Ms. Quimby moved to approve the Minutes of 1 December 2009 as written. Mr. Farley

3. Continued Conditional Use Application #CU-09-10 of Te1Jet Longhaul, LLC, for
after -the -fact approval to add a 36-inch diameter antenna on an eight foot high mast on the
roof of the building, 30 Community Drive: and
4. Continued Site Plan Application #SP-09-91 of Te1Jet Longhaul, LLC, for after -
the -fact approval to amend a previously approved plan for a 275,000 sq. ft. mixed use
building. The amendment consists of installing a 36-inch diameter antenna on an eight foot
high mast on the roof of the building, 30 Community Drive:
Mr. Sterant gave the Board photos and documents. Mr. Belair said this was OK with staff.
Ms. Quimby moved to approve Conditional Use Application #CU-09-10 and Site Plan
Application #SP-09-91 of Te1Jet Longhaul, LLC, subject to the stipulations in the draft motion.
Mr. Farley seconded. Motion passed unanimously.
5. Design Review Application #DR-09-07 of Jake Farnham-Hastell for a master sign
permit for wayfaring and interpretive signage under Section 23(r) of the South Burlington
Sign Ordinance, 244 Van Sicklen Road:

Mr. Farnham-Hastell distributed photos of the park entrance. He noted he is doing this for'an
Eagle Scout project.
Ms. Quimby moved to approve Design Review Application #DR-09-07 of Jake Farnham-Hastell
subject to the stipulations in the draft motion. Mr. Farley seconded. Motion passed
unanimously.
6. Site Plan Application #SP-09-55 of Oakwood Homeowners Association to amend
a previously approved plan for two two-family dwellings. The amendment consists of
revising the landscaping plan, 118-124 Oakwood Drive:
Ms. Lenes, a resident of the property, said she supports the plan.
Mr. Dinklage said this application is to correct the plan as to what was/was not planted. He
noted that staff recommends that the value of the landscaping be itemized. Mr. Belair said it is
hard to tell the value of the landscaping once it is in the ground.
Ms. Quimby moved to approve Site Plan Application #SD-09-55 of Oakwood Homeowners
Association subject to the stipulations in the draft motion. Mr. Farley seconded. Motion passed
unanimously.
7. Continued sketch plan application #SD-09-42 of Gary Farrell et al for a planned
unit development on a 26.1 acre parcel developed with two single family dwellings. The
proposal consists of: 1) razing one single family dwelling, 2) constructing 21 single family
dwellings, 3) constructing 17 two-family dwellings, and 4) constructing 8 three -unit multi-
family dwellings, 1302,1340, and 1350 Spear Street:
As the applicant set up his display, the DRB opened a deliberative session.
Mr. Stuono said he would like to see continuous open space up to the UVM property.
Mr. Dinklage read a statement on how the DRB deals with density and TDR's. He stressed that
the focus is on achieving an overall good plan. He also stressed that TDR's are treated as any
other density.
It was noted that the proposed plan has been substantially revised. Mr. Farrell said the
number of units has been reduced from 87 to 80. The road network hasn't changed much and
there will still be a connection to Vale Drive. There would be a public park accessed by a short
public street and a gravel road into the park. There is also a 1.6 acre piece for a community
garden for the homeowners' association. The recreation path accesses the public park as well.
There is also a short section of public street to the UVM property.
Mr. Farrell said they have added one new building style. He showed a picture of this indicating
2 units above 2 and 3 car garages.
Many of the units now face the street. Mr. Farrell said he can't get 100% of them to face the

Master Signage Permit DR-09-06
365 Dorset Street
McQuiston Boutin LLC, hereafter referred to as the applicant, is seeking to obtain a new master
signage permit for a property in the Dorset Street/City Center Design District. The master
signage permit would establish the design scheme for the freestanding and wall signs on the
property, 365 Dorset Street.
Pursuant to Section 6 of the City of South Burlington Sign Ordinance, the erection, alteration, or
relocation of any sign within this district shall require design review by the South Burlington
Design Review Committee (DRC) and Development Review Board (DRB). Section 8 of the Sign
Ordinance requires all property owners within the DS/CC Sign District to obtain a Master
Signage Permit.
The South Burlington Design Review Committee met on November 23, 2009 to discuss the
application and unanimously recommended the following review:
Staff has also included the standards for review
1. A Master Signage Permit shall be issued to the applicant by the DRB, prior to the
issuance of any individual sign permit for the property.
DESIGN REVIEW CRITERIA
In reviewing an application for signage, the DRC and DRB shall consider the following:

