Subject: Approval to install a receive -only AWIPS antenna.
Dear Mr. Ward:
GTE is proud to be a part of the National Weather Service (NWS), Advanced Weather
Interactive Processing System (AWIPS) program. AWIPS is the cornerstone program of the
NWS to improve the timeliness and accuracy of the weather forecasts and warnings that are
essential to public safety. An AWIPS system is planned to be installed at your local Weather
Office site and be part of a nationwide network of nearly 150 National Weather Service sites that
will enable meteorologists and hydrologists around the country to prepare increasingly accurate
forecasts and respond quickly to developing weather conditions.
GTE provides the satellite broadcast network for the distribution of a variety of nationally and
locally -needed weather information products. The NWS satellite antenna used in this network is
owned by the Federal Government and installed by GTE, is a parabolic shaped, 12.5 feet (3.8
meter) in diameter, receive -only dish. It is similar in concept to a commercial TV receive -only
satellite dish. No information can be transmitted from this antenna. The location selected for
this antenna affords the ideal reception of the satellite data for uninterrupted NWS operations
supporting your local Weather office at:

The antenna will be mounted on a non -penetrating load frame on the 2 d floor roof of the
Burlington International Airport tenninal building as shown on the Site Map. The antenna will
survive in winds up to 120 mph. The maximum height of the antenna will be 13 feet (374.59 feet
above mean sea level) above the roof as depicted in Figure 3 Antenna Elevation View.

The enclosed drawings and information are for your review and approval. Your assistance in
expediting the permit approval process for this application is greatly appreciated, and will benefit
not only your community but also your neighboring communities through improved weather
predictions that could save lives and property.
Please provide feedback by December 15, 1998, that you received this letter and that your office
and point of contact are still current. We are planning to install our antenna January 15, 1999, if
