I move the South Burlington Development Review Board approve conditional use
application #CU-01-48 of Steve Rambur to construct a 512 square foot addition to a
single family dwelling, 995 Dorset Street, as depicted on a plan entitled "Steve Rambur
995 Dorset Street" prepared by Steve Rambur, with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval
shall remain in effect.
2) The applicant shall obtain a zoning pen -nit within six (6) months pursuant to Section
27.302 of the zoning regulations or this approval is null and void.
3) Any change to the plan shall require approval by the South Burlington Development
Review Board.

7. Public Hearing: Application #CU-01-48 of Steve and Betty Rambur seeking
conditional use approval from Section 26.05, Conditional Uses, and Section
26.75, Accessory Residential Units, of the South Burlington Zoning
Regulations. Request is for permission to construct a 512 sq. ft. addition to a
single family dwelling for use as an accessory residential unit, 981 Dorset
Street:
Mr. Rambur said he understood the restrictions on the unit.
Mr. Dinklage also noted that use of the unit is not transferred with the sale of the
building.
Mr. Belair said staff has no issues.
Mr. Boucher moved to approve Application #CU-01-48 of Steve and Betty Rambur
subject to the stipulations in the draft motion of 18 December 2001. Mr. Farley
seconded. Motion passed unanimously.
8. Site plan application #SP-01-83 of Ray Michaud to amend a previously
approved site plan for a 4,000 sq. ft. building used for a private club. The
amendment consists of altering condition #2 of the 2.20/01 approval changing
the landscaping requirement at 2 Berard Drive:
Mr. Belair noted there was a violation and a lot of trees were cut. The applicant was
required to replant the trees but didn't. In the meantime, a lot of vegetation grew up, and
the arborist now suggests that instead of replanting that area the applicant put in larger
trees up by the street.
Mr. Dinklage asked if the slope is being secured with vegetation. Mr. Michaud said there
has been no erosion. The bushes that have grown there are 6-8 feet high.
The applicant agreed to plant the trees as specified.
Mr. Farley moved to approve Site Plan Application #SP-01-83 of Ray Michaud
subject to the stipulations in the draft motion of 18 December 2001. Mr. Boucher
seconded. Motion passed unanimously.
9. Sketch Plan Application #SD-01-67 of Barone Construction to subdivide a
1.53 acre lot into two lots, a one acre lot and a .5 acre lot, 1759 Spear Street:
Mr. Dinklage questioned the width of the right-of-way. Mr. Barone said it is 20 feet to
access both of the lower lots.

Re: Conditional use application # CU-01-48 of Steve Rambur, 995 Dorset Street
Overview:
Conditional use applications of Steve Rambur to enlarge an existing single family dwelling.
Requesting permission to add 512 square feet to the existing footprint for accessory residential unit.
Issues:
1) The applicant should provide a list of abutting properties.
2) The existing house is 3000 sq. ft. The accessory residential unit must be 30% or less of existing
floor area or 400 sq. ft. which ever is greater. 512 sq it fits within the maximum allowed square
footage.
3) The Board must determine that the proposed use will not adversely affect:
a) The capacity of existing or planned municipal or educational facilities.
b) The essential character of the neighborhood or district in which the property is located, nor
the ability to develop adjacent property for appropriate uses.
c) Traffic on roads and highways in the vicinity.
d) Bylaws in effect.
e) Utilization of renewable energy resources.
f) General public health and welfare.
4) The applicant will be subject to a sewer impact fee for the additional bedroom in the accessory
unit.
Completeness of Plan:
The applicant has submitted sufficient information for Development Review Board to consider the final
plat application with the above exceptions noted. Please provide additional information, if necessary, by
December 11, 2001.
Recommendation:
Staff recommends this application be authorized to proceed for final plat consideration at the December
18, 2001 meeting.
