She suggested the amount of the bond be set by the City Planner after the forester's report is received. Ms. Perkins noted the Fire Chief has asked that the driveway be expanded from 24 to 30 feet. The Chief said plans are coming back from the State with comments that BOCA regulations require drives be 30 feet where equipment must be set up to protect a building. Mrs. Lefleur suggested the Chief could write a letter saying that with the additional access and the 3 hydrants on the property, the 24-foot drive was OK. Based on the formula for intersection improvements at Kennedy Drive/Hinesburg Rd, this project would be assessed $7,968. Mr. Dooley asked if direct intersection improvements can be requested. Mrs. Lefleur said they can't require off -site im- provements on a site plan. Mr. Burgess then questioned whether the Commission can undertake its own traffic study to determine whether a right turn lane should be required. He said he was concerned about left turns in from people heading west and also right turns in and out of Timberlane. A poll of Commission members showed that a majority wanted such a traffic study. Mr. Brush said he felt this was going beyond the law and didn't feel it was fair to hold them up. Mr. Dooley moved that the site plan application of Timberlane Medical Center be continued to allow the opportunity for a traffic study by Craig Leiner of the Regional Planning Com- mission. The study is to analyze whether an acceleration or deceleration lane, or other similar traffic access improve ments, shall be required. The Planner shall report to the Commission if the report cannot be concluded in time tofallow the Commission to act on the site plan application within the 60-day time period. Mr. Burgess seconded. Motion passed unanimously. 3. Site Plan application o Phil Hathaway nd Thomas Weaver to convert a residence to an ins -estate office and a car rental business at 1272 Airport Drive Mr. Weaver explained this is the 2nd house on the right from the Airport exit. The Zoning Board has given a variance for the insurance/real estate business. The car rental is permitted. He said there will be no more than 15 cars on the lot (in the approved parking spaces). The insurance and car rental will be the main uses. Mr. Burgess asked if the applicant would object to limiting the number of rental cars on the lot to 4. Mr. Hathaway said it would be OK. A con - census of the membership was for 10 pa parking spaces. Mr, Szymanski has requested saving a large number of good trees, and limiting the number of parking spaces will help accomplish this. Mr. Caron explained this is the location of the former hc.�-�e. They have several autobody shops in the area and have out -- grown their Williston site. The lot will be very attract _ ve and well -kept. Muddy Brook gully is behind the building. There will be 27 parking spaces along the building, and t— entrance will be from Williston Rd. The usable frontage --f; access is narrow (100 feet). The access drive will be 32 wide. There will be good circulation around a center isle:. Lights will be downshielded. Chief Goddette's verbal comments to me were as follows: 1) the applicant needs 3 hydrants on the property to be located by the Fire Department. 2) The new circulation drives adjacent to the new addition shall be at least 30 feet in width to set up fire equipment. Sewer allocation: A sewer allocation of 750 gallons per day (50 new employees x 15 gallons/person/day) is required for this expansion. The $2.50 per gallon fee must be paid prior to permit. No permits will be issued until capacity is available at the Airport Treatment Plant which is expected in the fall. 3) UNIVERSITY MALL, DORSET STREET Request from Finard & Company to remove the requirement that Dorset Street be widened prior to issuance of building permit for Phase II of the University Mall expansion. Their argument is that they need this stipulation removed because they cannot secure a lease if they have no definite date of opening. See enclosed information from Finard and Company. If this request is granted Finard and Company has proposed to pave Dorset Street and add a turning lane at the Williston Road/Dorset Street intersection, providing a continuous right turn lane to help alleviate traffic congestion. Joseph Oppenlander of Trans/Op has performed a traffic study (see enclosed) that demonstrates that "no adverse traffic impacts are anticipated from the proposed expansion of University Mall in accordance with the volume data of record submitted the time of application." The study shows that no intersection will become lower than level of service C using the operational method due to the University Mall Phase II expansion. Craig Leiner will be at the meeting to offer comments and recommendations to the Planning Commission. Recent State Legislation shows Dorset Street to be on the agenda to be finished in 1988. University Mall wants to open in the spring of 1989, at least their anchor store. 4) PHIL, HATHAWAY & THOMAS G. WEAVER, 1272 AIRPORT DRIVE Mr. Hathaway and Mr. Weaver propose to convert an 1100 square foot, house to use as an insurance/Real Estate/Auto rental -lease office. This 13,900 square foot lot is located in the Airport District and is grandfathered and therefore lot size and setbacks are waived. Lnsurance/Real Estate Office use is not a permitted use. Mr. Hathaway & Mr. Weaver received a Zoning Board variance L for this use. Auto rental is a permitted use. See zoning minutes Access: Access is shown via a 20 foot wide driveway off Airport Drive. Parking: 15 parking spaces are shown kt 7 feet by 13 feat. We require a minimum dimension of 9 feet by 18 feet for parking spaces. Only 5 parking spaces are required if the whole use was office oriented. For auto rental use, 1 space is requir-ed for every 500 square feet of building aeparmte from any vehicle storage spaces. The applicant shall increase the size of the parking spaces to meet city standards. The applicant shall also indicate on the plan how much of the building and parking shall be used for each use. Circulation: The 2-way circulation give shall be at least 24 feet wide (making they parking lot totikl width 60 feet). This would not make the plan exceed coverage requirements. Landscaping: A landscaping bond of $1000.00 shall be posted prior to permit. Traffic: This lot is not in a traffic overlay zone and thus the overlay does not apply. Sewer allocation: A sewer allocation �)f 60 gallons per day shall be obtained prior to permit.
