Bike Rack: Parks Management Plan Central file of city-owned land RECREATION AND PARKS COMMITTEE MONDAY November 19, 2018 5 PM-7:00 PM Medium Conference Room, City Offices Minutes In aendance: Jennifer Kochman, Mike Simoneau, Paul Steinman, Tami Zylka, Kae Langrock, Rebecca Poquee, Jon Pence, Glenn Sproul Regrets: Liz Robitaille Members of the public: George Donovan, Peter Kahn, Michael Boscher, (5:00) Jennifer called the meeng to order Mike reviewed of safety procedures There were no changes or addions to the agenda There were no comments from the public not related to the agenda Unanimous approval of minutes from September 17 meeng (5:05) Commiee Business · The commiee recognized George Donovan for the great work he did over his two terms on the commiee. (5:05-5:55) DRB Review: Dorset Meadows: Guests Peter Kohn, Mike Boscher (confirm spelling) · Documents reviewed: DRB Memo of April, 2018, Plan Package of maps, and Charge from Marla Keene of November 7th. · Recreaon & Parks charge is to review for open space and amenies within the residenal development. · The development includes approximately 70 acres of open space, not including wetland and NRP protected areas. · Walking trails will connect the open space to Underwood park nearby. · Developers idenfied specific park spaces, in addion to the open green space indicated in plans: Two reflecve “pause” places with benches and along a path (along southeastern edge of plans), playground on the side of the main park area that would include benches, open field area on south west corner of lot for pick-up games (not striped or an official playing field), recreaon paths would be a sure pack base. · Sing of a major street would enable residents to enjoy a view of Camels Hump. · Boulders excavated on site (le by the glaciers) will provide some buffering and natural playground. · HOA would connue to maintain all proposed park spaces and equipment · Commiee noted that Stone Hedge, for example, included a variety of amenies. Commiee discussed whether addional amenies should be added such as a basketball court, pickle ball court. · Commiee noted that the condos (Mul-family units in the upper right of the map were somewhat isolated in their locaon and connecvity to the other areas of the development. However, these are adjacent to an area of wetland, and connecve paths would require considerable addion of structures that would possibly disturb the wetlands. · Commiee recommends: o That developer review proposed Open Space Matrix that will be used for future PUD growth that indicates what type of recreaon equipment and park space should be included. o As the neighborhood develops, residents may form consensus on amenies. The HOA might contribute to building these. o The Commiee supports the recommendaons that were made by staff and outlined in the memo from Marla Keene on November 7th. o The Commiee recommends consideraon of potenal opon to add a dog park. (5:55-6:20) Director’s Report and budget: · Holly reviewed the memo that was sent to commiee. (6:20-6:25) Reports of NRPA Sub-commiee: Kae · Holly will review work submied and alert commiee once completed. · Commiee members will independently review informaon and create individual perspecves to be combined into a narrave for the full commiee. · Goal is to have a document that can be used each year to track trends both for South Burlington and comparable communies. · This document will be shared annually with the City Council. (6:25-6:30) Report of Facility meeng: Jennifer · Notes from the meeng held on Saturday, November 17th were reviewed. The commiee created a list of needs in three buckets of priority. (6:30-6:50) Interim Zoning: Discussion on Southeast quadrant development · Discussion on Southeast quadrant development interim zoning and the establishment of a newly formed commiee. The Recreaon and Parks Commiee has been asked to nominate a member to the City Council for potenal appointment to this new commiee that will be charged with idenfying and priorizing exisng open spaces, forest blocks and working landscapes. · Discussion on what the expected amount of me and overall commitment would be when serving on the commiee. · In addion to our representave, the commiee may consider having a small working group from the commiee to provide addional support. · The commiee discussed the need for these mulple Interim zoning commiees to coordinate their efforts and share perspecves. · Mike moved that Tami represent the Recreaon and Parks commiee on the Interim Zoning commiee, Glenn seconded. Unanimous approval! · (6:50-7) Sub-commiee work: · Interim zoning commiee - Tami · Budget - Jon, Glenn · NRPA - Kae, Jon, Tami, Paul · Indoor Recreaon Facility Study/Advocacy- · PUD’s & LDR’s - Study and Advise: R and P Commiee needs to designate a representave to the DRB Jennifer will send out the list of sub-commiee work with updates. People should indicate their areas of interest. Foundaon Update - Jennifer · Potenal to set up a separate fund where the city would be the fiduciary. (7:03) Rebecca moved to adjourn, seconded by Paul . The meeng was adjourned at 7pm NEXT REGULAR MEETING: December 17, 2018 5:00 P.M. RELATED ITEMS Update to Dorset Meadows Emails from Marla Keene 11/26 Second, is it too strong a statement to say the Commiee recommends the Board require the developer to meet the intent of the proposed open space types with the interior open spaces in the development? This has been a tricky thing for the Board to negoate in the past, so I want to make sure the Board has a clear understanding of the Commiee’s recommendaons. 12/05 The “tricky” part has been for the Board to push developers into including features on their open spaces, rather than plain mowed spaces. The open space types document includes a list of features to be included for each open space, so this might give the Board something more concrete to hang their hats on, if that is indeed the Commiee’s recommendaon. Since everybody is a volunteer and has day jobs, maybe we could do a quick conference call next week? Marla Keene, PE Development Review Planner City of South Burlington (802) 846-4106 DPC Motion Dec 3 5) Discussion of a recommendation from the Dog Park Task Force to include Jaycee Park as an “On-Leash” park, adding it to existing City Park Ordinances. The DPC moved to accept recommendation of DPTF; unanimous. The DPC recommended Barb communicate with Chair of the Recreation & Parks Committee and Director of Recreation & Parks Department this motion and to determine as a collaborative recommendation to City Council.
