Re: Findings of Fact, application of Alan Palmer for construc-
tion of a 10 unit planned residential development in nine build-
ings on a 4.8 acre parcel at 1001 Dorset Street.
On the 9th of October 1990, the South Burlington Planning Commis-
sion approved the request of Alan Palmer for Final Plat. approval
under Section 204 of the South Burlington Subdivision Regulations
based upon the following findings:
I. Applicant proposes to construct 7 single-family homes and a
two-family home on a 4.9 acre parcel which currently has a sin-
gle-family home, thereby creating a 10 unit single-family PRD.
The parcel is zoned R2 and is bounded on the north by the Indian
Creek entrance drive and a single-family home, on the west by
Ridgewood Estates and Indian Creek, on the south by a synagogue,
and on the east by Dorset Street. The sketch plan was reviewed
on 3/13/90 and the Preliminary Plat was approved on 6/19/90.
2. Density: Maximum density range for this parcel is 8 to 10
units.
3. Access/circulation: The units will be served by a new 30
foot wide public road (60 foot r.o.w.). Circulation is adequate.
The houses are at least 10 feet from the r.o.w. except for the
duplex building. A corner of this s building is 5 feet from the
r.o.w.
4. Sewer: A sewer allocation of 4,050 gpd will be required.
The $2.50 per gallon fee shall be paid prior to permit. The
sewage pumping station served by this development, has sufficient
reserve capacity. The existing pumps at this station are showing
wear and should. be -replaced by the developer.
5. Dorset Street: The applicant is proposing to dedicate a 17
foot wide strip along Dorset Street to the City in order to
increase the Dorset Street r.o.w. as indicated in the zoning
regulations.
6. Landscapin� The typical landscaping plan for each unit is
valued at. $2,730 per unit. The value of the landscaping in the
common areas will. be $11,260 (including street trees). Proposed
landscaping meets required value. The required value of street
-trees is $7,750 and the required value for site landscaping is
$18,400.

8. Wetland: This project will require filling a small portion
of the existing wetland. The majority of this filling is to
accommodate the new road. Recommendations contained in the
Natural Resource Base chapter of the City of South Burlington
Comprehensive Plan state that all identified natural resource
areas should be protected. To further this recommendation, the
South Burlington Natural Resources Committee has recommended a
buffer zone around the wetland. Additionally, the placement or
fill, removal of vegetation or mowing of grass shall be prohibit-
ed within the buffer zone and wetland.
9. Recreation Fee: It is required that the developer pay a $200
per unit recreation fee for the nine additional units.
10. ,Erosion Control: An erosion control plan is needed as part
of this project.
DECISION & CONDITIONS
Based upon the above findings of fact the Planning Commission
approves the Final Plat application of Alan Palmer for construc-
tion of a 10 unit planned residential development in nine build-
ings on a 4.8 acre parcel as depicted on an 8 page set of plans,
page one entitled "Final Plat of Park Place, 1001 Dorset Street,
South Burlington, Vermont," prepared by Vermont Land Surveyors
and dated 8/5/90, with the following stipulations:
1. The applicant shall post a $7,750, 3--year landscape bond for
street trees and an $18,400, 3 year landscaping bond for site
landscaping. These bonds shall be posted prior to permit. The
street. trees shall be installed prior to the sale of any units.
2. A sewer allocation of 4,850 gpd is granted. The applicant,
shall pay the $2.50 per gallon fee prior to permit..
3. The applicant shall replace the pumps at the existing pumping
station which will serve the development. The specifications
shall be approved by the City Engineer.
4. Bonds in the amount to be determined bythe City Engineer to
cover the costs of the new street, upgraded Indian Creek Drive,
sidewalks and utilities shall be posted prior to permit. .

5. legal documents (e.g. offers of dedication and irrevocable
offers of dedication) for the new street, upgraded Indian Creek
Drive, and 17 foot wide strip along Dorset Street shall be sub-
mitted to the City Attorney for approval prior to permit.
6. The applicant shall. contribute $1,350 toward improvments to
the Swift Street/Spear Street intersection. This assessment is
based on 9 peak hour trip ends at $150 per trip end.
7. The Planning Commission waives the required 50 foot setback
from the Ridgewood Estates property line and from the Dorset
Street right of way. It is the Commission's opinion that the
proposed development is compatible with surrounding residential
developments and therefore will not cause an adverse impact.
8. The plan shall be revised prior to recording to show a 15-25
foot wide buffer strip around the wetland. The deed(s) for this
project shall include a covenant which requires the association
to maintain the wetland and wetland vegetation, and which prohib-

grass within the buffer zone and wetland.
9. The plan shall be revised prior to recording to show.
a) Street lighting detail on page C4 shall reflect 100 watt
mercury vapor lamp provided by GMP.
b) Location of street lights on west side of street..
10. Sidewalks shall be 5 inches thick except in driveways where
thickness shall be 8 inches.
11. Road pavement shall include 2 inches of base course and one
inch of surface course placed one year after the base course is
placed.
12. The applicant shall pay the $200 per unit recreation fee for
the nine additional. units prior to permit.
13. The street name for the proposed street shall he approved by
the Planner prior to permit.
14. An erosion control plan shall be submitted to the City
Planner for his approval prior to permit.
15. The Final Plat shall be recorded in the office of the City
Clerk within 90 days or this approval is null land void. The
plat shall be signed by the Chairman of the Planning Commission
prior to recording.
