FINDINGS OF FACT & DECISION

Re: Findings of fact, Design Review application #DR-oi-14 of Edgar Welch to amend
a previously approved master sign plan to replace a 40" x 70" Caswell sign with a 21"
x 37" oval sign, 34o Dorset Street.
On the 16`h day of October zoos, the South Burlington Development Review Board
approved the request of Edgar Welch for sign design review approval under Section 4
of the South Burlington Sign Ordinance based on the following findings:
i. The owner of record of this property is Edgar Welch.
z. The application reviewed is for a reduced -size sign with same design,
materials, shape and colors as the sign reviewed on May 14`h. This application
is consistent with the sign design criteria in all respects except for size. To
remedy this issue, instead of the 40" x 70" oval previously proposed, the
applicant is now proposing a 21" x 37" oval. This is a reduction in size from i9
sq. ft. to 5.4 sq. ft. This is consistent with the Design Review Committee's
direction to the applicant.
3. Staff did recommend, pursuant to prior permit conditions and discussion, that
the approval be explicitly conditioned to prohibit external lighting of this sign.
The applicant should also submit a clean copy of the Master Signage Plan that:
a) states that there will be no external illumination of the Caswell sign; and b)
corrects the title to read "Master Signage Plan for 338 and 34o Dorset Street."
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Development Review
Board approves design review application #DR-or-14 of Edgar Welch to amend a
previously approved master sign plan to replace a 40" x 70" wall sign for Caswell
Credit Union with a 21" x 37" oval sign, 34o Dorset Street, as depicted on a two (z)
page application entitled, "Master Signage Plan for 338-339 and 34o Dorset Street",
date received stamped September 20, zooi, with the following stipulations:
i. All previous approvals and stipulations that are not superseded by this
approval shall remain in effect.
z. This approval of the proposed sign design is based solely on the application's
compliance with the design review criteria contained in Section 4 of the South
Burlington Sign Ordinance. The determination of whether this application
complies with all other requirements contained in the sign ordinance shall be
made by the Code Officer.

3. Prior to application for a Sign Permit, the applicant shall revise the cover sheet
of the Master Signage Plan to: a) explicitly state that there shall be no exterior
lighting of the Caswell Credit Union sign, and b) remove "339" from the title
of the plan, and submit the corrected cover sheet to the Department of
Planning & Zoning.
4. The applicant shall obtain a sign permit pursuant to Section five of the Sign
Ordinance, or this approval shall be null and void.
5. Any change to the master signage plan shall require review by the South
Burlington Design Review Committee and approval by the Development
Review Board.
