HomeMy WebLinkAboutSP-95-0000 - Decision - 0550 Dorset StreetFINDINGS OF FACT & DECISION STATE OF VERMONT o d00 COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of South Burlington School District to construct a 640 square foot boiler room addition to South Burlington School High School, 550 Dorset Street. On the 25th of April, 1995, the South Burlington Planning Commission approved the request of South Burlington School District for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 640 square foot boiler room addition to the high school. 2. This property located at 550 Dorset Street lies within the Municipal District. It is bounded on the west by Dorset Street, on the south by Kennedy Drive, on the east by single and multi -family residences and on the north by single family residences, a commercial building and an industrial building. 3. Access/circulation: Access is via a 35 foot curb cut on Dorset Street providing access to the parking area between the high school and middle school and three (3) curb cuts (2 on Dorset Street and 1 on Kennedy Drive) which are not shown on the plan. No changes are proposed. Circulation is adequate. 4. Coverage/setbacks: Building coverage is 4.2% (maximum allowed is 30%). Overall coverage is 9% (maximum allowed is 70%). Front yard coverage information along Dorset Street and Kennedy Drive has not been provided. Applicant indicated that front yard coverage will not change. Setback requirements are met. 5. Parking: A total of 146 parking spaces are required for both the high school and middle school. 206 parking spaces are provided including seven (7) handicapped spaces in the parking lot located between the middle school and high school. A parking area located to the south of the high school provides additional parking spaces. Bike racks are shown for the middle school but the bike racks for the high school, which do exist are not shown. 6. Landscaping: The minimum landscaping requirement, based on building costs, is $1050 which is not being met. No additional landscaping is proposed. Applicant is seeking a credit for the $30,000 worth of landscaping planted as part of the Dorset Street 1 reconstruction. 7. Lighting: No change to exterior lighting is propsoed. 8. Sewer: No additional allocation needed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of South Burlington School District to construct a 640 square foot boiler room addition to South Burlington High School, 550 Dorset Street, as depicted on a plan entitled "Site Plan, City of South Burlington School Department, Dorset Street, South Burlington, Vermont 05403, City of South Burlington, Vermont", prepared by Brooks Land Surveying, Inc., dated April 7, 1995, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The Planning Commission approves a landscaping credit of $1050 for the landscaping planted as part of the Dorset Street reconstruction. 3. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any change in existing or proposed lighting shall be approved by the City Planner prior to installation. 4. The applicant shall obtain a zoning permit for the addition within six (6) months or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to occupancy of the addition. 6.
