HomeMy WebLinkAboutMinutes - Recreation and Parks Committee - 11/20/2017Recreation & Parks Committee Meeting Monday, November 20, 2017 At 5pm Jennifer Kochman called the meeting to order. Mike Simoneau reviewed the emergency evacuation procedures. Glenn Sproul spoke to the importance of understanding how to evacuate the building safely. In attendance: Maggie Leugers, George Donovan, Glenn Sproul, Jennifer Kochman, Katie Langrock, Linda Chiasson, Mike Simoneau, Paul Steinman, Rebecca Poquette Liz Robataille sent regrets. Guest: Paul Conner Motion to accept minutes from October 16, 2017 meeting made by and seconded by Linda. Motion passed. Director’s Report was provided by Maggie Mike made a motion to approve that the NRPA Performance Review Summary and the NRPA Performance Review be submitted to the City Council by Mike, seconded by Paul The motion was approved. These will be presented to City Council early 2018. PUD discussion: Note the committee discussed this in committee and then with Paul Conner. · Project review process - which committees should participate in reviewing new development such as Recreation & Parks, Open Space and potentially Bike & Ped Committee · Discussion about how we will continue to review PUD proposals o What tools will be used to ensure proposal meets city’s expectations? Recreation & Parks committee will have to use the materials available (created by Planning Commission PUD Land use process such a chart below from Sharon Murray memo 5/18/17) so that we can make informed decisions. o Recreation and Parks will provide a written Memorandum of Support or Concern of the project following each presentation to the committee o Recreation and Parks has advocated for inclusion in the process of PUD review since 2012, in written memoranda, at PC meetings, and at CC meetings. Chart Orientation dates for Recreation & Parks Committee meeting · Date for excursion around to the parks - Maggie will send out a doodle poll Committee Liaison Reports were presented Paul Conner · Planning consultants will meet with us at our January 22nd meeting for a review of the PUD materials and the roles of committees in review of PUD’s. Will need 45 to 60 minutes for the discussion · Presented overview of the new Sustainability Office o SB is recent member of Star Communities to help guide and measure progress in our sustainability projects. http://www.starcommunities.org/certification/ o This continues and allow for cross-referencing of initiatives and goals stated in the Comprehensive Plan o This also creates measurement tools that can be used in City budgeting. Maggie presented a citizen’s concerns with the dog park at Jaycee Park. This will be on the agenda of the City Council meeting this evening. Glenn moved to adjourn the meeting, seconded by Paul Meeting was adjourned at 7pm. The next meeting is scheduled for January 22.
