Re: Findings of Fact, application of the City of South Burlington
for the construction of all recreation facilities excluding
buildings for Dorset Street Park.
On the 26th of May, 1992 the South Burlington Planning Commission
approved the request of the City of South Burlington for site plan
review under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of the construction of certain park
facilities which will include all the athletic fields, roads,
parking and walkways at the Dorset Street Park.
2. The Dorset Street Park is located in the Agricultural and Rural
Residential (AgR) District and is proposed to be rezoned Park and
Recreation (PR) District. Outdoor recreation is a conditional use
in the AgR District.
3. The portion of the park which is the subject of this
application is bounded on the north by I-89, on the east by the
Village at Dorset Park residential development, on the south by
other undeveloped park land and on the west by Dorset Street and a
single family residence.
4. Access/circulation: Access to the park will be via one (1) 55
foot curb cut on Swift Street Extension. The first 65 feet of the
access will have a median dividing ingress and egress traffic.
Each of the lanes will be 16 feet in width. The access road will
then narrow to 24 feet in width through out the remainder of the
park. Traffic circulation through the site is acceptable.
5. Coverage/setbacks: Building coverage will be .08% (maximum
allowed under AgR zone is 10%). Overall coverage will be
7.9% (maximum allowed in AgR zone is 20%). Park and Recreation
District does not have maximum lot coverage requirements.
The only building for which approval is being sought is the
pavilion/bathroom facility which will meet the setback
requirements.
6. Project phasing:
Phase 1: to be paid with the January bond vote approval dollars.
--- 1 Babe Ruth Baseball field with backstops and bleaches.
--- 2 Little League fields with backstops and bleaches.
--- pavilion/bathroom facility.
--- parking/entrance drive: 95 cars by baseball fields; 47
cars by soccer field.
--- lighting and tree landscaping in areas where parking
is built and to screen the area from the tennis courts to
the soccer field.
--- 1 soccer field.
--- sidewalks along baseball fields over to soccer field and
tennis courts.
--- 3 tennis courts with fencing and lighting.
--- realign Swift Street Extension and add right turn lane to go
north onto Dorset Street.
--- widen Dorset Street and add left turn lanes from Dorset and
Swift Street Extension (from north) and a left turn lane
from Dorset Street (from south) onto Swift Street travelling
west.
--- miscellaneous site grading to blend new fields with existing
site topography.
--- stormwater detention pond and fence to serve Phase I flows.
--- underground electric, telephone, sewer and water supply.
7. Future Phases:
--- Parking will be built incrementally as futuresfields and
buildings are approved by the voters and the planning
commission. Parking/roadway lighting and street trees will
be installed as parking lots are built.
--- Completion of site development for athletic fields will
involve 2 softball fields with lighting/backstops; 3
basketball courts; 1 soccer field; and 9 additional tennis
courts. There is no immediate plan for the timing of these
facilities.
--- The skating rink, subject to bond vote, will include parking
for its facility in the configuration shown on the overall
site plan.
--- Future buildings: Pool, gymnasium, Arts/Community Center,
and central courtyard will be built in individual phases
subject to voter and planning commission approval.
--- Additional landscaping/screening will follow with individual
phasing.
Future phasing will. be conducted in a manner that is consistent
with the 1989 Dorset Street Park Master Plan.
8. Parking: The zoning regulations do not indicate a parking
requirement for athletic fields. The applicant has submitted a
parking assessment prepared by a consultant using off-street
parking requirements suggested by the American Planning
Association. The consultant estimates that 112 parking spaces are
needed for the athletic fields being proposed for Phase I and 152
spaces will be provided.
The site plan shows a total of 389 parking spaces, all of which are
part of this application but not all of these spaces are
individually shown.
9. Landscaping: Plantings will include Pin Oak, Red Maple,
Seedless Ash and White Pine.
10. Sewer: The Airport Parkway treatment plant has adequate
reserve capacity to handle the allocation required for this
project.
11. Lighting: Exterior lighting will consist of the following:
--- roadway & parking lots: 21 poles 20 feet high with each
pole having two (2) 150 watt high pressure sodium lamps
with cut-off luminaires.
--- tennis courts: perimeter lights will consist of 20 poles
Z5 feet high with each pole having two (2) 250 watt metal
halide lamps with cut-off luminaires. Lights between the
courts will consist of 15 poles 25 feet high with each pole
having two (2) 400 watt metal halide lamps with cut-off
luminaires.
--- softball fields: 12 poles 50 feet high with a total of 22
1500 watt metal halide lamps with cut-off luminaires.
12. Other: No dumpsters proposed at this time.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of the City of South
Burlington for construction of all recreation facilities excluding
buildings for Dorset Street Park as depicted on a sixteen ( 16 ) page
set of plans, page one entitled "Phase I: Community Park
Facilities for the Dorset Street Park, South Burlington, Vermont",
prepared by Ertel Associates and dated May 8 1992, with the
following stipulation:
Site Plan approval shall be obtained prior to construction for
proposed buildings including stadium, gymnasium, community center,
ice rink, and pool, and for any revision to this approved
application.
