ial unit. Building contains 1,100'square feet. The music store will occupy
350 square feet with business offices occupying 750 square feet. This building

non -conforming to the dimensional requirements.

Request is to occupy two structures (constructed as single family dwelling's)
as office and retail businesses. (see attached list as to the possible uses)
Building 1 is located at 1161 Williston Road, presently occupied by Excutone-
Vermont, Inc., they will be relocating. This building is cape style, containing
approximately 1500 square feet. Building 2 is located at 10 Mary Street, presently
occupied as a residential unit, it is also cape style, containing approximately
1,400 square feet. Both buildings are located within the B-R District under
the 1974 zoning regulations, and are non -conforming to the dimensional require-
ments. Both parcels of land adjoin each other.

Motion:
That the South Burlington City Council approve the conditional use application
of William Bailey of 30 Hanover Street and David Arnold of 125 Ledge Road
requesting permission to convert an existing dwelling into a music store
containing 350 square feet and two business offices containing 750 square feet
located at 166 Dorset Street based on the following findings and stipulations:
Findings
1. That the proposed use is consistent with the health., safety and welfare
of the City of South Burlington and standards 2, 3, and 4 of Section 5 of the
Interim Zoning Regulations.
2. That the proposed use is consistent with standards 1 and 5 based on the
evidence submitted by the applicant and verified by Traffic Engineering
Associates.
Stipulations
1. That screening approved by the Code Officer, be erected or installed along
the northerly property line.
2. That the applicant cooperate in the consolidation of curb cuts when the
adjoining properties are commercially developed.

SUBJECT: TRAFFIC REVIEW OF PROPOSED DEVELOPMENTS

1. PROJECT: VERMONT FEDERAL SAVINGS AND LOAN
WILLISTON ROAD BRANCH

After reviewing the minutes of the So. Burlington City Council
meeting on 5/9/79, I find that the extension of the barrier
median on Williston Road westerly a reasonable distance is an
equally acceptable solution to preventing left turns off
Williston Road.
In addition, I conclude that with the prevention of left turn
traffic movements at the Williston Road access point for the
bank, that the predicted trip generation by the bank will not
seriously impact traffic flow on Williston Road during peak
periods.
2. PROJECT: OGDEN ASSOCIATES BUILDING #1 AT 1161 WILLISTON ROAD
BUILDING #2 AT MARY STREET
I have reviewed the estimated daily trips for various retail
and service businesses submitted by Mr. Feeley; however, I
have no data of sufficient detail to reasonably discuss the
merits of the information. I do recommend however, that you
select option #4 described in the last meeting minutes re-
quiring approval of each specific use as it is determined by
Mr. Feeley.
In regard to the proposed site plan, access to the two parcels
should be limited to exit only for Williston Road and full
access off Mary Street. This will eliminate definite turning
movements off Williston Road other than at a street intersection.
3. PROJECT: PROPOSED MUSIC STORE DEVELOPMENT BY WILLIAM BAILEY
AND DAVID ARNOLD AT 166 DORSET STREET
After reviewing the City Council meeting minutes regarding'
this proposed project, I find the greatest impact on Dorset St.
traffic flow is related to access to the existing several r
abutting small residential properties in the area of
166 Dorset Street. One or more curb cuts along Dorset Street
for each of these properties would have a severe impact on
Dorset Street traffic flow. Consolidation of curb cuts is
most important in this area.
Approval by the City Council shall be granted only upon a finding
by it that the proposed use is consistent with the health, safety
and welfare of the City of South Burlington and the following
standards:
1. The capacity of existing or planned community facilities,
services or lands, including sewage treatment plants, roads,
highways, police and fire services and schools.
2. The existing patterns and uses of developm nt in the area.
3. Environmental limitations of the site or area,and significant
natural resources areas and sites.
4. The municipal, development plan (comprehensive plan) of the
City of South Burlington, all city by-laws, ordinances and/or
regulations in effect and the preamble of these regulations.
5. Traffic on roads and highv.,ays in the vicinity.
