HomeMy WebLinkAboutDR-11-04 - Supplemental - 0330 Dorset StreetMEMORANDUM TO: South Burlington Development Review Board FROM: Cathyann LaRose, AICP, Associate Plannel- RE: Agenda Item #3, David Rivoire & Church of Christ, 330 Dorset Street DATE: June 2, 2011 David Rivoire, hereafter referred to as the applicant, is requesting a new master sign permit for the property at 330 Dorset Street. The Design Review Committee was unable to review the application and so the Development Review Board should review the application as part of a public hearing. Pursuant to Section 6 of the City of South Burlington Sign Ordinance, the erection, alteration, or relocation of any sign within this district shall require design review by the South Burlington Design Review Committee (DRC) and Development Review Board (DRB). Section 8 of the Sign Ordinance requires all property owners within the DS/CC Sign District to obtain a Master Signage Permit. The applicant has submitted a photograph of the existing sign, as well as a hand -drawn sketch done in black and white, with text used to identify the proposed colors and materials. The applicant has also submitted a narrative describing the proposed signage. DESIGN REVIEW CRITERIA In reviewing an application for signage, the DRB shall consider the following: (a) Consistent Design The design of a sign must be compatible and harmonious with the design of buildings on the subject property and nearby. The design of all signs on a property shall promote consistency in terms of color, graphic style, lighting, location, material 575 Dorset Street South Burlington, VT 05403 tel 802.846.4106 fax 802.846.4101 www.sburl.com and proportions. These criteria are elaborated in additional sections of the ordinance, stated below in this report. (b) Promotion of City Center Goals Signs within the DS/CC Sign District should be of high aesthetic quality and pedestrian oriented. (c) Color & Texture A maximum of 3 colors is encouraged. The applicant is proposing that signs be limited to black or blue lettering. The background will be white on all signs. Staff recommends that no more than two different shades of any one color shall be used in any combination of signs on the property at the same time. Staff recommends that no more than three font types be used on the property at any given time. (d) Materials Used The applicant has stated that the sign will be marine -grade plywood, painted in white. This is a hardy material, and common in the district. The signs are not proposed to be lit internally. All signs shall be sturdy and weather -resistant. Pursuant to Section 20 of the Sign Ordinance, all signs shall be of substantial and sturdy construction, kept in good repair, and painted or cleaned as necessary to maintain a clean, safe, and orderly appearance. This criterion shall be enforced. All signs shall be kept in good repair; landscaping surrounding the freestanding signs shall be kept trimmed and neat and shall not obscure the text of the signs. This criterion shall be enforced. (e) Wall Mounted Signs Section 10 of the Sign Ordinance governs the size and location of wall -mounted signs and shall be enforced by the Code Officer. Pursuant to Table 10-1 of the Sign Ordinance, a wall -mounted sign for a multi -tenant building or a multi -building lot with a master signage permit in any district with freestanding or landscape sign shall not exceed 15% of the area of the facade to which it is attached or 100 sq. ft., whichever is smaller. Pursuant to Table 10-1 of the Sign Ordinance, the total area of all wall -mounted signs on the subject property shall not exceed 10% of the area of principal public falpade of each building. Section 10(c) states that a wall -mounted sign shall not project above the roof or parapet of the building nor below the top of any first floor doorway unless permitted through the design review approval process. Pursuant to Section 10(d), a wall -mounted sign shall not cover any opening or project beyond the top or end of any wall to which it is attached. Section 10(g) stipulates that a wall -mounted sign shall not project from the wall in excess of 9". The wall -mounted signs proposed are in compliance with these standards. They shall follow the same color and material guidelines as the freestanding signs. (0 Freestanding Signs Section 9(h) states that free-standing signs along Dorset Street are to be located in a sign corridor that begins adjacent to the road Right -of -Way and runs sixteen (16) feet from the edge of the Right of Way toward the building face. This criterion is being met. Section 9(h) states that free-standing signs in the Dorset Street/City Center District may not exceed thirty-two (32) square feet in overall dimensions and may be no higher than twelve (12) feet, measured from the average finished grade at the base of the sign to the highest point of any part of the sign structure. This shall be enforced by the Code Officer. Church of Christ 330 Dorset St. So. Burlington, Vt. 05403 Tel. 802-864-7939 Re: plan for new free-standing sign in front of 330 Dorset Street Our present free-standing sign is almost seventeen years old and needs replacing. The existing sign pictured on the attached photo page is 54" tall and 48" wide. We would like to use the same shape, the same white background also on 3/4" marine plywood (which has held up well over the last seventeen years), and we would go back again with either dark blue lettering (our preference) or black lettering. As you are able to see from the sketch of the area in the front of our building the present free-standing sign is situated approximately in the middle of the grass north to south, as well as being centered in front of that section of our building that comes closest to Dorset St. The bottom of the present free-standing sign is only 14" off the ground and we would like to lift the new sign so that it is approximately 30" off the ground. As we did in 1994, we would again like to use pressure -treated 4x4's as the posts for the new sign. Additionally we would like to add 6" to the top of the sign to accommodate our address in somewhat smaller letters (330 Dorset Street) curving across the top of the sign (as you can also see in the photocopy attached). As a part of the master signage plan we should also mention that we have a flat sign fastened flat to the front of our building which contains a Bible verse, schedule of times of worship and the church phone number. That sign (which was installed in 1994) and measures 42" x 66" has a white background (just like that section of our building where it's attached) and it has black lettering. -- - - _'_- - OE - __ W { C June 16, 2011 Re: #DR-11-04 Dear Applicant: Enclosed, please find a copy of the Findings of Fact and Decision rendered by the Development Review Board concerning your recent application.
