HomeMy WebLinkAboutDR-00-25 - Decision - 0364 0366 0368 Dorset Street#DR-00-25 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, design review application of the South Burlington Realty Company for a master signage plan application for the property at 364, 366, and 368 Dorset Street which includes: 1) two double -sided, wooden, non -illuminated, freestanding signs each totaling 26 square feet employing gray, green, and blue colors 12 feet in height, 2) one luxan, double -sided, internally illuminated 29.1 square foot sign which employs a red background with white lettering, 3) five wooden, wall mounted signs each totaling 20 square feet to be mounted above the windows on 366 and 368 Dorset Street and employ tan, Hartford green, and Boysenberry, 4) one wooden, double sided sign directory to be mounted on the tower of the west facade of 368 Dorset Street totaling 28 square feet and employing gray, green, and blue colors , 5) one 18.87 square foot red, non -illuminated, wall mounted sign with a red background and white lettering on the west facade of 364 Dorset Street, 6) one 6.6 square foot, non -illuminated, wall mounted sign, with a red background and white lettering on the north facade of 364 Dorset Street, and 7) one 2 square foot "Fletcher Allen" wall sign on 366 Dorset Street, 364, 366, & 368 Dorset Street. On the 3rd of October, 2000, the South Burlington Development Review Board approved the design review application of South Burlington Realty Company under Section 4 and Section 23 of the South Burlington Sign Regulations based on the following findings: 1. This project consists of a master signage plan application for the property at 364, 366, and 368 Dorset Street which includes: 1) two double -sided, wooden, non -illuminated, freestanding signs each totaling 26 square feet employing gray, green, and blue colors 12 feet in height, 2) one luxan, double -sided, internally illuminated 29.1 square foot sign which employs a red background with white lettering, 3) five wooden, wall mounted signs each totaling 20 square feet to be mounted above the windows on 366 and 368 Dorset Street and employ tan, Hartford green, and Boysenberry, 4) one wooden, double sided sign directory to be mounted on the tower of the west facade of 368 Dorset Street totaling 28 square feet and employing gray, green, and blue colors , 5) one 18.87 square foot red, non -illuminated, wall mounted sign with a red background and white lettering on the west facade of 364 Dorset Street, 6) one 6.6 square foot, non -illuminated, wall mounted sign, with a red background and white lettering on the north facade of 364 Dorset Street, and 7) one 2 square foot "Fletcher Allen" wall sign on 366 Dorset Street, 364, 366, & 368 Dorset Street. 2. The owner of record is Randall Munson. Design Review Criteria: 3. Consistent Design: The overall proposed scheme for the property is cohesive, but does little to incorporate the existing signs of 364 Dorset Street. Since the proposed signs will be the majority of the signage, it is recommended that future alterations to the signs of 364 Dorset Street should bring 364 Dorset Street into better conformity with the proposed signs. The proposed blue, green, and gray or tan color scheme provides a cohesive color scheme for the property. These colors are utilized in adjacent properties such as Hawthorne Suites and M.T. Bellies. The existing red and white signs of 364 Dorset Street will not be consistent with the proposed scheme and it is recommended that future alterations improve these signs to match the color and material of the proposed signs. The proposed signs are wooden and similar to Pizzagalli's recently approved sign across San Remo Drive. The existing signs at 364 Dorset Street are plastic. The proposed wall mounted signs will be placed above the windows on 366 and 368 Dorset Street and on the tower structure at 368 Dorset Street. If the signs on 364 Dorset Street may in the future be replaced, new signs should be located above the window areas of 364 Dorset Street. The proposed master signage plan for 366 and 368 Dorset Street will create a consistent design for the property through its use of a consistent color scheme, materials, and indirect lighting. 4. Compatibility with City Center Goals: The master signage plan has a balanced variety of signs that are geared to the pedestrian and the motorist. The directional signs to be mounted on the building provide a human scale design element. The use of wood as opposed to plastic in the construction of the signs creates a wanner tone to the signs and promotes a high visual quality. The plastic signs employed at 364 Dorset Street are existing and no alterations are planned. The source of illumination of the proposed wall mounted signs should be hidden from view by the pedestrian. 5. Color, Texture, & Materials: The wooden signs promote a high visual quality. The majority of signs proposed are wooden signs. The existing signs are constructed of plastic and, while not promoting a high visual quality, are becoming increasingly common within the City Center. The gray or tan, blue, and green color scheme proposed for 366 and 368 Dorset Street is cohesive. The red and white colors for 364 Dorset Street are somewhat out of place with the rest of the property and future alterations should attempt to bring these signs into better conformity with the overall gray/tan, blue, and green color scheme. Additional Sign Ordinance Criteria: 6. Accurate Plot Plan: An accurate plot plan was not received depicting the locations of the signs. 7. Location of Features: The locations of the proposed signs have been noted on a site map in the master signage plan. This site map should be revised to include the wall signs currently existing at 364 Dorset Street. 8. Computation of Maximums: The applicant should revise the master signage plan to include a table calculating the maximum allowable size for each of the signs, the size and number of the signs proposed, and whether these signs are lit or not. This should be a one page summary that can be inserted into the master signage plan and referenced for future sign alterations. 