Meeting minutes for 01/24/2019

Attending: David Crawford (Chr), Duncan Murdoch, Linda Chiasson and Lisa Yankowski
Missing: Betty Milizia, Ashley Parker, Alyson Chalnick and Laura Williams

1) David reviewed emergency procedures.
2) Additions/deletions or changes to the agenda- none.
3) We did not have any public participants.
4) No committee updates or announcements.
5) David presented a letter from committee member Alyson Chalnick. She has decided to
recuse herself from NRC involvement pertaining to the Dorset Meadows Development.
Her husband is one of the residents named in a lawsuit filed against the
development. She is concerned her involvement and personal feelings may be a
perceived conflict of interest.
a. David had sent a copy of the draft of our letter to be presented to the
Development Review Board (DRB) regarding the Dorset Meadows
Development. Lisa questioned the part about the Act 250 review with the
reminder this is a state level decision. David reiterated that the developer is
willing to have us be involved in the process.
- Linda made a motion to accept the letter. Duncan 2nd. Approved unanimously.
b. Marla & the SB city attorney will be attending a future meeting.
c. We have a tentative meeting to go to the DRB. The NRC would like to be more
involved in the review process for future development in South Burlington.
i. – David, Duncan, and possibly Betty, will be drafting the position letter
for the DRB.

Our next meeting is February 6, 2019 at 6:00pm- SB City Hall

Subject:Working group to draft letter to DRB
Dear NRC Members,
I hope you are all enjoying the weekend.
Pursuant to the city’s recently adopted conflict of interest policy, I am going to recuse myself from continuing to work
directly on drafting the letter to the DRB with respect to Dorset Meadows. This is on the basis that there may be a
perception – by reason of my husband’s involvement and my former involvement with a group that has hired an
attorney to oppose Dorset Meadows – that the matter has “significant importance” to me in a “non-financial
way”. While I do not truly believe that the matter is more important to me than dozens of other residents that have
expressed deep concern over DM, I am recusing myself to remove any appearance of conflict.
Additionally, I will abstain from voting on the draft of the letter at the NRC meeting on January 24th.
