dept Family Rides: I’ve been working on maps to accompany the
three family bike rides Ben McShane/Rec Dept has been developing
with Cathy and Bob. Things are getting finalized and should be on the
City’s website soon, Ben has also posted them on Strava and
https://www.bikemap.net/.
c. Crosswalk Scoping Project:
○ Update: Interim Zoning - Donna
i. No updates. Ashley doesn’t think there has been any report since the
last committee meeting. They just met yesterday, so there may be an
update coming.
ii. Donna asked Ashley for an update on the street designation work that
she did with Paul.
○ Update: DRB Update - Cathy & Shawn
i. Cathy reported that there hasn’t been anything recently on the agenda
that overlaps with our interest.
ii. Ashley suggested we keep our eyes on the City Center updates to
make sure we keep the planning around that in sync.
○ Update: SBBP Committee content on SB Website - Cathy
i. Website updates - Cathy reported that she isn’t seeing a lot of action
on the website changes. Doesn’t really see this as a productive item
to keep on our action list, so it’s being removed.
○ Update: General Business - Dana
○ Update: Signage (Ashley, Donna, Dana)
i. The City has the Park Signage Design & Development Package that
defines the look/dimensions of different types of signs available.
ii. No significant progress yet, but Donna requested a map so we can add
places where we think signage would be good.
1. Nic created a google map that we can all edit to add in needed
signage
a. Three types of signs defined:
i. Interpretive/Kiosk
ii. Warning/Regulatory
iii. Wayfinding/Directional
b. Bill will review & then send out to the group.

2. Shawn asked what type of signage we’re looking to create:
a. Any/all suggested signage at this point (Wayfinding,
Caution signs, informational, etc.)
b. Regulatory signs (stop, yield, speed limit, etc) are
questionable at this point, but we can use them if
there’s a place where these are most appropriate.
i. Ashley looked into this and there are no clear
state guidelines and no clear consensus on these.
ii. Committee thought Caution signs might be a
good place to start
iii. Shawn suggested that we work with surrounding
communities before we get into more definitive
regulatory signs so we’re consistent.
iv. Justin is going to remove signage from parallel
paths where the rec path signage might confuse
drivers on the parallel road.
g. New Item - City Ratings from People for Bikes - Nic Anderson
○ Currently South Burlington scores a 1.9 out of 5
○ Nic thinks that our rating should probably be higher, specifically with respect
to our Network score of 2.1 out of 5.
i. We can effect this score by updating the Open Street Map to
accurately reflect our current status.
○ We can also use our low score to help leverage more/faster infrastructure
investment with City Council.
○ Nic will setup a meeting with him, Dana, and Shawn to discuss how to
improve our score and where our opportunity is for future improvement.
h. Review: Homework for next meeting - Ashley
