SITE PLAN APPLICATION #SP-16-27 FINDINGS OF FACT AND DECISION Site plan application #SP-16-27 of Paul R. Morwood to amend a previously approved plan for an 864 sq. ft. building used for general office use. The amendment consists of constructing a 36 sq. ft. deck and stairs to replace the existing steps to the front entry, 333 Dorset Street. Based on the plans and documents contained in the document file for this application, the Administrative Officer finds, concludes, and decides the following: FINDINGS OF FACT 1. The applicant, Paul R. Morwood, is seeking to amend a previously approved plan for an 864 sq. ft. building used for general office use. The amendment consists of constructing a 36 sq. ft. deck and stairs to replace the existing steps to the front entry, 333 Dorset Street. 2. The owners of record are Paul R. & Anne H. Morwood. 3. The subject property is located within the City Center Form Based Code District (FBC), Transect 4 4. The application was received April 20, 2016. 5. The submitted plan is titled "Site Plan for Professional Office of Paul Morwood 333 Dorset Street So. Burlington, Vermont," prepared by Vermont Land Surveyors, dated 2/2/90, and last revised on 03/11/90. Zoning and Dimensional Requirements 6. The proposed deck and stairs are not considered buildings so therefore they are not subject to the BES requirements. Form Based Code Requirements 7. This project will alter the site of a non -conforming structure in the FBC by constructing a new deck and stairs to the front entrance and relocating an existing shrub. 8. The changes proposed do not meet the established thresholds for compliance with the FBC Building Standards of an existing non -conforming structure. SITE PLAN REVIEW STANDARDS Access to Abutting Properties SP-16-27 9. No reservation of land is required. Utility Services 10. No changes to utility services proposed. Disposal of Wastes 11. No dumpsters existing or proposed. Parking 12. No changes to the parking area is proposed. A minimum of two (2) spaces is required and five (5) spaces are being provided. A bike rack is required to be provided and none is shown on the plan. The plan should be revised to include a bike rack. Landscaping, Screening, and Open Space 13. The only change to landscaping is the relocation of a shrub along the front of the building. DECISION Based on the above Findings of Fact, the Administrative Officer hereby approves site plan application #SP-16-27 of Paul R. Morwood, subject to the following conditions: 1. All previous approvals and stipulations not superseded by this approval will remain in effect. 2. This project must be completed as shown on the plan and on file in the South Burlington Department of Planning and Zoning. 3. The plan shall be revised to show the changes below and shall require approval of the Administrative Officer. Three (3) copies of the approved revised plan shall be submitted to the Administrative Officer prior to permit issuance. a. The plan must be revised to show a bike rack. 4. The applicant must obtain a zoning permit within six (6) months pursuant to Section 17.04 of the Land Development Regulations or this approval is null and void. 5. Prior to issuance of a zoning permit, the applicant must submit to the Administrative Officer a final set of project plans as approved in digital (PDF) format. SP-16-27 6. The applicant must obtain a Certificate of Occupancy from the Administrative Officer prior to the use of the new deck and stairs. 7. Any change to the site plan will require approval by the South Burlington Development Review Board or the Administrative Officer.
