HomeMy WebLinkAboutDR-01-17 - Decision - 0205 Dorset Street#DR-01-17 FINDINGS OF FACT AND DECISION STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Application of Barlo Signs seeking design approval for a master signage plan at 205 Dorset Street. On the 4t' of December, 2001, the South Burlington Development Review Board approved the request of Barlo Signs for design review approval under Section 23 of the South Burlington Sign Ordinance based on the following findings: 1) This project consists of amending a master signage plan including: 1) removal of existing 10'/2"x 7'6" neon channel letters and replace with new letters, 2) replace the face of existing 12"x 36" box sign, 3) replace the face of an existing ATM wall sign 12"06", and 4) replace the face of a panel on an existing freestanding sign, 12"x48.1", and 5) the addition of window signage. 2) The owner of record is Peter Jacob. 3) This property located at 205 Dorset Street lies within the CI District. It is bounded on the east by Dorset Street on the north, south and west by commercial development and parking. DESIGN REVIEW CRITERIA FREESTANDING SIGNS 4) Computation of maximum allowable size: "Freestanding signs may not exceed 32 square feet in overall dimensions and may be no higher than 12 feet... " [Section 8 (e) (4) South Burlington Sign Ordinance]. The sign as currently in place is 32 square feet, 12 feet high. 5) Consistent Design: The freestanding sign is internally illuminated aluminum frame sign, with acrylic faces. 3/8 of the sign face remains white with dark lettering, which does not comply with the City of South Burlington's Sign Ordinance. Currently the Sign Ordinance is under review. A+ Paging's non -complying sign will be addressed at a later date. 6) The signposts are natural wood, with gray color and texture to match the building exterior. 7) The design of the sign faces is consistent with City Center goals. The graphics are pedestrian oriented and aesthetically pleasing. The blue background is attractive and complements the existing Rushford Family Chiropractic and Allstate Insurance signage. The base of the sign is attractively landscaped. WALL SIGNS 8) Computation of maximum allowable size, "Maximum total of all wall signs shall not exceed 5% of the signable wall area or 100 square feet, whichever is smaller." [Section 9 (c) South Burlington Sign Ordinance]. On the main building, the signable wall area is 14'x 60', or 840 square feet. The ATM building has a sign area of 8'x 20' or 160 square feet. The total signable wall area for this property of 1,000 square feet yields a maximum wall sign area of 50 square feet. 9) There are four wall signs currently in place. Two internally illuminated cabinets on the west wall of the main building are each 4'x 4', for 16 square feet, for a total area of 32 square feet. The sign with individual internally illuminated letters on the south side of the ATM building is I'x 11', I I square feet. One 1'x 3' rectangular painted sign panel on the north side of the ATM building is 3 feet square. The grand total of existing wall signs is 46 square feet. 10) Barlo Signs proposes to replace the existing signage for Howard Bank within the same envelope of the current signage. They do not propose to change the square footage of the wall signage. 11) The City of South Burlington does not regulate window signs if they are less than 25% of the opening and if they are on the inside of the window. 12) The proposed window sign is 5% of the opening, and proposed placement is on the window interior. Additional Sign Ordinance Criteria: 13) Location of Features: The plans show the proposed location of signage. 14) Computation of Maximums: Included in the application are the number and size of the proposed signs, and the maximum allowable size 15) Color Scheme: The signs on the property use a variety of colors. The blue of the proposed replacement panel in the freestanding sign is similar to the blue for the Allstate Insurance portion of the sign. The wall signs use both cut letters and a sign box, both utilizing white and blue. 16) Letteringor r Graphic Style: The wall signs are internally illuminated. The proposed wall sign utilizes cut-out letters and a sign box on opposite faces of the building. The freestanding sign utilizes block lettering and script. 17) Lighting: The signs on this property employ internal illumination. 18) Location of Sims on Buildings: The wall signs are located below the roofline. 19) Material: The majority of the wall signs employ a plastic or luxan material. 20) SigLi Proportions: All proposed signs meet the dimensional requirements. 21) Consent: The owner of the property signed the design review application submitted. 22) Existing Signs Not Conforming: One -A+ Paging N C I �J tj DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Development Review Board approves design review application #DR-01-17 of Barlo Signs. to: 1) remove existing 10 '/Z"x 7'6" neon channel letters and replace with new letters, 2) Replace the face of existing 12"06" box sign, 3) Replace the face of an existing ATM wall sign 12"06", 4) Replace the face of a panel on an existing freestanding sign, 12"x48.1", and 5) add window signage at 205 Dorset Street, as depicted on a three (3) page set of plans and diagrams, page one entitled `BANKNORTH Dorset St. So. Burlington, VT", prepared by Barlo Signs, with a date of 9/25/01with the following stipulations: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) This approval of the proposed sign design is based solely on the application's compliance with the design review criteria contained in Section 4 of the South Burlington Sign Ordinance. The determination of whether or not this application complies with all other requirements contained in the sign ordinance shall be made by the Code Officer. 3) The applicant shall obtain a sign permit pursuant to section Five of the Sign Ordinance or this approval is null and void. 4) Any change to the Master Signage Plan shall require review by the South Burlington Development Review Board. i / Z / le- 0/ Chair or Clerk Date South Burlington Development Review Board Please Note: You have the right to appeal this decision to the Vermont Environmental Court, pursuant to 24 V.S.A. § 4471 and V.RC.P. 76, in writing, within 30 days of the date this decision is issued The fee is $150.00.