(a) Consistent Design
The design of a sign must be compatible and harmonious with the design of buildings on
the subject property and nearby. The design of all signs on a property shall promote
consistency in terms of color, graphic style, lighting, location, material and proportions.
Staff finds that the design of the proposed signs is harmonious with the design of the buildings
on the subject property and nearby.
(b) Promotion of City Center Goals
Signs within the DS/CC Sign District should be of high aesthetic quality and pedestrian
oriented.
Staff finds that this criterion is being met. The proposed materials consist of an aluminum
composite background, the colors, lettering, and design come together to present an
aesthetically pleasing sign. The sign is pedestrian scaled at a height of approximately 9 feet.
(c) Color & Texture
The applicant is proposing that the background area for the freestanding signs to be bright white
or dark blue, conversely with contrasting bright white or dark blue lettering. A lighter shade of
blue shall be acceptable for accent coloring, and red shall be allowed for accent lettering. Posts
shall be bright white.
2. The predominant colors (i.e. central logos and principal text) of the freestanding and
wall signs shall be limited to white or dark blue, conversely with contrasting white or
dark blue lettering. A lighter shade of blue shall be acceptable for accent coloring, and
red shall be allowed for accent lettering. Sign posts shall be bright white.
(d) Materials Used
Pursuant to Section 20 of the Sign Ordinance, all signs shall be of substantial and sturdy
construction, kept in good repair, and painted or cleaned as necessary to maintain a
clean, safe, and orderly appearance.
As the applicant is proposing to use an aluminum composite as the main sign material. They
have stated that they plan to reuse the existing pressure -treated wood sign posts. This is
acceptable provided that they are painted or stained a bright white. They shall be kept in good
repair.
3. The sign posts shall be a clean bright white and kept in good repair, in both
construction and paint.
All signs shall be kept in a clean, safe and orderly appearance. The applicant should
acknowledge this.
4. All signs shall be kept in good repair; landscaping surrounding the freestanding signs
shall be kept trimmed and neat and shall not obscure the text of the signs.

(e) Wall Mounted Signs
Section 10 of the Sign Ordinance governs the size and location of wall -mounted signs.
Pursuant to Table 10-1 of the Sign Ordinance, a wall -mounted sign for a multi -tenant
building or a multi -building lot with a master signage permit in any district with
freestanding or landscape sign shall not exceed 15% of the area of the facade to which it
is attached or 100 sq. ft., whichever is smaller.
Pursuant to Table 10-1 of the Sign Ordinance, the total area of all wall -mounted signs on
the subject property shall not exceed 10% of the area of principal public fagade of each
building.
The code officer shall ensure that these criteria are met when issuing individual sign permits for
the property.
Section 10(c) states that a wall -mounted sign shall not project above the roof or parapet
of the building nor below the top of any first floor doorway unless permitted through the
design review approval process.
The applicant has not proposed any wall signs. If the applicant proposes any wall signs, they
shall be incompliance with this criterion.
5. Wall signs shall not extend above the roof or parapet of the building, nor below the top
of any first floor doorways or windows.
Pursuant to Section 10(d), a wall -mounted sign shall not cover any opening or project
beyond the top or end of any wall to which it is attached.
6. Wall signs shall not cover any opening or project beyond the top or end of any wall to
which it is attached.
Section 10(g) stipulates that a wall -mounted sign shall not project from the wall in excess
of 9".
7. Wall signs shall not project from the wall in excess of 9".
(0 Freestanding Signs
Section 9(h) states that free-standing signs along Dorset Street are to be located in a sign
corridor that begins adjacent to the road Right -of -Way and runs sixteen (16) feet from the
edge of the Right of Way toward the building face. In those instances where dimensions
do not provide for a two (2) foot setback from the Right -of -Way before a sign support post
can be located, it is permitted to erect a centered single pole mounted sign of which the
road side edge of the sign is directly outside the R.O.W. line.
The code officer shall ensure compliance with this criterion such that the subject sign shall be
within this designated sign corridor.

