FINDINGS OF FACT AND DECISION
The City of South Burlington, hereafter referred to as the applicant, is seeking approval to
amend a previously approved plan for a municipal building consisting of City Hall and the Fire
Department. The amendment consists of: 1) restriping the North parking lot to accommodate
33 parking spaces, 2) adding a 5' X 6' concrete pad and two (2) inverted-U bicycle parking
racks near the fire station, and 3) replacing the existing bike rack near City Hall with three (3)
inverted-U bicycle parking racks, 575 Dorset Street.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
1) The applicant is seeking approval to amend a previously approved plan for a municipal
building consisting of City Hall and the Fire Department. The amendment consists of: 1)
restriping the North parking lot to accommodate 33 parking spaces, 2) adding a 5' X 6'
concrete pad and two (2) inverted-U bicycle parking racks near the fire station, and 3)
replacing the existing bike rack near City Hall with three (3) inverted-U bicycle parking
racks, 575 Dorset Street.
2) The application was received on December 18, 2017.
3) The owner of record of the subject property is the City of South Burlington.
4) The subject property is located in the Municipal Zoning District.
5) The plan submitted is entitled "Site Plan Application Parking Lot Striping and bicycle
Parking", prepared by Marla Keene, Development Review Planner, and dated 12/12/17.
Section 14.06 of the South Burlington Land Development Regulations establishes the following
general review standards for all site plan applications:
Only the standards below are affected by this application. All other standards will continue to be
met.
(a) Parking shall be located to the rear or sides of buildings
No additional spaces are proposed in the front of the building. The 33 parking spaces
shown in the North parking area are on the side of the building.

6. The applicant will comply with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate the full requirement of seven (7) (100% of
requirement) shcft-term bicycle parking spaces by providing 10 bicycle parking spaces.
7. The vehicular parking requirement is 101 spaces and there will be 108 parking spaces
available, including six (6) handicapped spaces.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-17-83 of City of South Burlington, subject to the following conditions:
1. All previous approvals and stipulations which are not superseded by this approval will
remain in effect.
2. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04
of the Land Development Regulations or this approval is null and void.
3. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to
use of the site modifications.
4. Any change to the site plan will require approval by the South Burlington Development
Review Board or the Administrative Officer.

filing a Notice of Appeal with the secretary of the Development Review Board. This Notice of
Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of
this decision.
