FINDINGS OF FACT & DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of the City of South Burlington Recreation Path
Committee to amend Site Plan Permit #SP-01-22 to construct approximately one and one-
half miles of hiking trails and associated improvements including six trail marking signs,
three bridges, puncheon board walks and mulch, at 1100 Dorset Street, South Burlington,
VT 05403. The Owner of Record of this property is the City of South Burlington.
On the 26th day of July, 2001, the Director of Planning and Zoning approved the request of
for site plan review under Section 26.10 of the South Burlington Zoning Regulations based
on the following findings:
1. This amendment consists of amending the approved site plan to create one and one-
half miles of primitive walking and hiking trails and associated improvements on the
property as shown on the attached site plan, entitled "Dorset Nature Park" and dated June
25, 2001.
2. The record owner of the property is the City of South Burlington. The property lies
within the Park and Recreation District. It is bounded on the north by Swift Street, on the
west by Dorset Street, on the south by the golf course and on the east by undeveloped land.
Portions are located within the Conservation Open Space District due to the presence of two
streams and associated wetland areas on the property.
3. Access/circulation: Access to the property is provided by the Dorset Park access
road. Access, circulation and parking will be unchanged.
4. Coverage/setbacks: This amendment will have no impact on existing building
coverage and overall coverage, both of which are and will remain under one percent of the
total area of the property and front yard.
Parking: No changes to parking requirements or configuration are proposed.
6. Sewer: No impacts on wastewater and water demand are proposed.
7. Li_ghting: No changes to lighting are proposed.
8. Building height: No changes to building roofline or height are proposed.
9. Traffic: No changes that would result in any additional trip ends or other traffic
impacts are proposed.
10. Landscaping: Clearing of vegetation necessary to create primitive hiking and
walking trails will be done along the trails shown on the attached site plan. These proposed
trails will be dirt footpaths along with puncheon board walks and small bridges at three
points where stream crossings are necessary. No changes to the approved landscaping plan
and no impacts on the site's landscaping are proposed.
11. Conservation Open Space Zone: Portions of the proposed project will take place
within the City's Conservation Open Space Zone. The proposed actions within the
Conservation Open Space Zone, creation of public recreation paths, are a permitted use
under Section 3.202 of the Zoning Regulations. The Natural Resources Committee has
reviewed the proposed project and does not have any objections to the proposed actions.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning and Zoning
approves the site plan amendment application of the City of South Burlington Recreation
Path Committee to amend Site Plan Permit #SP-01-22 to construct approximately one and
one-half miles of hiking trails and associated improvements including six trail marking
signs, three bridges, puncheon board walks and mulch, at 1100 Dorset Street, South
Burlington, as depicted on a plan entitled "Dorset Nature Park, South Burlington, VT,"
prepared by IVS and dated July 25, 2001, with the following stipulations:
1) All previous approvals and stipulations, which are not superseded by this approval, shall
remain in effect.
2) Any change to the site plan shall require approval by the South Burlington Development
Review Board.
3) No changes to parking, landscaping or access and circulation other than those approved
in this permit shall be allowed without prior approval.
4) A zoning permit shall be obtained within six (6) months or this approval pursuant to
Section 27.302 of the Zoning Regulations, or this approval shall be null and void.