OTHER
The applicant has not proposed any lighting. However, a conduit and electrical box remain on
the existing sign posts which are to be reused. The Design Review Committee recommends
that the box and associated exposed conduits be painted white if they are to remain.
8. The electrical box on the sign and related conduits are to be painted white if they are to
remain.
RECOMMENDATION
The Design Review Committee recommend that the Development Review Board approve
Design Review Application #DR-09-06„ subject to the numbered items included above.

B) DESIGN REVIEW APPLICATION — FACADE ALTERATIONS —
DESLAURIERS 401 DOREST STREET
This project consists of amending the final plat of Charles Deslauriers for a
previously approved planned unit development consisting of a 184 unit congregate
housing facility and a 104 unit extended stay hotel in two (2) buildings. The
amendment consists of leaving the vent stacks white, 415 Dorset Street.
The property located at 401 and 415 Dorset Street lies within the CD3 and R7
Districts. It is bounded on the east by Dorset Street, on the north by Aspen Drive,
on the south by a GIMP substation, and on the west by the congregate housing
portion of the PUD.
The City Center Design Review Committee reviewed this proposal at their
6/25/01 meeting.
The Design Review Committee recommends that the Board approve the
application with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.
2. This recommendation for approval of the proposed addition is based solely on
the application's compliance with the design review criteria contained in Section
24 of the South Burlington Zoning Ordinance. The determination of whether or
not this application complies with all other requirements contained in the zoning
ordinance shall be made by the Administrative Officer.
3. White roof vents or stacks shall not be required to be painted so as to match
the siding or roof prior to issuance of a Certificate of Occupancy/Compliance.
4. The applicant shall obtain a Certificate of Occupancy/Compliance from the
Administrative Officer.
C) DESIGN REVIEW APPLICATION FREESTANDING SIGN — TEESON
REAL ESTATE 365 DORSET STREET
This project consists of replacing an internally illuminated freestanding sign with an
externally illuminated freestanding sign that consists of two (2) sign panels. Sign
panel one is two feet by four feet in dimension and employs a green background

with white lettering reading "Teeson Real Estate". Sign panel two is two foot by
four foot in dimension and employs a white background with red lettering reading "
Foulsham Farms Real Estate", 365 Dorset Street.
The City Center Design Review Committee reviewed this proposal at their
6/25/01 meeting.
The Design Review Committee recommends that the Board approve the
application with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.
2. This recommendation for approval of the proposed sign design is based solely
on the application's compliance with the design review criteria contained in.
Section 4 of the South Burlington Sign Ordinance. The determination of
whether or not this application complies with all other requirements contained
in the sign ordinance shall be made by the Code Officer.
3. The applicant shall obtain a sign permit pursuant to Section Five of the Sign
Ordinance or this approval is null and void.
4. Any change to the signage shall require review by the South Burlington
Design Review Committee.
D) DESIGN REVIEW APPLICATION — STOREFRONT ALTERATION —
DORSET SQUARE ASSOCIATES, 150 DORSET STREET
This project consists of amending a previously approved 54,480 square foot
shopping center with four (4) buildings. The amendment consists of installing a
door and window on the north fagade of the southern wing of the main building,
150 Dorset Street.
This property located at 150 Dorset Street lies within the C 1 and CD 1 Districts. It is
bounded on the north by Market Street and several retail establishments, on the east
by Dorset Street and the several small residences that have been converted to office
use, on the south by the undeveloped land and several single-family residences, and
on the west by a restaurant.
The City Center Design Review Committee reviewed this proposal at their
6/25/01 meeting.
The Design Review Committee recommends that the Board approve the
application with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this
approval shall remain in effect.

City's Attorney whether there is a maximum number of days
specified in the State Statutes on local subdivision regulations
by which Preliminary Plat hearings can be continued. The City's
Attorney informed me that there is no time limit specified in the
regulations and that it is at the Planning Commission's
discretion at how long a public hearing will be continued before
making a decision. '
I brought this issue to the Planning Commission at the 12/6/88
meeting. There was no discussion on setting a specific date or
time limit for continuing the Preliminary Plat hearing for your
421 Dorset .Street project. Therefore, please regard this letter
as formal notification that the public hearing for your project
is still being continued. I would suggest, however, that too
much time not pass before coming back to the Planning Commission.
