Unanimous approval of minutes from September 17 mee ng
(5:05) Commi ee Business
· The commi ee recognized George Donovan for the great work he did over his two terms
on the commi ee.
(5:05-5:55) DRB Review: Dorset Meadows: Guests Peter Kohn, Mike Boscher (confirm spelling)
· Documents reviewed: DRB Memo of April, 2018, Plan Package of maps, and Charge from
Marla Keene of November 7th.
· Recrea on & Parks charge is to review for open space and ameni es within the
residen al development.
· The development includes approximately 70 acres of open space, not including wetland
and NRP protected areas.
· Walking trails will connect the open space to Underwood park nearby.
· Developers iden fied specific park spaces, in addi on to the open green space indicated
in plans: Two reflec ve “pause” places with benches and along a path (along
southeastern edge of plans), playground on the side of the main park area that would
include benches, open field area on south west corner of lot for pick-up games (not
striped or an official playing field), recrea on paths would be a sure pack base.
· Si ng of a major street would enable residents to enjoy a view of Camels Hump.
· Boulders excavated on site (le by the glaciers) will provide some buffering and natural
playground.
· HOA would con nue to maintain all proposed park spaces and equipment
· Commi ee noted that Stone Hedge, for example, included a variety of ameni es.
Commi ee discussed whether addi onal ameni es should be added such as a basketball
court, pickle ball court.
· Commi ee noted that the condos (Mul -family units in the upper right of the map were
somewhat isolated in their loca on and connec vity to the other areas of the
development. However, these are adjacent to an area of wetland, and connec ve paths
would require considerable addi on of structures that would possibly disturb the
wetlands.
· Commi ee recommends:
o That developer review proposed Open Space Matrix that will be used for future
PUD growth that indicates what type of recrea on equipment and park space
should be included.
o As the neighborhood develops, residents may form consensus on ameni es. The
HOA might contribute to building these.
o The Commi ee supports the recommenda ons that were made by staff and
outlined in the memo from Marla Keene on November 7th.
o The Commi ee recommends considera on of poten al op on to add a dog park.
(5:55-6:20) Director’s Report and budget:
· Holly reviewed the memo that was sent to commi ee.
(6:20-6:25) Reports of NRPA Sub-commi ee: Ka e
· Holly will review work submi ed and alert commi ee once completed.
· Commi ee members will independently review informa on and create individual
perspec ves to be combined into a narra ve for the full commi ee.
· Goal is to have a document that can be used each year to track trends both for South
Burlington and comparable communi es.
· This document will be shared annually with the City Council.
(6:25-6:30) Report of Facility mee ng: Jennifer
· Notes from the mee ng held on Saturday, November 17th were reviewed. The
commi ee created a list of needs in three buckets of priority.
(6:30-6:50) Interim Zoning:
Discussion on Southeast quadrant development
· Discussion on Southeast quadrant development interim zoning and the establishment of
a newly formed commi ee. The Recrea on and Parks Commi ee has been asked to
nominate a member to the City Council for poten al appointment to this new commi ee
that will be charged with iden fying and priori zing exis ng open spaces, forest blocks
and working landscapes.
· Discussion on what the expected amount of me and overall commitment would be
when serving on the commi ee.
· In addi on to our representa ve, the commi ee may consider having a small working
group from the commi ee to provide addi onal support.
· The commi ee discussed the need for these mul ple Interim zoning commi ees to
coordinate their efforts and share perspec ves.
· Mike moved that Tami represent the Recrea on and Parks commi ee on the Interim
Zoning commi ee, Glenn seconded. Unanimous approval!

interest.

Second, is it too strong a statement to say the Commi ee recommends the Board require the developer to
meet the intent of the proposed open space types with the interior open spaces in the development? This has
been a tricky thing for the Board to nego ate in the past, so I want to make sure the Board has a clear
understanding of the Commi ee’s recommenda ons.

The “tricky” part has been for the Board to push developers into including features on their open spaces, rather
than plain mowed spaces. The open space types document includes a list of features to be included for each
open space, so this might give the Board something more concrete to hang their hats on, if that is indeed the
Commi ee’s recommenda on. Since everybody is a volunteer and has day jobs, maybe we could do a quick
conference call next week?

DPC Motion Dec 3
5) Discussion of a recommendation from the Dog Park Task Force to include Jaycee Park as an “On-Leash”
park, adding it to existing City Park Ordinances. The DPC moved to accept recommendation of DPTF;
unanimous. The DPC recommended Barb communicate with Chair of the Recreation & Parks Committee
and Director of Recreation & Parks Department this motion and to determine as a collaborative
recommendation to City Council.
