HomeMy WebLinkAboutDR-05-09 - Decision - 0345 Dorset StreetCITY OF SOUTH BURLINGTON DEPARTMENT OF PLANNING AND ZONING DORSET HOLDINGS, INC. — 345 DORSET STREET DESIGN REVIEW APPLICATION #DR-05-09 FINDINGS OF FACT AND DECISION Dorset Holdings, Inc., hereinafter referred to as the applicant, is seeking design review approval for a master sign permit for a single, free-standing sign at the Beacon Row Townhouse Complex, 345 Dorset Street. The Design Review Committee reviewed this proposal at their December 19, 2005 meeting and recommended approval. The Development Review Board met on December 20, 2005. Based on testimony provided at the above mentioned public meeting and the plans and supporting materials contained in the document file for this application, the Development Review Board finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant, is seeking design review approval for a master sign permit for a single, free-standing sign at the Beacon Row Townhouse Complex , 345 Dorset Street. 2. The Design Review Committee held a meeting to review this proposal on December 19, 2005. 3. The property is located in the Central District 3 (CD3) Zoning District. 4. The owner of record of the subject property is Dorset Holdings, Inc. 5. Along with the application, the applicant submitted a plot plan showing sign location and landscaping, proposed sign dimensions, design parameters including fonts, colors and materials, and lighting options and lighting cut sheets for other parts of the property (previously submitted). Size 6. The size of the proposed sign is 14.66 square feet in size and 69" tall (5' 9"), which is well within the square footage and height limits for the district. Setbacks 7. Section 9(h) of the Sign Ordinance requires signs within the City Center district to be located within a "sign corridor" that runs 16' west from the edge of the Dorset Street right of way. The farthest extent of the proposed sign would be exactly 16' west of the edge of the right of way, so this standard is being met. - 1 - Landscaping 8. The plan attached with the applicant shows a landscaped area near the sign base. This landscaping plan was previously approved by the Development Review Board. The new landscaping around the sign is sufficient and appropriate. Lighting 9. The applicant has previously gained approval for light fixtures elsewhere on the property. The applicant proposes a ground -mounted fixture on either side of the sign. The other is a gooseneck -mounted landscape light that would have one fixture illuminating either side of the sign. Section 21(h) of the Sign Ordinance states, "....fixtures shall not include bare bulbs, and fixtures shall not make bare bulbs or other direct light sources visible to persons viewing a sign". City Center Standards 10. Section 6 of the Sign Ordinance has four criteria for signs in this district: consistent design; promote city center goals; color and texture; and materials used. a) Consistent Design: This sign design uses specific treatments that reference the Beacon Hill Townhouse buildings, such as using the same paint colors as the trim and siding on the townhouses. b) Promote City Center Goals of Pedestrian Orientation and High Quality: The use of copper and wood accents and the quality lighting design, and the scale of this sign (smaller and lower than allowed) both promote a high -quality, pedestrian orientated look for the property. c) Color and Texture: The red and copper accents are compatible with the brick, tan and white colors of the townhouses and form a harmonious overall scheme. d) Materials Used: As stated above, copper and wood are good choices of materials for the City Center and promote a quality appearance. Other 11. Any further signage or minor changes to the freestanding sign shall be consistent with the following parameters: • White or tan backgrounds • Copper, tan, or red accents and trim • Bodoni Block or Trajan Prop Boild fonts Brackets and structural supports either powder coated or painted to match the background colors. WM r r DECISION Motion by b-NJ _G UU (0 bq , seconded by C�14 44 D56 4 , to approve Desigln Review Applic tion #DR-05-09 of Dorset Holdings, Inc., subject to the following conditions: 1) All previous approvals and stipulations shall remain in full effect, except as amended herein. 2) This sign shall be completed as shown on the plan submitted by the applicant, dated 12/19/05 and on file in the South Burlington Department of Planning and Zoning, with ground -mounted lighting. 3) The applicant shall apply for a sign permit before sign is erected. 4) The Design Review Committee shall stipulate that any subsequent signs require Design Review prior to approval, and that the materials, fonts, colors, and treatments used on the free-standing sign be utilized for any and all other signs on the property.