9. Color Scheme: The color schemes for the free-standing signs at 366 and 368 Dorset Street are gray, blue, and green. The free standing sign at 364 Dorset Street is red with white lettering. Future alterations should perhaps address the contrast between the freestanding signs and consider using a cohesive color scheme. The wall signs proposed for 366 and 368 Dorset Street will utilize a gray, green, and blue scheme and a tan with either Hartford green or Boysenberry trim directional signs. The existing wall signs on 364 Dorset Street are red with white lettering. Future signs should employ green, blue, and either tan or gray as the three predominant colors as these are the three predominant proposed colors. 10. Letteringor Graphic Style: The proposed signs will employ a mix of dark block lettering on a lighter background and white lettering on a dark background. This proposed mix is about half and half. Future signs should keep this ratio. 11. Lighting: No lighting is proposed for the freestanding signs at 366 and 364 Dorset Street. The free standing sign at 364 Dorset Street is internally lit. Should the sign at 364 Dorset Street be altered in the future, it is recommended that this sign not be lit or be lit indirectly to better match the proposed signs. The wall signs at 366 and 368 Dorset Street will be indirectly lit with low voltage wall washing light with direct cut- offs above the signs. Staff recommended that these lights be 50 watts or less. The tower signs at 368 Dorset Street will be indirectly lit with 50 watt metal halide cut-off style fixtures. Staff recommended that all of these lights should be hidden in the landscaping and not visible to the pedestrian. 12. Location of Sins on Buildings: The majority of the wall signs on 366 and 368 Dorset Street will be directional type signs located along the tops of the first story windows. There will also be a signage tower at 368 Dorset Street on the southwest corner of the lot which will include signs mostly within the second story of the building. A wall mounted Fletcher Allen sign will be located on the south fagade of 366 Dorset Street. The building at 364 Dorset Street employs canopy signs. Should 364 Dorset Street alter these wall signs, it is recommended that the similar signs to those proposed for 366 and 368 Dorset Street be erected in a similar fashion above the windows. 13. Material: The signs proposed for 366 and 368 Dorset Street are to be made of wood. The signs at 364 Dorset Street are constructed of plastic. Future alterations should utilize the predominant material, wood, in sign construction. 14. Sign Proportions: The applicant did not submit the size of all of the signs on the property and therefore staff was unable to determine the relation of the proposed signs to those existing. 15. Consent: The application includes the consent of the agent of the property owner. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves design review application #DR-00-25 of South Burlington Realty Company for: 1) two double -sided, wooden, non -illuminated, freestanding signs each totaling 26 square feet employing gray, green, and blue colors 12 feet in height, 2) one luxan, double -sided, internally illuminated 29.1 square foot sign which employs a red background with white lettering, 3) five wooden, wall mounted signs each totaling 20 square feet to be mounted above the windows on 366 and 368 Dorset Street and employ tan, Hartford green, and Boysenberry, 4) one wooden, double sided sign directory to be mounted on the tower of the west fagade of 368 Dorset Street totaling 28 square feet and employing gray, green, and blue colors, 5) one 18.87 square foot red, non -illuminated, wall mounted sign with a red background and white lettering on the west fagade of 364 Dorset Street, 6) one 6.6 square foot, non -illuminated, wall mounted sign, with a red background and white lettering on the north fagade of 364 Dorset Street, and 7) one 2 square foot "Fletcher Allen" wall sign on 366 Dorset Street, 364, 366, & 368 Dorset Street, as depicted on an eleven (11) page set of plans, page one entitled "Sign Master Plan 368 Dorset Street South Burlington, Vermont", prepared by Rabideau Architects, dated September 8, 2000 with the following stipulations: 1. This recommendation for approval of the proposed sign design is based solely on the application's compliance with the design review criteria contained in Section 4 of the South Burlington Sign Ordinance. The determination of whether or not this application complies with all other requirements contained in the sign ordinance shall be made by the Code Officer. 2. Section 23 of the Sign Ordinance requires that a master signage plan be submitted for any lot within the Dorset Street/City Center Sign District. Prior to issuance of a sign permit, the applicant shall revise the master signage plan to: a) Include the approved wall signs of 364 Dorset Street. b) Include an accurate plot plan depicting the locations of all signs. c) Include a table computing the maximum allowable size for each of the signs proposed, the size and number of the signs proposed, and how each sign is lit. d) Include proposed landscaping for all ground mounted lights. e) Include raised borders round the "medical office" wall signs. 3. The applicant shall eliminate the "Redemption" and "Entrance" wall signs from the north fagade of 364 Dorset Street within one year of approval by the Development Review Board. 4. Final design of each sign proposed for 366 and 368 Dorset Street may be approved by the Director of Planning and Zoning provided each sign complies with the approved typical (i.e. dimensions, colors, material, location of the free-standing signs, elevation of the wall signs, and lighting). Any change to the sign typical shall require review by the Design Review Committee. Any changes to the signs of 364 Dorset Street shall require review by the Design Review Committee. lz:?
