HomeMy WebLinkAboutSD-99-36 - Decision - 0345 Dorset Street#SD-99-36 FINDINGS OF FACT & DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Finding of Fact, final plat application of Dorset Holdings, Inc. to amend a planned unit development consisting of 24 multi -family units in three (3) buildings, 345 Dorset Street. On the 20' day of July, 1999, the South Burlington Planning Commission approved the final plat application of Dorset Holdings, Inc. to amend a planned unit development consisting of 24 multi- family units in three (3) buildings under Section 204 of the South Burlington Sudivision Regulations, based on the following findings: 1. This amendment consists of converting garage space for one of the units to 500 square feet of general office use or one (1) additional dwelling unit. This project was approved on 10/21/97 The only issues affected by this application are coverage, parking, sewer and traffic. 2. This property located at 345 Dorset Street lies within the CD3 and R4 Districts. It is bounded on the north by residences, on the west by Sherry Road and residences, on the south by a residence and office building, and on the east by Dorset Street. 3. The owner of record of this property is Dorset Holdings, Inc. 4. Coverage: Building coverage is 27% (maximum allowed is 50%). Overall coverage is 76% (maximum allowed is 80%). 5. Parking: A total of 56 parking spaces are required for the multi -family project and 56 spaces are proposed. A bike rack is provided as required under Section 26.253(b) of the zoning regulations. 6. Sewer: The additional sewer allocation needed is 150 gpd. The applicant will be required to pay the per gallon fee prior to permit issuance. 7. Traffic: ITE estimates that the proposed office use will generate 0.75 additional vehicle trip ends and the additional dwelling unit 0.72 additional vehicle trip ends during the P.M. peak hour. The applicant should be aware that the road impact fee is zero (0). DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the converting garage space for one of the units to general office use or one (1) additional dwelling unit, as depicted on a two (2) page set of plans, page one (1) entitled, "Dorset Holdings, Inc. 345 Dorset St. Site Plan South Burlington, Vermont," prepared by Civil Engineering Associates, Inc., dated July, 1997, last revised 5/25/99, with the following stipulations: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the office will generate 0.75 additional vehicle trip ends during the P.M. peak hour, and the additional dwelling unit will generate 0.72 additional vehicle trip ends during the P.M. peak hour. 3) The Planning Commission approves a sewer allocation of 150 gpd. The applicant shall be required to pay the per gallon fee prior to permit issuance. 4) The final plat plan (Sheet 1) shall be recorded in the land records within 90 days or this approval is null and void.
