Subject: RE: vehicle washing
Paul,
I spoke with George (copied onto this email) about your proposal to connect a small area of the parking lot to the
municipal wastewater system and send the vehicle washwater to the wastewater treatment plant. George
indicated that this solution would be feasible. However, in order to fully evaluate this solution we will need the
following:
• Provide an estimate of the water that will be flowing to the plant (this includes the stormwater and
washwater. You can use the average annual precipitation x surface area flowing to the CB connected to
the municipal system for the stormwater volume. For the washwater volume you'll need to estimate the
average amount of water used per vehicle wash x the number of vehicles washed in a year).
. Meet with George and Julie -Beth Hinds to discuss a wastewater allocation for this volume of water. There
will be a fee associated with this allocation.
• Provide a sketch showing the improvements that will be made at the site.
• Provide a timeline of when these improvements will occur.
If you have any questions, please call 'me at 658-7961 x108.

Subject: vehicle washing
Hi Paul,
Thank you for taking the time to meet with me this morning to discuss the illicit discharge (vehicle washing)
that is occurring at the COCo facility on San Remo Drive. I spoke with Jim Pease at ANR briefly about
requirements I have under the MS4 permit to find and eliminate illicit discharges. It does not appear that
there will be a problem if the fix is not implemented within 30 days, however, the permit requires that I
show progress is made towards a solution once an illicit discharge is discovered. Thus, I think we are
within the permit requirements if we continue to move forward on a timeline that would implement the
collection system you described this morning by spring/early summer 2007. 1 left a message with George

Re: Drainage Calculations for COCO - South Burlington
Project #: 2007017
Checked By: Robert J. Gallo, E.I.
In order to determine the daily average stormwater runoff, the Rational Formula was used:
Q = C*I*A
Where: Q = peak runoff rate [cubic feet per second (cfs)]
C = dimensionless runoff coefficient used to adjust for abstractions from rainfall
10.95 for an asphalt drive]
I = rainfall intensity for a duration that equals time of concentration of the basin
[0.003775 inches per hour (in/hr) based on the National Climatic Data Center
average annual precipitation from 1895-2006 for the Burlington International
Airport of 33.07 inches, 0.133 in/hr for 10-year 24-hour rainfall event for
Chittenden County, 0.171 in/hr for 25-year 24-hour rainfall event for Chittenden
County)
A = basin area (0.080441 acres)
Based on the Rational Formula, the daily flow based on the average annual
precipitation is 186 gallons per day (gpd).
The following calculation was performed as a check (it does not account for the
infiltration capabilities of the surface):
33.07 inches*(1 ft/12 in)*(3,504 sq. ft.)*(7.48 gal/cu. ft.)/(365 days) = 198 gpd
Based on the Rational Formula, the peak flow from a 10-year, 24-hour rainfall event is
6570 gpd and the peak flow from a 25-year, 24-hour rainfall event is 8445 gpd.
