Call to Order. The meeting was called to order at 5:45. Everyone introduced themselves. The agenda was reviewed and a discussion regarding the next meeting as well as elections was added to the agenda. 2.Opportunity for Public Comment. There were no members of the public present and no public comments. 3.Review Purpose of the Committee and Open Meeting Requirements. I. Blanchard reviewed the importance of the charge of the committee as provided in the Council Resolution Establishing the Committee (see attached). I. Blanchard also reviewed the State Open Meetings Laws. She stressed the importance of the purposes: that the committee activities are transparent; that there is an opportunity for the public to be engaged; and that there is a record of committee activities and actions. She explained that the City will take care of many of the requirements such as warning meetings (generally posted on Friday; agendas should be finalized the Thursday before a meeting), taking minutes and posting them (minutes need to be posted within 5 days of a meeting). Committee members need to be careful not to discuss committee business if there is a quorum outside of a meeting. In addition, electronic (written communication) is limited to scheduling meetings, setting agendas, and distributing material to review for a meeting. If the open meeting law is violated, the important thing is to report it immediately, so that it can be corrected. 4.Review Draft Bylaws. S. Cover reviewed the draft bylaws (see attached). They include typical bylaws clauses and incorporate language from the Council resolution. 5.Quick Overview of Market Street. I. Blanchard provided a quick overview of Market Street project pointing out potential areas for art including a particularly wide landscaping area at Market and Dorset Street, utility infrastructure, a plaza like space by the stormwater pond, tree boxes or pits and bump outs. The Committee also looked at the 3-D visualization (accessed on www.sburl.com) which incorporates the engineered plans for Market Street. The Committee asked to see a large print out which could be written on and the 3-D files at the next meeting. The Committee asked about incorporating art into the plans. I. Blanchard explained that there is still time to incorporate art into the plans, probably until the fall. I. Blanchard also explained that any opportunities identified by the Committee would be vetted by the project engineers to ensure that they were feasible and ascertain if there were any technical requirements that also needed to be met. 6.Discuss Potential Art Selection Process. I. Blanchard explained that there are a variety of means by which art is selected. The important thing is that the process is fair (everyone has the same information) and impartial (everyone is held to the same standards/criteria), the public is engaged and has an opportunity to provide input into the process and the proposed work is vetted for durability and maintenance. She has seen processes that have a call for artist and processes that have a call for art. Sometime calls for artists are more successful because there is less of an investment on the part of the artist. Processes may be two step, where the call for artists results in a few artists asked to develop and submit concepts. 7.Other Business. Elections will be held at the next meeting which was set for June 7th at 5:30 PM. 8 Adjourn. The meeting adjourned at 7:25 PM.
